In order to make sure all lifting activities safe, Traffic & Roads Agency (TRA) QHSE department is starting a campaign which will have the following points: 1) Safety Surveys: It's 2 very detailed examination of all safety devices on machinery in particular, lifting equipments. 2) One-off Equipment inspection: inspect particular Lifting machineries, Equipments and Gears in certain conditions, Lifting equipments on site condition to ensure safe system of work and the frequency of inspection as Routine Inspection, Maintenance Inspection, Functionality testing, Manufactures Instructions’ testing etc 3) Third Party Certification: Approved Competent third party must conduct the certfication and the verification process in specific site conditions for the lifting equipments & gears. 4) No Objection Certificate (NOC): TRA (Right of Way) ROW and Traffic Department NOC's must be obtained prior to start the work and the consultant must verify that these permits are in place. No objection certificates must be obtained from all relevant authorities, 6) Lifting Plan: all critical lifting activities must have a plan which details how the activity will be carried out safely. Damage or Dangerous Occurrence. Once the plan is approved by the consultant the contractor has to apply forthe lifting permit. NOC from Right of Way and Traffic Department are integral parts in obtaining the permit. A permit must contain: (Please find the sample/ form: with the ciroul \d_emergenc: lures: Lifting operations back up and emergency preparedness to deal with any emergency situation on site in line with the site HSE Plan and RTA Emergency team: (Please see the attached chart of TRA emeruency team) All zone safety engineers are requested to prepare @ presentation in consultation with the resident engineers and the HSE team on “Safe Lifting Operations” and should be present to QHSE Department Traffic & Roads Agency, RTA. The selected presentation methodology will be then circulated to all for presenting in their projects. The campaign will start from 15" of March 2009, We should get the information of prepared presentation on or before 9° March 2009. 8) Objectives: A) All the critical lifting activities are controlled with a safe system of work. B) Develop a prequalification process for the sub contractors engaged in such activities. C) Ensure the third party certification bodies are approved by RTA.
