Today,IreceivedbyemailDeputyCEOZlufsDecember29,2016response[1]onmyrepeat
demandtobeprovideddulysignedandcertifiedcopyofthePostitDecision,whichisthe
purportedbasisfortheCitysthreatagainstme.[2]
AlthoughthetitleofDeputyCEOZlufsresponseexplicitlystatesmydemandforaduly
signedandcertifiedcopy,thebodyofthelettersays:
TheCourtsdecision,asservedanddeliveredtotheCity,wasforwardedtoyou
alongtimeago.
Whatwasforwardedtomeisshownbelow:

SuchPostitnote,whichisunsignedanduncertified,wouldnotbedeemedanauthentic
courtrecordbyanyreasonableperson.Surelynotavalidandenforceablecourtrecord.
Therefore,IconsiderDeputyCEOZlufsresponserefusaltoprovideanauthenticcourt
record,regardlessofmyrepeatdemands.Undersuchcircumstances,conductoftheCityof
TelAvivisnothingbyextortion.
Additionally,itshouldbenoted:
a.ThefabricatedPostitnoteoriginatesintheTelAvivDistrictCourt,whichisfamousfor
fabricatingcourtrecords.Theexactsamemattertheuseofunsignedanduncertified
courtrecordforillegalenforcementactionswasaddressedingreatdetailinthe
OmbudsmanoftheJudiciaryDecisionregardingJudgeVardaAlshechsFabricated
Protocolsscandal.TheOmbudsmandeterminesinthatdecisionthatsuchunsigned,
uncertifiedrecordsaremerelydrafts,andarenotvalidcourtrecordsatall.[3]
b.ThereisnodoubtthatbynowthecaseisworthyofreportingintheupcomingUniversal
PeriodicReviewofHumanRightsinIsraelbytheUNHumanRightsCouncil.Whatstarted
asroutinefraudbyseniorCityofTelAvivexecutivesandtheCitysLegalDepartment,in
collusionwithJudgeEliyahuBacharandothers,hasbynowassumedalifeofitsownAs

itturnedout,MinistryofJusticeCEOAmyPalmorfiledinthismattera
simulated/fabricatedcomplaintwiththeOmbudsmanoftheJudiciaryagainstJudge
EliyahuBacharpurportedlyonmybehalf.TheOmbudsmanoftheJudiciaryonhispart
initiatedasimulated/fabricatedcomplaintprocess.However,later,followingmyprotest,
theOmbudsmanissuedanotherletter,repletewithfalsestatements,inanefforttoexplain
hisconductandannouncinghisdecisiontoceasethesimulated/fabricatedcomplaint
process
