    Republic ofthe Phipines wo Yer fs: Civil Service Commission ae ‘Constuton His, Baasang Pambansa Gomples Oiman, 1126 Quezon ity Wanamayan Mare Mc No.14_, s. 2002 MEMORANDUM CIRCULAR to ALL HEADS OF DEPARTMENTS, BUREAUS, OFFICES AND AGENGIES OF THE NATIONAL AND LOCAL GOVERNMENTS, INCLUDING ‘STATE, UNIVERSITIES” AND, COLLEGES "ANG WITH ORIGINAL CHARTER SUBJECT: PROHIBTION AGAINST TRANSFER OR DETAIL AND ISSUANCE OF APPOINTMENTS IN CONNECTION WITH THE SULY 18, 2002 NATIONAL AND LOCAL ELECTIONS: pursuant to the powers vested upon it by the Constitution, the Omnibu: Election Code (BP Big. 881), and other election laws, promulgated Resolution No. 4780, prescribing the period of prohibition against transfer and detail of officers and employees in the civil service from May 31, 2002 to July 30, 2002. Said resolution amended Resolution No. 4714 and 4715 which prescribed the prohibited period for the previously scheduled Likewise, on the basis of the same Resolution, the pé prohibition relative to the issuance of appointments and creation and Filing up of new positions is from May 31, 2002 to July 14, 2002. In this regard, the Civil Service Commission, pursuant to the powers vested upon it by the Constitution, Executive Order No. 202. Stherwise known as the Administrative Code of 1987 and other pertinent faws. as the central personnel agency of the government, promulgated Resolution No. 02-0779 ON __tay-_31,_2002 IN said Resolution, the Commission prescribes the specific guidélines relative to the transfer, detail and issuance of appointments to civil service personnel, as follows: 1. The following are prohibited during the period May 31, 2002 july 14, 2002 A. The ISSUANCE of appointments, regardless of nature and ‘status, except in cases of renewal of temporary or casual RE 991-7995 /991-7999/931-0092 Kil eacphte@csc.govonh EL. www.esc.gow ph appointments, reappointment, reinstatement and change of status BEFORE the prohibited period AND made EFFECTIVE DURING the same period, regardiess of the date of receipt by the Commission, inckidling its Regional or Field Offices, of said appointments or the Report on Personnel Actions (ROPA), as the case may be. It is understood thet all appointments issued before the prohibited period shall take effect immediately, notwithstanding any Provision in the appointment paper to the contrary and the Eppuiritee shall assume the position within thirty (30) days from issuance thereof, otherwise, the appointment becomes ineffective. B.
