JOSE P. RIZAL Administrative Order No. 89 dated December $, 2003, designates the National Historical Institute as chair of the celebration of 107" Anniversary of the Martyrdom of Dr. Jose P. Rizal on December 30, 2003, and the Department of the Interior and Local Government (DILG) as co-chair of the said event. To make this national event more meaningful, al! Local Chief Executives, in collaboration with the private sector, NGOs and POs are hereby enjoined to replicate Rizal Day activities in Manila in their respective localities and conduct simple but fitting programs and advocate for the display of the Philippine Flag on December 30, 2003 in homes, government buildings, public places, and thoroughlares/roads. Displaying/hanging of tattered/faded Philippine Flag is discouraged: Specific activities for’ this day, among others, include commemorative lectures, exhibits and floral offerings to the monuments of Dr. Jose P, Rizal.and other Filipino heroes. Local government officials from the National Capital Region are enjoined to attend the Flag-Raising and Wreath-Laying Ceremonies on December 30, 2003, 7:00a.m. at the Rizal National Monument, Rizal Park, Manila All DILG regional directors are hereby directed fo participate in this commemoration, assist in disseminating this Memorandum Circular to all local government units within their jurisdiction, and provide necessary assistance to government agencies; particularly to the Department of Health (DOH) in the conduct of medical mission nationwide.
