Jharkhand Polytechnics: Government Polytechnics: There are 13 Government run Polytechnics existing in Jharkhand located in Ranchi, Dhanbad, Bokaro, Adityapur, Saraikela Kharsawn, Gamharia, Latehar, Koderma and Dumka. All these polytechnics have some common features in respect to the basic information and recruitment of staff, curriculum and finance, Curriculum Staff Alll the polytechnics in Jharkhand offer diploma courses for a period of 3years with 36-40 hours per week as the total hours of study. 60% of the course is taught by classroom instruction and remaining 40% is field visit and laboratory work. The syllabus has been lastly updated in 1996-97. All the polytechnics in Jharkhand have together proposed for review of syllabus and there seems be a new semester system coming up soon in the curriculum. (@) Basic information The staff includes Principal, Lecturers (HOD, Senior Lecturer, Teaching Staff.) Part time Lecturer, Administrative Staff (librarian, accountant, clerk, typist), Technical Staff (laboratory assistant, instructor) and maintenance staff. In all the polytechnics in Jharkhand there is 1 Principal or acting Principal, a handful of permanent lecturers without any Head of the Department (HOD) or Senior Lecturer. As there is insufficient permanent teaching staff in each institute, several courses are But there is a stipulation about the maximum amount that may be paid to any one visiting faculty ~ Rs 5,000, which does not happen to cover the number of lectures required for one course ~ 40 (at the rate of Rs. 150 per lecture). (®) Recruitment & performance management The Principal, HOD, Senior Lecturer and teaching staff are recruited by Jharkhand Public Service Commission (JPSC) with minimum qualification of a Masters or Bachelor in Engineering. The part time lecturers, maintenance, administrative and technical staff are recruited by the Principal and the Department of Science & Technology. Students (@) Student intake In all the polytechnics in Jharkhand for a Diploma Programme the minimum entry qualification required is a Metric Pass from the Jharkhand Board (ie 10° standard pass). The selection procedure is on the basis of a combined entrance 50 4 . ‘exam by the State Government (JCECE). Reservation for SC/ST/OBC is as per Jharkhand Government Norms. Finance The students are charged an annual fee of Rs 2400/- while students belonging to SC and ST categories are charged a fee of Rs 600/- per annum. 51 Government Polytechnic-Ranchi Programmes (Programme through fixed & linear mode This polytechnic offers a 3 year full time diploma courses in Civil Engineering, Electrical Engineering, Electronics & Telecom Engineering, Mechanical Engineering, 1.T and Computer Science Engineering. The Government Polytechnic in Ranchi also conducts short term courses like Computer Operation & Programming, Software Engineering, Computer Hardware, Web Designing, Automobile, House Wiring, Mobile phone maintenance for duration of 6 months. There are some short duration courses of 3 months such as DTP, Tally, and other different computer related courses. (®)Programme through multi-point entry & credit system ‘Not applicable for any programme in this institute. Staff (@) Basic information In this polytechnic there is 1 acting Principal and 12 permanent teaching staff without any HOD or senior lecturer. The number of part time faculty members keeps fluctuating from time to time. The number of administrative staff including accountant, clerk and typist are 13. There exists a library but without librarian. Regular training is organized by National Institute for Technical Teacher Training Education & Research (NITTTER), Kolkata for the faculty development. Technical Education Quality Improvement Programme (TEQIP) funded by World Bank helps in organizing training for faculty. 52 Students (@) Student intake ‘The intake capacity of students in the full time diploma programme varies from 30-60 students. The maximum intake of students is in the field of Civil Engineering with around 60 students and in other the intake is around 30 students each, (6) Students’ attendance In general the attendance of students is above 75%. (Results Pass percentage is around 95%. This institute has no separate in-charge for the training and placement cell. The cell is managed by one of the permanent faculty member manages it. The recruitment is approximately 29% with companies like Usha Martin, TVS Motors, Tata Indicom etc., coming to recruit. I.T course has a very low recruitment. Most of the students prefer to prepare for examinations for career in Indian Railways to joining the placement. Infrastructure (@)Instructional Area ‘The instructional area is composed of classroom, tutorial room, laboratories/workshops, examination hall, library, computer centres, drawing. hall which are adequate in number. The laboratories are well equipped with machines and instruments. (b)Administrative ‘The administrative area has the principal’s room, staff room, office, and store room. There is an absence of reception and conference hall. ()Amenities