A theme and three sub-themes. Tris session continued the theme of the Europan 12 competition, The Adaptable City, applying it in new variations. For European, it is important thatthe processes arising fromm ‘the competition should da more to involve tho actors as protagonists ofthe project, bul in aferent forms. Urban projects need to be fable to evolve overtime, 20 the challange ie ‘0.conceive them diferently. The trick isto be able to combine the long tem —a vision forthe future that is necessary forthe transformation of a context — with a flaxible projact that proposes spatial solutions and modes of production that can adapt to a city that is ‘moving, changing. dynamic. How can we escape from the still prevalent ‘igi functionaism to produce Europe's cities, tile adapting to changes in ways of file and the erviconment? Europan uses this thematic as a background to-emphasise thvee eub-themes as questions tothe actors and competitors: frst, how can the project develop around value as sharing and solidarity; second, a a time of economic: crisis and also of private sector dominance In the production of cies and architecture, how can we devise new ways of organising Urban commissions and the actors that give a greater role to a bottom-up approach? And finally, how can the project concentrata rare (on the production processes overtime than on ready-o-buld objects? Sitee and people that are motivated, ‘but looking for pragmatic solutions 49 sites located in cities in 18 European countries wore selected around this theme. Is noteworthy thal desoite a severe crisis inthe puble fences, Europan found active partners vith intresting sites, For the ura players, the notion of adaptability is about the compatibity cof spaces to urban practices, but also about Integrating unpredictable timeframes iio the production of urban projects While the objective of the municipal players is still to obtain a vision for tho future oftheir sites, which can form the basis for political choices and wall appeal to their constituents, theres loo a realistic noed for these projects! visions to be embodied in highly practical implementation proposals. Tho aim may be to change the image ata sito for transitional period, until concitions are mote favourable to fulling the full aston Of the project. Or it may be to find “Wiggers” that will usher in a first phase of change, vith no short-term obligation to implement the full project. And when @ more long-term porspectve is possible, itis stil expected thatthe projects shouls, overtime, be abe to alract potential investors Inthe catslogue, these sites are presented alongside an interview with a local represen tative who explains the municipality's goals, Experimental projects proposing ‘mix of realism and innovation For the competitors, thetefor, the task was to ceaity out the complex exercise af coneetiing projects that comisine a vision forthe future, innovation inthe project design process and pragmatism in implementation, Naturally, different interpretations emerge in the recponses, bul the juries were keen to choose winning teams thal were proposing innovative project practices around one main question how to reconcile the need to define spaces able fo adapt to perpetually changing uses ‘end practices? Tho winning propesale that thie article wlehas to explore are those that propose changes in professional practices and challenge the tracitional role of the architect. It will dra on the projects thameolves, but will aloo eit the ppost-competition interviews conducted by Europan Europe with the winning teams about thar positions on the question of adapability and the way itis tackled in ther projects The project as a lasting urban form that accommodates changing uses Some ofthe winning teams argue thal urban ‘otm and erchitecture are enduring factors. For them, the challenge is to reuse stable typologies that can adept to new uses. In some cases, this means harmonising with the existing refurbished urban fabric: in others it raane creating new building fore designad ‘olast. Only the uses change wit time anc the city has a permanent dimension capable of absorbing these changes withoutits structure and its spaces being atfected, The title of the runner-up project in Leeuwarden (NU), Liban Prescriptions (1), Puls ils carcs on the table, The challenges are to reclaim built-up plots in a historical ‘abric and to introduce a new program into fa Tormer museum site, For the team, this means reconciling respect for the existing qualities and adaptability, Le. a change in program, The team proposes to reinforce the public spaces in the block through small scala micro-interventions that wil render it adaptable without fundamental alteration “We believe thal the city of the future will not significantly change, t wil just be usect iterently” In this restored urban structure, the team proposes to convert courtyards into eco-produetive areas: water willbe retumedlto