The two levels of governments cannot operate in watertight compartments. Overlaps
and interdependencies are unavoidable in all federations [So] managing the
relationship

between

the

orders

of

government

is

an

important

element

of

intergovernmental relations. He adds that there must be formal and informal


consultation, co-operation, coordination and management of conflicts between the two
orders of government for effective functioning of a federal system.
