Provide information on your organization, its purpose, educational objectives and the population it serves. ‘Response: The mission of the Northern Star Council is to lead youth to be healthy, contributing citizens, and leaders in their families, communities and the world. The mission of the Northern Star Space Camp Pilot (NSSCP) is to explain, demonstrate, guide, and enable through Scouting activities. To inspire the néxt Generation of explorers with har ‘advancement activities. Boy Scouts of America emphasizes education and leadership through advancement learning opportunities. Educational objectives of NSSCP r Boy Scouts (ages 11-18) are to utilize the sciéntific method, facilitate Cb Sco actus, and @arn ‘merit badges for advancement. Educational objectives of NSSCP for Cub Scouts {ages 7-11) are to utilize the scientific method and earn belt loops for advancement. Northern Star Council supports more than 23,000 volunteers who develop and enrich the lives of more than 95,000 boys and girls, age 6 through 20, over the course of a year. Leaders and Scouts from two council districts (Zulu and Kaposia)are the | primary participants for this pilot program which started in October 2010. 2. Explain why your organization wants a downlink. Include information on how a downlink will enhance the educatfonal objectives of your organization. ‘Response: The National Science Education Standards (NSES p. 23) defines scientific inquiry as "the diverse ways in which scientists study the ratural world and propose explanations based on the evidence derived from their work. Scientific inquiry also refers to the activities through which students develop knowledge ‘and understanding of scientific ideas, as well as an understanding of how scientists study the natural world." The educational objectives of NSSCP are centered on exposing and inspiring the next generation of explorers by providing them engaging activities to learn the scientific method. Participating youth will {G6 through the process of asking questions, doing background research, constricting and testing a ‘hypothesis, analyzing data and communicating results. The downlink will inspire our space camp participants with a live question and answer session with crewmembers of the International Space Station (ISS), let Scouts and adult leaders hear and see crewmembers live from space, will enhance student learning of our educational activites centered on inquiry, and provide a lasting, meaningful earning experience for all. The question and answer session will allow participants the chance to use several components of the scientific method. The downlink will provide an occasion to ask questions of the ISS crew, do background research on each crewmember prior to the dialog, and communicate arid share octivity data that correlates with [SS crew's mission. Furthermore, the downlink will construct the, definition for scientific inquiry and develop Scouts understanding of the scientific ideas in a powerful ira ing. The dovenlink will provide additional data and impetus toward the development ‘of an exciting annual space camp for the Northern Star Council. 3, Describe how your organization will se the downlink to support local STEM goals and objectives. Describe the pre-and post-downlink activities for students and educators. Also, include how you plan to incorporate NASA content and education resources into these activities. Response Response: The downlink will support local STEM goals and objectives in a variety of ways. Prior to the start of the downlink we will highlight several resources that educators and nontraditional educators can utilize, One of those resources is an educational website launched by the Minnesota Department of Education (http://vvwnw.mn-stem.com/) that promotes STEM locally. Our pilot program provides pre and post activities for Zulu District and Kaposia District, however the downlink will be open to the whole Council as well as the Girl Scouts and partner pilot schools(Richfield STEM School). We will provide three types of pre and post activities: high interest activities, boy lead instruction activities, and educator/leader activities. The high interest activities will include, but are not limited to, discovery and instructional session with the University of Minnesota’s Robotic Lab, night star gazing facilitated by the University of Minnesota Astronomy Department, adve res in Geocaching, rocket canstractiorrandt raunching, space shuttle simulator at Northern Star Counci’s Base Camp, and ‘assification of galaxies through the NASA Galaxy Zoo program. These high interest activities will keep Scouts and leaders inspired, engaged, and excited about space exploration. Providing an educational example, framework and lessons Boy Scouts will ead our EDGE activities. Leaders will provide sémple activities utilizing the Boy Scout EDGE framework and NASA resources prior to Boy Scouts leading the EDGE activites. The EDGE framework stands for explain, demonstrate, guide, $ aresearch based instructional approach that has simplified Boy Sc The explain potion of the framework adult leaders will explain the activities and purpose of each. Then adult leaders will demonstrate how to do the activity and related steps. Then adult leaders