the abandoned channe's, temporary uses wil bbe proposed for vecant areas and convertible public spaces will be craated. However, this Intervention leaves open the integration -inthe long term- of future uses, which wil need to be agreed with residents Thig same standpoint is found in teams thal are not working on an existing fabric, but on a future new neighbourhood, linked with a pereaption of the nearby fabric, "The contemporary city Is not one but several placos. Ite a complex eructure rnultkayerad, varied, made up of complementary and interconnected ideas, concepts and systems," jaccorcing tothe runnerup team on the Nacka ‘te (SE), Tho Ende of the Cy (ig 2). ite tne torethink urban form as a factor of resilience, rather than something fulle that demands constant rehabilitation.” On a riverside Incustial storage sta, the tear proposes to build @ new uroen form, sharply defined by large buildings that form juxtaposed urban signals. However these big architectures are ‘dosignod ta be flexbio and to aeaormmadate to changing uses. For example, the floors can host alffeent functions and the programs can be converted from housing to workpiaces. The lasting object-project cannot be separated from the process whereby i is reused In Barreiro (PT), with Between the Lines {ig.3), the winning team adopts exactly the same attitude in another architectural style. I compaats lines at buildings that reeonaie with the landscape as large structural Units onsite, Theso lines are neverthaless sufficiently flexible to accommodate the roads and desires of the potential users and selt- organized initiatives” ‘The winning teem in Grea (AT), Walzer (ha.4). also starts with the idea that “buildings generally ive longer than the programs for which they were designed. That is why we propose an adaptable structure that can saccommodate the curtent program, but also possible future adaptations." Their design for the station ate fs structure that is massive {and unitary but, for protection from railway noise, is bull around large interior squares. ‘And tie asaumes certain specifi spatial ‘arrangements to allow changes of use. This position is a renewed version of a feily traditional attitude in the culture of the European aly had been revived in tha 19808 vith the return of the city as @ matrix around the same slogan "The city doesn't change, only uses change.” The public space project as a framework for construction over time (Other winning teams are also looking for a potentially uniying structure, but exclusively through public space rather than buildings which, in thet view, do not follow the same timeframes. For hem, the public cimension of the citys what can be defined and controlled overtime, whereas buildings — which relate ‘mote to the private sphere ~are lass easy to program and are more arbitrarily embedded in time. The winning team in Ingolstadt (DE), Watasirasse (15), clealy tates it: the first priority is puble space, withthe aim of maxi- rmising the character of the Northern half of the town, Their idea is that pubic policies and structures should implement and manage such ‘a program. To this end, the tear proposes a sefies of 5 strategies and 25 intiatves to form tho framework for a clearly planned docision- ‘making timetable. From urben-scale parks to interior courtyards, this is a global strategy on public space entaling @ nordinear implemen- tation process. tie his stratogy that wll decid how the construction programs will be realised, In Schwabisch Gmind (DE), the runner-up team with its Croatia City (fg 8) project also largely concentrates on public space, noting the lack of pedestrian streets and space that the inhabitants can share in this madern pat ofthe city The team conducts a close analysis of possible programs to develop new ways fil through specific bulaing intervantione (housing, boarding houses, social centres, cultural foundations). However, all these programs wil be linked by a participatory public space with cizan invoNement, which allows implementation fo be spread across different sites and over the long term. In Molfetta (7), a city sacking to rehabilitate its seafront, the runner-up team, Moifetta, tora 9 mare (ig.7), proposes “activity points ‘that can be reelised overtime...” and itis the ‘outcome o the fst operations “that wil make It possible to bulls a promenade as a link” It willbe this public space -an urban premanade reconnecting city anc sea- that wll act as @ backbone to ensure the ocherence ofan urban seace that is et present highly fragmented. _to provide urban coherence. This raises the Itis interesting tos, in these young teams, question, jokingly asked by the winning tear in such confidence in the existence of an urban Ingoistact whether: "Would this be too much public sarvice and poltical officials capable of work forthe politicians? sustaining a long-term development project in their use pubic space as a faitly rapid way The ecological project associating the long term of the territory and the short term of the development ‘The winning project in Moulins (FA), The Theory cf Evoluion (a.8), conceptualises this double temporality as thoy gather reflactions fram Natural Sciences, through which concepts of Adaplabilly, Yanstormation, Evolution, et. ‘are developed, around ene question: “How do living species evolve and guarantee their survival facing modifications of their envi- ronmente?