[PHILIPPINE POSTAL CORPORATION.
SUBJECT: Proper Cancellation of RTS Mails-
Monitoring of RTS mails in post offices shows that Letter Carriers cancel or cross out the name
and address on the envelope in a manner that makes them unreadable. Also, there are
complaints from companies regarding the improper cancelling of the name and address on
their RTS mails.
In this regard, the guidelines on the proper cancellation of RTS mails is hereby reiterated:
1. “If the final endorsement of mail is “returned to sender’ or to Dead Mail Office
(DMO), the Letter Carrier shall indicate the reason for non-delivery like “moved out,
refused, deceased, no such number, no such street, unknown at given address,
unknown, unclaimed, refused, etc. It should be clearly written on the right address
side of the envelope or wrapper followed by the signature of the concerned letter
carrier and the date. The In-Charge or Postmaster shall verify the notation made by
the LC and affix his signature before RTS (PHLPost Circular 01-62 dated November
23, 2001).”
2. The name and address of the addressee should not be obliterated nor
cancelled.