will guide scouts in doing the activity with some prompting to foster independence. Lastly, adutt leaders will enable the scouts to describe how they did the activity and or have them teach someone how to do the activity. ‘Adult leaders will provide Boy Scouts the necessary NASA activities, resources, the lesson plan template, ‘and supplies for them. Resources from the NASA Education Resource Center at Saint Cloud State (University and links from Teaching from Space have been organized into notebooks related to the respective Scout belt loops and merit badges. Boy leaders will plan activities utilizing the NASA resources, ‘advancement correlation tables (example provided upon request. There will be five to six EDGE activity sessions that Boy Scouts will have the opportunity to lead. For each session the Boy Scouts will be paired with Cub Scouts in six different patrols (weather, computer, disability awareness, astronomy, orienteering, and space exploration). These patrols represent the belt loops and merit badges that Scouts will earn. We have aligned the advancement requirements for Boy Scouts merit badges and Cub Scouts belt loops, and identified potential NASA resources to incorporate into our activity lessons. It is Northern ‘Star Councils’ mission to lead youth to be leaders in their families, communities and the world. This is ‘accomplished by providing skill building opportunities and opportunities for Boy Scouts to lead. It is with ‘our mission in mind that we have designed our space camp pilot program to provide leadership opportunities for the Boy Scouts. The EDGE activities will provide exposure to a variety of Cub Scout age ‘appropriate NASA educational products, such as Our Solar System ~ Photo products (t5-2009-09-003- HQ), Flight Testing Newton's Law - DVD (EC-2003-02-001-DFRC), Become g NASA Explorer School ~ (EW- 2006-03-149-HA). In adaition to these resources Scouts will engage and explore a galaxy of online NASA resources. Some of those include, Selene — A Lunar Construction Game, Galaxy Zoo, Solar System Exploration, My Computer Mouse, Earth Science Enterprise (games), NASA Space Place (games), and NASA Profiles. Scout Advancement Correlation Table will lustrate these and other resources for our ‘activities. Focusing on educators, pre-service teachers, and scout leaders the pilot program will also look into opportunities in the science, technology, engineering, and mathematic fields. To do this we will be collaborating with the science community locally and nationally (e.g. NASA, Universities, & organizations). Northern Star Space Camp Pilat Program (NSSCPP) ‘scout leaders become familiar with the rich variety of opportunities such as Internships, grants, jobs, trainings and other programs in STEM fields 4, Provide demographics (such as ages and gender) on your targeted audience for the downlink and surrounding activities. Response: Target audience for downlink i 6 through 20-year-old boys and girls across the 25 counties that the Northern Star Council serves. The secondary audience includes the 23,000 volunteers that help the development of our youth, undergraduate pre-service teachers and educational professionals in the Twin Cities. 5. Provide an overview of your proposed downlink, including the location, transportation details if needed), and how you will have the required technology in place. Response: The proposed downlink will be held at Base Camp, a first-of ts kind urban program facility locoted on the {grounds of the Historic Fort Snelling.. The mission of Base Camp is thot Base Camp will connect all young people to Interactive experiences that build healthy contributing citizens of character and teaders for ie. Base Camp is @ 35,000 square foot facility that features a climbing wail, indoor high ropes course and a NASA space shuttle simulator. It ciso has an amphitheatre with a multimedia projection system. The NASA LIMO channel will be downlinked via a portable C-Band downlink truck provided by Arctek HO. Arctek has operated this technology for over 10 years and is well regarded in the industry. The participants in the downlink will be artiving by bus, light rail ‘and by personal vehicles. 6. Provide information on your organization's plan to secure your target audience in case there isa shift in dates and/or times (Le. "Plan 8") Response: The Base Camp facility will be available for any change in date and/or time for this event. Our target oudience Is olso flexible to a change in date and/or time. Since scouting is a year round activity, our target audience will be available regardless of a shift in time and/or dates. 7. Describe your plans to ensure a large number of student and educator participants complete NASA evaluations. Response: Our lead researcher from the University of Minnesota will be responsible for coordinating the NASA evaluation process onsite at Base Camp. Several activities and technology usage incentives have been built into downlink progrom to make sure we have a large number of NASA evaluations completed. Participants who participated in the Space Pilot program will receive their mission patches for the pilot program after they have completed the online program evaluation. Downlink guest will complete the evaluation and then be able to attend a demonstration of the NASA Space Shuttle Simulator. We are currently having discussions with a local Apple representative for trial use of iPods or iPads for the downlink program. They will be utilized for program registration and data collection of pre, post, and downlink evaluation. Furthermore, itis our hope to provide Apple with consumer evaluation for future product development. 