® if Darwin and Lamarck anawer the question in an opposite way, the team nevertheless argues that both doctrines prove to be complementary for the urban project (on sites with higher natural value. The teen considers that th reflection on such a site — located around a river with contrasting banks, fone urban and the other mainly landscaped should include the ong term ofthe tertony: the slow evolution of tha Alar River, bridge lina, ‘loads, ces and floodplains act as a network of elements structuring the project. Sil faster development linked to “urban economy as ‘wells tha values ofthe parcale and the rants should not be forgotien This reflection creates ‘double temporalty implyina the association of expetisesin terms of project: the one ofthe landscaper, working on the long-term, topog- raphy, nydkograpy geology and ground char actersties, and the faster evolution ofthe cit, (Ono of both runner-up tearns in Saint Briouc (FR), Seaside Boulevard (tig.9). is also confronted to a teritary af natural valloys around which the city developed and the tapearaphy af which alloned the preservation ofthe urban development Just ike in Moulins, the toam proposes a double scale: the lang ‘term, creating a natural bouleverd as a matrix following the abandoned railway; and the short-term, implementing projects to open tp potential sites for development and "the installation of new programs as innovative initiatives." ‘The tunnerup project in St Polen (AT), Jud?) inthe Water Kiss That Frog (ig. 10), Bes as well ‘nthe creation of an environmental systern through @ structure that is defined by water, ‘sa large-scale grid capable of integrating different architectures and programs. itis “a new urban made! thal develops intima phases andis structured on waterlines and basins”, as ‘wells “a new vision of public space tha puts everyday Iie into ctect contact with nature” Masterplan/project versus acupuncture/ project? ‘Among the teams which believe that public Intervention is essental to maintain the long term coharence of the urban project, a few ‘accept the idea of a masterplan. Nothing raprohensibia in thet! But the quastion fae to maintain adherence to. plan that wil prescribe Urban form and guarantee its implementation Piece by piece over time? Inany ease, this isthe wager af the runnecup twain in Selb (DE), Found the Comer (ig 11), which proposes “a systematic approach based on a strong naw masterplan Working in a town that has shrunk as @ resull of industrial decline and is looking to regenerate its central nucleus, the team wants to stabilise the form of a town-centr district through a “process of urban consolidation, by eliminating Infrastwctural barriers and creating urban places”. However, since the project cannot be implemented in one go, the team proposes that it should start with ‘a regulatory siucture and “seek to adapt to ‘opportunities through flexible phasing’. Can tho town’s urban planning department stick to this proposal and quarantee to take the project forward over time? In any ease, after Europan 9 ithad already introduced with the \whoning team Guiére2-delaFuente Acquilecton {an acupunctural approach to amenities and housing inthe town, At the opposite extreme from the creation of ‘a masterplan ia the Colanization ofthe City Centre (ig. 12) winning project in Gera, another rmunicipelity experiencing dovmarowth. The team proposes reinforcing a large marginal space in the heatt of the town centre, by 1 process of colonisation based not on a plan, but on an acupunctutal approach that rovitalses an existing area by injecting now uses. “As the town has a limited budget to Invest in urban development, our project's concept is based on the idea of developing this district sector by sector, in constant collaboration with its residents" The toan proposes beginning with the construction of thea bulldinga, followed by the injection of ‘temporary uses such as container geragee. private gardens, play areas, and open-air cinema and a Biergarten (oper-ai ba), which vill ccupy the space until mare substantial programe can be implemented. Itis atioute to slowness which, around a “stare” urban Project, proposes thal he net steps should be explored in collaboration with citizens. Between two project strategies thet operate in similar contexts and in the vacaney af the turban fabric, is iteresting to consider which ‘approach to adopt: long-term contro through ‘masterplan or a more open system in which the evertual outcome is notknownin