Based on the comments received to date, additional information is required prior to declaring the application complete for review; therefore, the application is currently deficient. Pursuant to the Coastal Zone Management Rules, NJ-A.C. 77-111 et seq. andor Section 10 of the CAFRA Act, N.LS.A, 13:19-10, please provide the following supplemental information: 1. Comments were submitted regarding potential sir quality impacts resulting {rom leaks in pipelines, that are sometimes referred to aa “lost and wnaocounted for” gaa. Please provide detailed information regarding the required measures taken by NING to reduce sch losses. Include a comparison of the quantity of lost and unaccounted for gas from [NING's existing pipolin system, as well s the expected loss from the proposed pipeline ‘Address the effects of leaked gas on air quality in the area immediately adjacent to such a Teak. Include any mitigating steps NING would take to offset such effects 2. Please provide documentation of the USFWS review of this project, with final determinations and all mitigating measures requested by USFWS. Comments were submited régaiding linpacis fo fac health and safety due to releases from known conlaminated sites potentially disturbed during construction, Please provide tails on te steps required during construction to teat contaminated soil and water if ‘construction is located in a known or discovered contaminated area. Provide a list of ‘known contaminated sites along the proposed alignment that could poteatally be disturbed, Tnelude known contamination wlong the ligament uit Joint Base McGhiee/Dix/Lakehuest (JBMDL). Provide information on the potential of disturbed contamination to affect ground or surface water in the following sub-watersheds ‘© Union Branch; © Manapaqua Brook; ‘© Blacks Branch; ‘© Huris Branch/Bordens Mill Branch; ‘= Alltributaries to Union Ridgeway Branch (Toms River); and, Toms River and Barnegat Bay. 4. Comments were submitted that a portion of the pipeline is proposed in an area of ‘mexploded ordnance on Joint Base MeGuire/Dix/Lakehurst ((BMDL). Please provide confirmation from JBMDL thst the pipeline route and workspace are not located in areas, ‘of unexploded ordnance on the base property Comments were submitted regarding potential public safety hazards resulting ftom the pipeline construction and operation. Please provide detailed information regarding steps to be taken during construction that assure safety of the work crews and the general ‘public, inluding the method ef marking the alignment to avoid accidental excavation. In ‘addition, provide the maintenance plan for the operation of the pipeline, including inspection schedule, methods and regulating agency, as wel a the emergency procedures 10 be employed inthe event of a leak or other incident. 6 Comments were submitted regarding the potetial for dtiing mud to be released into wetlands o¢ waters during Horizontal Directional Drilling (HDD) installation of the proposed pipeline. Please address this and provide a contingency plan that would be Ullized bythe contactors to addres this situation Comments were cubmitted rogarding tho potential for additional impacto to wetlands and/or Stato open waters as a result of the proposed pipeline construction (including HDD installation as well as open trenching), which may be more significant than ‘currently detailed in the application.