8, Describe your media/promotion plan. 8e specific where possible. ‘Response: Our primary target for media coverage will be our major broadcast and print media. We will work to promote and generate coverage of our downlink on our communities for major television stations: KARE 11 (NBC); WCCO 4 (CBS) KSTP 5 (ABC) and Fox 9. Three of the stations (KARE 11, KSTP 5, and Fox 9) have morning programs that we would try for an appearance on prior to the downlink as well as on the morning of the event (weekdays between 6-8 AM and weekends between 8-10 AM). Depending on timing, this could be live or taped for later broadcast. in addition, we have excellent relationships with our tio major daily newspapers, the St. Paul Pioneer Press and the Star Tribune. We believe that story and the photo possibilities would also have a high likelihood of coverage. We would offer all of our mojor media pre- downlink news advisories, updating them on the preparations that are under way, as well is giving them the ‘opportunity to interview some of the young people and adutt leaders who willbe involved. We would also target to Jocat radio stations, WCCO (CBS) and Minnesota Public radio for attending the actual downtink, as weil as | interviewing some of our participants either by phone or in person. The final phase of our media plan would include ‘additional coverage following the downlink. These efforts would focus on community media and focal newspapers, sharing photos, stories and experiences of participants, with thelr local newspapers. We have the personnel and experience to carry off an effective media relations pion. Northern Star Councif has @ fulltime marketing communications director who works with several professional public relations firms who ‘provide pro bono media relations assistance for major council Initiatives. We consider this downlink project to be ‘such an initiative and have a track record of successful coverage. For example, the recent opening of our Base Camp/Space Shuttle Simulator in Octaber of 2010 was picked up by three of the four television stations and both daily papers included a major story and photo on the front page of their Metro sections, The total unduplicated readership and viewership of this coverage totaled 1.2 million impressions. i 9. Describe involvement with other NASA programs. List all NASA partnerships that will be part of the downlink and surrounding activities. Share how you will use the downlink to encourage student participation in other NASA progra ‘Response: We are coordinating and communicating with a variety of NASA professionals to enhance our program. We had our fall kick-off in mid October and have had a host of NASA representatives sharing with our scouts both in person, through recorded video, and via internet, Mr. Jay Gallentine ~ Minnesota NASA Ambassador (JPL Solar System Ambassador Program) contributed to our fall kick-off and provided interactive activities around science inquiry. Vice Admiral Richard Truly (NASA Astronaut and Eagle Scout) visited our NASA Space Shuttle Simulator at Base Camp, We have asked him if he would be willing ‘ond able to return and be our distinguished downlink MIC. We are coordinating a Skype Session with Dr. ‘Debbie Denise Reese to share her lunar science game ~ Selene. For the downlink we have asked Dr. Veronica Seyl ~ Undergraduate Student Research Program Coordinator (Johnson Space Center) to share undergraduate research opportunities and career possibilities with college students here in Minnesota ‘and possibly New Orleans. This summer the Space Camp Pilot Program Leadership received flight simulator training from Dr. Kerry Joels, author of The Space Shuttle Operators Manual, Northern Star Council has acquired a space flight simulator that is housed at the Coundil’s new camp centered on inspiring active learning - Base Camp {on the grounds of the Historic Fort Snelling). 410. List your community partnerships that will be part of the downlink and surrounding activities. Explain how your partnerships will be established or improved because of the downlink. { Response: One of the goals of our program is to identify and collaborate with local community organizations related to STEM fields and community partnerships that will insure the longevity of an ‘annual space camp (and or day camps focused on space exploration). Some of our leaders for this ‘proposal (mission control) established thelr relationship by being Boy Scout leaders for our focal council. ‘Our partnership includes the following agencies: Boy Scouts of America — Northern Star Council, Minnesota Amateur Spacemodeler Association, National Weather Service, Starbase, Girl Scouts of ‘America, Minnesota Science Museum & University of Minnesota. We are working to establish additional partnerships locolly and nationally, Scout activities, and educator activities.