advance. This itferance in method jaa good example of the diversity of ways in which the winning teams sack to manage adaptabiiy The project that emerges from the existing physical and human fabric Many teams reject the idea of arbitrary plan- ning new structures orobjects onthe sites. They ‘consider that these ates have a helo, both in physical space, bu also in practices. And they think thal the attempt to revitalise these often Peripheral areas requires respect for what is alteady there. For some, thetefore, the outine of the project emerges froma metculcus analysis ofthis exiting state The runner-up team in Gjakova (KO), Caravanseras (fg. 13),is racial in thisrespect The diagnosis of a changing urban situation the riverside areas- accounts for 95% ofthe conceptual work. This diagnosis, which brings family win the minute detals ofboth spaces and practices, forms the basis of micrentonen- tions intended to reinforce the urban structure ‘and the identi ofthe piace as a soot value The runner-up projact in A Coruha (8), Embroidering the Edge (fig. 14), proposes a remadeling of the seafront. For the tea, the ppanciples of adaptabilly and selt organization relate tothe idea of revealing the values of the place and drawing on them to define a new future, To achieve thie, it emphasises the Importance of the place, of morphology, of perception end evolution, involving hurnan boings as bolh inhabitants and makors of their emironment. The goal, as Cedric Price Called for in architecture, is prevention rather than cure In Barestona (ES), the runner-up project, Sustainable Interface (Hg.18). as & follow-on from the same team’s earlier Europan 12 winning project. begins with a meticulous study of the sile wih the aim of detecting the possiblities of inraducing flexibility of uses ‘vor time and maintaining a reversibly that vill alow the ete to relum to its original state. Their goal is to inttoduce into the existing fabric production spaces and activities that fre compatible with housing, They devise typologies capable of accommodaling such a mix: ‘active plinths" (productive ‘and commercial spaces) that sustain “val emergences” (housing, offices, hotels Finally, the runserup projet in Charleroi BE}, ‘Making Room for Gy (fg. 16), starts with the layered urban structure of hie alighty abeclat district as an opportunity fo develop flexible buildings capable of defining public space, With this gradual process, anchored in the ‘eating fabri, the projec ame to ansionm the site over ime. in keeping wit ts users’ needs, The project asa flexible strategy, adaptable to varying uses Some winning teams retuse to predefine a global physical etueture capable of accom- ‘modating exible uses, because they think that these forms can no longer accommodate to ‘changes in the ciy. They prefor to propose @ ‘lexible strategy, as a system that would tse be able to adap! to changing uses: ‘Wpical ofthis attitude ie the winning team in Baroslona (ES), In Motion (fig. 17), which takes the view that the adaptable city requires sttatagias for consteuctions whare “the ult ‘fabric ieno longer a fixed element, bute group of heterogeneous elements with different mae degrees of change”. On an industrial site slated for conversion, they see the priory as being able to accommodate to movement by introducing new strategies that combine adaptabilty, seft-suffcient systems, an eco- systemic perspective and a social approach (ohousing, The architecture self must be able to adjust rapidly to keep pace with changing In Santo Tirso (PT). the runner-up team, tusolines (9.18), proposes a projeet that Is able to adapt to the needs of the local population by creating a flexible strategy ‘around 3 lines: a connective green axis; a renavaled market that becomes pubic space, Increased building density to encourage the influx of new inhabitants and activities. Their project isnot a fnished form, but a strategy based around principles and that must be capable of adapting to real needs at ary time, lis concelved more as a "system of working that involves several urban agents choosing bbotween diferent activities and actions” In Zagreb (HA), the winning team, Swap on the River (9.19), proposes a faxble strategy that activates the site "by injecting temporary programs and creating ephemeral realities”. ‘The aim isto activate the riverbanks as an area for leisure and events, The approach is tolmplementa project mechanism that allows changes and adaptations. The process-project: negotiated uses and actor interactions ‘Some teams, adopting a similar atttude also bbased on flexible strategies, assume the role of tactcians, making the project a news of actor Intoractions and negotiated use, The projects less formalised, the sion of the {ture no doubtless defined, but he project is parmanenlly nogctialed around responces to change and precise urban goals, without the precise outcome of the process necessemiy bing known in ackance For