The Reality
The 2012 PISA was administered in a dozen Chinese provinces
but the government only allowed the release of Shanghais
PISAs scores
Not representative of China
Attracts the nations elite
84% of Shanghais high school graduates
go to college, compared 24% nationally
Population : 24 million

The Chinese government does not effectively allocate resources


Rural areas are at a disadvantage
