Koichi Shiwaku compares the teachers from Armenia and Japans
training in disaster management and discusses the specific steps made by
each country. Schools, specifically teachers, play a significant role when
disaster strikes. Japan formed an organization called EARTH (Emergency and
Rescue Team by school staff in Hyogo) after the devastating Great HanshinAwaji Earthquake occurred in Hyogo, Japan in 1995. Armenia has MES
(Ministry of Emergency Situations). EARTH trains teachers in a number of
areas, such as physiological care, support for food management, recovery,
management of evacuation, and implementation of emergency measures, to
name a few. The MES trains school directors and deputy directors, military
science teachers, and general teachers. Training through the MES educated
teachers in hazards and risks, school crisis management, and disaster

management to name a few. However, in the event of a disaster, only the


military science teachers are trained to act.
There are many differences between EARTH and MES. While EARTH
gives general teachers at least ten to eleven hours of training each level,
MES only gives general teacher two hours in total. EARTH covers more topics
than MES, such as the reopening of schools and psychological care. MES is
typically more lecture based while EARTH includes practice, lecture, and
presentation. MES has many problems with their training. MES lacks
enhancement for teachers, doesnt include content related recovery, doesnt
include training in psychological care and reopening schools, and lacks active
and practical training programs. EARTH stresses training for general teachers
while MES lacks in training for general teachers.