example, Bondy's Count (fig.20), the winning project in Bondy (FF), is conceived ‘around eetions that invite the lacal economic actors and users to play a role in the site's transformation, This site, well postioned along the Canal de !Oureq on tha way out of Pari, is atpresent essential an area of commercial ‘and the brit i to make It compatible with business and residential activities. To achiove this, partial rearrangements of the plot structures have to be negotiated with the economic players, so that new uses can be introduced while stilimproving the cornmercial dynamic. "We consider the process-project as a set of negotiations in which, inthe long term, investors, city dwells and residents aro the future protagonists. In Motz (FR), on the site of an abandoned former aiport, the goal s to attract activities that will replace the old function with now dynamism. The runner-up project, Cycles- Sol-Ai {ig 21), tes ta incorporate each pat cof he program into “a redevelopment strategy forthe torn er aliport based on a balanced and which will benefit clusive process: project ‘everyone while integrating the ening actvios ‘and neighbourhoods”, I proposes testing functions with the participation of the users ‘and conceiving a process that adapts over time. “Adapiabiily is inherent to an epproach tf thie Kind: sel-organization, ehating anet participatory projects are an integral part of the strategy” and should drive a bottom-up process. Finally the runner-up project in Trendheim (NO), More Tronaheim! (ig 22), lakes the same approach ints plan to revitalise a stil functioning brewery by adding other programs based! aroune public activities and leisure. For them, the theme of adaptabily rllects ‘theneeds of he ste: ‘Working with strategies that are both programmatic and spatial and can develop aver time, rather than propesing a finished mastarpian.” And ite theae woll- defined strategies which “form a solic ‘ramewark thal will enable diferent things to take shape, cenending on increases in prices ‘and martgage rates, damagraphic eagragation and economic groups". ‘This catalogue recording the resulls of the Eurcpan 13 session provides a way fr readers {ofind their way through the multiplicity of sites and winning projects, based on a presentation around the session's four big themes, each Introduced by an article by one or two ‘oxperis which seeks fo offer an interpretative sramework, HOW TO INTEGRATE VACANT SITES IN URBAN DEVELOPMENT? These spaces cannot be taken up in normal/organic urban development as they are far too large and in need of full adaptation. Where should we therefore search for elements to fill the emptiness up and when can we consider it as a value? How can we give sense to vacancy and integrate it in new ways of making the city? Thinking of vacancy in an urban context, itis my cy thal frst comes to my mind, Borin has been the capital of voids, atleast forthe last ity years, f we coneidar them as missing parts ina city’s fabric, clearly identifiable “ether” spaces, open, free, ful of generosity and unexplored possiaites (gt). Hete, inthe mythic home of space pionaers and temporary activations, a rele model for almost all sorts of voids could be found, smaller or lara, ‘voluntary or by inadvertence, poetic o violent Bertin, mon emeur Historically, the larger urban unbuilt areas in Berlin are, due to its polycentric structure, forring gaps or araas reserved for particular purposes between them, World Wer I changes the face ef the aly, causing multiple sratones and broken teeth, wounds and missing links, From the numerous open plots that have rot been rebuild after the evacuation of the debris of war tothe large voids visible in is centre untilrecently the sensation of openness ‘and unfinished characterise the city as a "Stactlandschall”, a city-landscape, rade of discontinuities, sudden shifts of spatial perception and large interior perspectives. But we can sometimes transform the obstacle so that it allows movement in different senses and directions, becoming a connecting element rather than separating barrier. The obstacle may be inhabited, cut or criss-crossed; it can become an opportunity to increase density, change the functions on either side or bring anew perspective to a familiar context. And there is no doubt that the challanges it faces today ~ demographic, economic, sociological ecological - entail enormous changes: it has to tackle its weaknesses and failures while retaining the torttoral strengths that ge ree rein to urban lie While these weaknesses are primarily social, wa should not forget that many cities are, at this time, places in criss*, with extreme social and economic divisions, where weaithy and luvurious neighbourhoods sit alongside dingy areas with very high levels of poverty and unemployment, with the emergence of unprecedented urban violence, tka the assaults committed on the concourse of Cologne station during the 2016 New Year