Some of the amenities present in this polytechnic include students’ common room, indoor & outdoor sports. No canteen and medical facility exists in this institute (@Residentiat A hostel facility does exist for the students but there no staff quarters. Earlier the classes used to take place in the Adityapur Polytechnic, This polytechnic has been shifted to Kharsawn in September 2006. A new building is coming up near the station which will be handed in 2009, Programmes (@)Programme through fixed & linear mode This polytechnic offers a 3 year full time diploma courses in Electrical Engineering, Electronics & Telecom Engineering, I.T and Computer Science Engineering. It also offers some vocational courses in various fields like electrical, hardware and software for duration of 3 months. World Bank fund for Post Graduate Diploma in Electronics & Computer Science is being proposed, (®)Programme through multi-point entry & credit system No programme through multi-point entry & credit system is applicable to this institute. Staff (a) Basic information In this polytechnic there is 1 acting Principal and 3 permanent teaching staff There is no Head of Department or any senior lecturer. The number of part time faculty members keeps fluctuating from time to time. At present there are 14 part time teachers. As there is insufficient permanent teaching staff in the institute, several courses are conducted with the help of visiting faculty. The least number of students are in Information Technology being just 20. (6) Students? attendance In general the attendance of students is above 80%. (0) Results: Pass percentage is nearly 100%. Only 4 out of 52 students have been recruited by companies like Cummins, Jyoti Enterprises, Tata Tele Services. Infrastructure (Instructional Area: ‘The instructional area is composed of classroom, tutorial room, laboratory/workshops and library. There is no exam hall. A computer laboratory with 30 computers does exists but without any Internet connectivity. (b)Administrative The administrative area has the principal’s room, staff room, office, and store room. There is an absence of reception and conference hall. A conference hall is being developed in new upcoming building. (Amenities ‘There is a lack of students’ amenities as there is no playground, or any canteen and medical facilities. Construction of a students’ common room is in progress. (Residential ‘A hostel facility does exist for the students but outside the campus. Staff quarters do not exist. (Miscellaneous This institute has a vehicle for transport when required by students and faculty but there is no parking area. Finance They get sufficient funds from the Government for purchase of equipments and maintenance of laboratories and workshops. Strengths 1, Vocational courses being taken by students, 2. Since this polytechnic is located nearby Adityapur it has a better link with the industry for placement. Weakness 1, Shortage of faculty and staff. 36 ® 2. Staff (@) Basic information of the staff In this polytechnic there is 1 Principal and 1 permanent teaching staff without any HOD or senior lecturer. The number of part time faculty members keeps fluctuating from time to time at present there are 25. ‘The number of administrative staff including accountant, clerk and typist are 17. There exists a library but without a librarian. Technical Staff which includes the laboratory assistant and instruction worker are 4 and the maintenance staff is nil. The maximum intake of students is in the field of mining 58 engineering with around 40 students and in other disciplines the intake is around 20-30 students each. Infrastructure (Instructional Area ‘The instructional area is composed of classroom, tutorial room, laboratory/workshops, examination hall, library, computer centres, drawing hall which are adequate in number. The laboratories are well equipped with machines and instruments. There is a computer laboratory with 33 functional computers with internet facility. The ratio is 1:1 for the computer usage pet student. They have workshops for fitting, carpentry, electrical, wielding, black smithy. : ()Administrative ‘The administrative area has the principal’s room, staff room, office, and store room. There is an absence of reception and conference hall. There is a requirement for a conference hall or an auditorium to carry out placement activities. (Amenities ‘Amenities like students’ common room, indoor sports, canteen and medical facility are lacking. There is an outdoor sports facility existing for students. (Residential ‘A hostel facility does exist for the students in mining area and some staff quarters for faculty & staff too. (Miscellaneous There is no particular area allotted for cycle, scooter stand and car parking. There is no provision of a vehicle for transportation of students for field work. Electronics &Telecom Engineering was earlier known as Electronics & Communication Engineering. The institute also offers vocational training for a period of 3months on mobile phone repairing, hardware and data entry operations.
