Cyber Crime
In a last decade, we all had witnessed the evolution in technology. Our sources of
communication changed. There was a time when we had to use telephone or cable line or
modems and now we have high speed broadband connection almost available to everyone. VoIP
and video conferencing have revolutionize the whole concept of communication but on the other
hand, the crime rate is also increased.
Cyber crime can be defined as the criminal activities carried out by means of computers or the
internet. It involves hacking, identity-theft, blackmailing, theft of classified information etc. It is
a fast growing area of crime. More and more criminals are utilizing the advantages of internet to
commit multiple crimes that pose a major threat and can cause serious harm, either virtual or
physical to victims worldwide.

Cyber Crime Cases in Pakistan


There are number of cyber crimes in Pakistan, mainly involved sales of illegal articles,
intellectual property crime, email spoofing, cyber stalking, forgery and much more. Rather than
making good use of internet and technology, people are misusing it. Majority of the cyber crimes
occurred in Pakistan are of harassment over social network i-e Facebook. Federal Investigation
Agency (FIA) has been receiving number of complaints regarding harassment on social
networks, especially from young women.
On January 2, 2016, a news was published in DAWN newspaper regarding arrest made in Lahore
by Federal Investigation Agency Cyber Crime Wing of a man who was involved in hacking into
Facebook account of peoples and blackmails them. This was the first FIR of the year 2016 that
was registered by FIAs cyber crime wing Lahore.
Another arrest was made in August 15, 2016 in District Noshera of province KPK where police
arrested an offender of cybercrime bill who blackmailed women on social site. According to
police, this man named Mehranullah (29 years) used to blackmail women on Facebook by
uploading fake videos. Not only was he arrested but he also gave out names of 15 of his
accomplices who were involved in blackmailing victims on social networks.
The main reason behind this increased rate of harassment on social media is because internet is
available almost to everyone. Also there was lack of proper legislation until Government of
Pakistan passed Prevention of Electronic Crime Ordinance Bill (PECO) under which strict
penalties were imposed on the offenders of this bill.

Nation Response Center for Cyber Crime (NR3C) established under FIA is a law enforcement
agency dedicated to fight cyber crime. The Prevention of Electronic Crime Ordinance Bill
(PECO) has been enforced by Government of Pakistan under which FIA has been made
responsible to deal with cyber crimes. Before that, Electronic Transaction Ordinance (ETO) has
been used by FIA to deal with cyber crimes.
Categories of cases handled by NR3C are

DOS and DDOS attack.


Anti Pakistan/Islam material.
Credit Card frauds.
ATM frauds.
Mobile Communications.
Theft of systems.
Web SMS.
Unauthorized access to system.
Financial Crimes.

NR3C is helping to improve the skill level of FIA officers to deal with these high-level crimes. It
has expertise in Digital Forensics, Technical Investigations and Information System security
audits. NR3C also launched 24 hours Cyber Rescue 9911 service that records cyber crime
complaints of citizens. Also victims can access to NR3C on their official website where they can
report their complaints.
NR3C performed a huge crackdown on illegal grey traffickers of VOIP setups, averting a loss of
Rs 2946 Million per month to Government of Pakistan. Not only that, it handled several
complaints related to online defamation, harassment, threats and blackmailing via social
networking sites such as Facebook and Twitter. It is also providing technical training to law
enforcement agencies. Latest initiative of NR3C is Cyber Scouts in which selected students of
different schools are trained to deal with computer emergencies and spreading awareness among
teachers and fellow students.