festivties. Mary cites need to deal with their ‘own spatial weaknesses, whethar arising from growth, decline, or simely geographical location. These difculties take a number of forms, First, there is the posttion of the railway, which divides the eity into diferent entities: from the part “in front of the station to the more neglected part “behind”, trom the part that is too close and therefore affected by noise, to the patt that is too far away to benefit... Than thera are river crossings, hich can cause segregation between left ‘and right bank, ike the Aller in Moutine (FA) hich creates a sharp cision between cent and petiphery (ligt). Or there are the roads, hich reduce such environmental problems that they darnage local quality of life and are Unhealthy to lve near. “Today's ciyis, more than ever, a fragmented territory marked by numerous physical and rnonphysical fractures, Some of the fractures mentioned above are cleatly obstacles inhesited fram the European city’s industrial pas: rail inrastructure,large- scale road infrastructure and river structures, For its part, modem urban design has trated them as boundaries that define areas. Canarias Averue in Palma (ES), a silane barrier, separates the beach area trom the residontial fabric (fg 2). In this approach to Utsenism, spatial cistrbution is basedi on the setting of surfaoae and boundaries. His not ‘wall sulted to our contemporary, postncustrial 1a, inwhich tis connection that is considered tobe fundamental This ie an jasue that the French philosopher Edgar Morin covers extensively in his work Explaining in La Méthode that “knowing is first about being able to distinguish, and then linking what has been cistinguished’ hho emphasises the value of the ink and the fact that complexity, which characterises our ‘modem werld and the kin of thinking it needs, comes from the Latin word "complexus” whieh means binding. There ie no doubt that this isthe biggest currant challenge facing cour profession, to create links between the fragments of the city so thal Ife can freely La init Inthe category of projects submitted for the Europan 13 competition "How to transform physical obstacles into new connections?" the entrants and winners all clearly identified tho fragments of otis lo be linked, caused by the physical obstacles. Most of these fragments were infact clearly indicated in the site descriptions. Most of the entrants also subscribed to the post-industrial urbanistic \ision of creating links between the fragment. It wae in the implementation ofthe strategy that they differed, choosing between three categories of approach: Using construction to reconnect and regenerate; Drawing on local dynamics to ereata links; Ravaaling and ‘modeling the speciic potential of boundaries. e Using construction to reconnect and regenerate (fig.3) ‘Among these winning projects, a fst group of responses chose as their solution the design of alarge-scale architectural or urban ensemble. Their response to the multiple risks of segregation is to commit to city of sharing, Our examples for this group are ‘the winning projects on the St-Brieuc (FR), Qs (NO), Irén (ES), Bamberg (DE) and Graz (AT) sites. To begin with St6rieuc. the winning project here looked at the possibilty of establishing new connections between the large-scale mobilly networks, the terriory ant the coastal landscape. The quest here is to establish a new dialogue between city and nature and to examine the leritorial identity that may arise from this exchange. ft was in this effort to redirect the city towards the sea ‘and to reassemble the “landseape-puzzle" that the team conceived Seaside Boulevard (fig.4), Forming a circular shape that is both a rmatix connacted with the existing fabric and at the seme time a “promotional space” for Potential future developments, this boulevard ‘acts as a tool that helps to span the dificult geography that characterises the town. A structuring narrative that forms the basis for multipl potential opanings, it ie aleo a symbolic proposal, which seeks to transform nat only practices bul also the imaginative experience of the place. Ina somewhat similar way, in Os, the winning project also proposes working between ‘mobity structures and bul fabric. On this ste, ‘the task was fo transform a small disparate fabric that was blocking a dialogue between the town centre and the seafront: haw coule this place become a new area capable of reconnecting a fabric and disconnected banks? In an exploration of the meaning of “euburban’, the team identiies and proposes to reinterpret 6 specific icons: the individual dwelling, the car park, the shopping centre, the gas station, cultural identity and the structural ad, This show Osurbia- Redefining Suburbia (fig.5) sesks to respond to future demographic change in Os, while atthe same time preserving its cently in a possible move towards an “osurbia’ capable of physically crossing the existing obetactes and forming