Dakota Access Pipeline intends to transport 470,000 bbl/d of Bakken crude.


.

If Dakota Access Pipeline never gets completed, and if global oil price
remains depressed, that could bring on the demise of the Bakken. Not having
any idea exactly where all of the Bakken crude production is refined, but
knowing that rail is the mode of transport, I surmise that ExxonMobils
production is feedstock to your Billings Refinery (60,000 bbl/day).

Please consider shutting down the Billings Refinery as an act of good faith,
indicating ExxonMobil's support for COP 195-Nations "1.5C aspiration."

I am certain that at least of few of ExxonMobils thousands of engineers and


scientists are very familiar with the conclusions of James Hansen et al paper
that was published December 3, 2013 (Bit.ly/HansenPLOS) and of the German
Advisory Council on Global Change (WBGU) paper published in 2009
(Bit.ly/WBGU-2009) both of which admonished immediate reductions in global
CO2 emissions in the range of 5%, 6% or 9% per annum, depending upon
when emissions might have begun. So far, we have missed the lower rates.

Part and parcel of achieving such CO2 reductions is the reduction of crude
production which is feedstock to refineries. I dont need to explain this to
youof all peopleor any of your thousands of engineers and scientists.
That implies, of course, the ultimate shutting down of refining operations
gradually over about 15-16 yearstwo decades at the most.

As Secretary of State, you would be expected to support COP aspirations.

Why not start now? Retire Billings Refinery. Dismantle it. Clean up the site.