an attractive new urban polarity. For kin, the task was to work an the relation between the city and its large rall centre ‘The runner-up project Ure Eta Natura (6), stresses theirnportance cl thinking bout urban transformation in terms of natural ecosystems land @ productive inhabited landscape. It therefore incorporates the station site into reflections and studies relating to a larger geographical area, approaching the need to ‘108s tho rails as only part ofa nacessary sot cof reconnection projecis situated at citferent places and different sealee. in this way, it demonstrates that there ia no incomestibily betnieen the need for physical connection, a danse urban fabri, and landscape quality arch the presence of nature In Bamberg, the goal was to work out new dynamics between the town centre, the sation ard the fast developing Bamberg Eat district. The question was how to fit in with the changas already underway, and pureue and reintorce the processes of revitalising this lage, disparate urban fabric. To answer this question, the winning team focused ite efforts on highlighting an urban project Capable of improving the structure of the built fabri, establishing new public spaces, offering a wider choice in terms of mobility and programme, while at the same time Luntying the neighbourhood within anew, mare legible structure. In allthis, the claim made by Tradition: Adaptation: Verknusptung (ig. 7) is thet itis by focusing on the development ofthe istrict tel thatthe problems of disconnection caused by the rails can be resolved Libramont too faces problems in matching rail infrastructure to urban fabric. The special ‘mention project 60 Shades of groen (fg 8), proposes densitying the competition site through further construction. Grasping the possibilty of building on either side of the rallront, i proposes the creation of a now, relatively dense disc, with an emphasis on Urban agricuture. n this, 00 seems to wish to show how the issue is nol just ane of rail crossings and station access, but alsoct giving meaning fo the whole wean area around bos In Graz. nal, the municipality was looking for ‘a proposal for he conversion ofa site situated in ron ofthe allway ine andl the station. Here, the physical facture caused by the railway line was minimised by the winning project Waizar (ig 9), by means af a very thorough mutfunctional programme, Simultanecusly hybrid and unitary, durable and adaptable, assertve and discreet, the formal procositon ignores paradoxes to offer a high qually architectural ensemble. tis "by giving anew reason’ for ctsing the railway ina, I might be sal, that the project spots the possitalty for @ more successful connection with the town contra, and convinces in is design of a structuring element forthe metamorphosis of the diatrit Drawing on local dynamics to create links (fig.10) Every one of these submissions shows the capacity of the teams to propose a high- quality when-archtectural solution, expaibla ot creating inks beyond the abstactein question, butalso moce broadly to generale not only the Urban sites presented forthe competion but also ther surcuncing areas. In cute aciferent ‘way, second set of proposals chose to tackle the obstactes by focusing instead on the local and miro scale, networking and bottom-up processes. Innumerable responses 100k this approach. Here, we will look atthe winning projects nthe sites in Glakova {KO}, Moulins (FR) and lngolotadt (DE), and show how all these winning projects, whether chizomatic thematic or conceptual, are strategies that focus on stimulating citizen involvement in ‘order a lnk and reviaiee the ites Inthe case of Gjakova. the objective is to rasp the potential offered by the watersi¢es, Currently unused despite their advantagoous Urban location — right inthe heart ofthe town can thase daca be redeveloped at limited cost? To prove it, the winning team (fg.11), highlights the capacity of cultural activities and events to promete temporary uses ofthe place, uth title naed for intial facies or physical transformations. By dentitying areas capable of accommadating concerts, summer film screenings or seasonal markets, SEAMbIosis rmokes a persuasive case: from erallelaments, Inserted here and there (wooden decking, built-in benches, “treasure hunts", etc.) substantial uiban dynarnies could emerge. The riverbanks at Moulins were also one of the aitee in this session's competition Lager in scale, and creating a much greater discontinuity between the two sides of the river these banks undoubtedly constitute a ‘miesed opportunity. Draving on a thacratiea! alignment between Lamarck’s “tanstormism” and Darwin's “evolutionism”, the project ‘conceives and presents its proposals within fitter ‘unified perspective. Though this distinctive interpretative framework, the winning team proposes in The Theory of Evolution (fig. 12) nine different initiatives ranging from the architectural conversion of sheds to the planting of irees, from the invention of a “viewpoint-slide" to the installation of an ‘amphibious neighbourhood’ or houses on sti. In each case, the idea is the same with 2 renewed dialogue between the wider landscape and human habitat, they propose 2 sat of intervantions to revitalise local ‘activity and enhance the relationship with the “obstacle” ofthe Rivar Allies While itis not the river that is the issue in Ingolstadt, but rather the problem of urban devitalisation and the need to inlroduce new force into the relationship betwoen mobility ‘and urban quality, ones again itis a unificatory approach thet characterises the winning Waldstrasse project. Suggesting 25 diferent, localised actions (seiting aside a space for ‘events, adding new bus stops, redrawing the profile of the stests, ec) on a unified ground ‘space, the proposal seeks to tun the main street into @ more atractve lineer park, where pedestrian mobilty ean became more than {an environmentally desirable way of moving ‘around by generating new urben practices. Finally. a third cetegory of responses invites analysis. These gonsiat of the winning proposals for the sites in A Corufa (ES), MAISON SUR PLOTIS — 2EME FRANCHIS Palma (ES), Seingjoki (FI) and Mame-la- Valiée (FR). In Seindjoki, the potential of the Boundary revealed by the winning project (ig.18) was Guile diferent; Notch sees a site that calls for a remodeling of the telalionship betwaan a stalion and its surroundings as an invitation to architectural invention: what does it mean {o live and work every day by the railway line, and how can architecture itself be ‘pen to this specific situation? The winning taam responds, in particular, with a set of hexagonal geometries as a matrix for new housing lypologies perhaps mors suited to the conditions off by a rallway line. ln reepone to the ciscontinuly caused by the divisive road inftastructures in Marne-te-Valée, the winning project Vile Nature (9.16) explores the history of he location to highlight the greet svenath ofthis terrtory located at the interface between city anc nature. Developing the multiple ways in which this boundary situation could be better presented, it Seeks to invoduce a mere resiient urban form, with better managed interfaces, by proposing new uses (housing, “observation places ‘arrangements of public spaca, ete) for the ‘green lane" procuced by this metamorchosis. ‘Also an opportunty to rents tha architoturat ‘experiments that may have accompanied the ‘creation of thee naw towns, argues the team, In short, combating powertul processes ot ‘compartmenialisation through a revitalisation strategy that once again entals the highlighting ‘and development ofthe particular situations created by the physical obstacle, rather than necessarily crossing it at all costs. Adaptable urbanities, between ambition and practicality ‘One may begin by concluding that though the winners propose to introcuce built structures to tegenerate the city they do not see these structures as finished objects but rather as projects that progress in stages. In other Words. this is less about fined objects than projects that evolve, adapt, are constructed racially In fact, the awareness of economic Uncertainties, but also of the difficulty ot Implernenting "turnkey" projects on sites containing obstacles and therefore invoWing numerous actors (road companies, rail ‘companies, river management bodies...) encouraged the winners not only to develop phased implementation pracasses, but also to propose solutions that recruit the various existing and potential acters of urban production, to devise innovative partcipatory proceso0s, and final to oreate new apenings for possible catalysts for implementation (establishment of alternative economic arrangements, development of management structures, eto). ‘Therefore, although all the projects propose ‘spatial solutions to the crossing of physical Dbstacles, they also combine these solutions vith nonphysical strategies. Inallths, the projects often consider more than the spatial ramework alone, acquirng a social economic and even ecolagical dimension Similar, the notion of adaptability has not been understood simply in its functional sense, but has been employed more broadly by the teame, to encompass the temporal, structural, or evan symbolic dimension. Each cof these axes conatitutes a new approach to the understanding and conception of hurnan ‘settaments and thair melamorphases. Byway of conclusion, we would note that these projects are (in the large majority) extramoly modest and pragmatic: no big engineering fo architectural gestuces, instead frugal and contextualsed strategies... Something that ‘was undoubtedly much appreciated by the ‘municipalities present for the discussions fat the Cities and Juries Forum. Howaver, in these gloomy times, one may perhaps regret the absence of fantasy and ambition, a hint of fally that could give us food for dreaming in tho future?
