Ht ov» F a PP meena oft ot dae Pn Seamamnre __ | S DEPARTMENT oF THE THERON AtD Local coveRnyES™” 7 wont ge DA REOROS sec wy >, OFFICE OF THE SECRETARY “#09 yas® & G, January 5, 2016 MEMORANDUM CIRCULAR NO: 2016-01 To + ALL PROVINCIAL GOVERNORS, CITY MAYORS, MUNICIPAL MAYORS, ARMM REGIONAL GOVERNOR, AND DILG REGIONAL DIRECTORS SUBJECT: 2016 SEAL OF GOOD LOGAL GOVERNANCE: PAGKILALA SA KATAPATAN AT KAHUSA YAN NG PAMAHALAANG LOKAL “Pagbutihin ang matapat at mahusay na pamamakala, isang pagkilala ang matatamasa.” ‘The Seal Good Local Governance (referred to as Seal or SGLG), an award and incentive program for performing local governments, continues in 2016 the pursuit to enecurage and challenge all provinces, cities and municipalities to improve on their performance and service delivery set across the core areas of Financial Administration; Disaster Preparedness; Sociul Protection; and any of the essential areas, namely, Business Friendliness and Competitiveness; Peace and Orderyand Environmental Management, otherwise known as the “3:1” principle of the Seal. To ensure echerence in the parameters used actoss these core and escential areas, the Seal aligns its measures to national and internatioual good governance frameworks specifically those pertaining to local goverment responsibilities. In particular, the area Disaster Preparedness is consistent with the Seadsi Framework for Disaster Risk Reduction and Operation Listo's Checklist of Karly Preparcdness for Mayors which identifies local Bovernment participation and empowerment as critical in disaster risk management. In addition, the measures for Social Protection, Rosiness-Triendliness and Competitiveness, and Fovironmental Management are supportive of the attainment of the Sustainurble Development Coals: As a whole, the Seal takes on the principles integrated in the Philippine Development Plan by looking at specific local government actions and conditions ia the six areas covered, Moreover, in keeping with the notion of progressively measuring local government performance in the Seal, indicators are upscaled for 2016. Generally, for the indicators, upgrading is through considering other attributes of the indicators used for 2015, increasing, targets and adding new ones in an area, An enhanced process is also in place particularly on validation of data and feedbacking to ensure credibility of information in the assessment and to strengthen the integrity of this awarding system. Those that meet all 2016 criteria shall be dhily recognized and incentivized. ‘The Seal also puts premium ew local actions thet address area(s) of concen in the previous assessment. ‘These LGLs that showed improvement and met the 2015 basic requirements shall be acknowledged accordingly. COVERAGE, ‘The assessment covers 81 provinces, 144 cities and 1,490 municipalities. ASSESSMENT CRITERIA, Six components comprise the areas where local governments are to be asessed as follows: Core Arcas 1, Financial Administration ~ An LGU that sustains the practice of accountzbility, transparency by adhering with accounting and auditing standards and compliance with the Pull Disclosure Policy (Good Financial Housekeeping); and sound management oF resources (Financial Performance). 2, Disaster Preparedness ~ An LGU that shows preparedness for disaster by taking proactive actions through the creation and mobilization of local DRRM structures annd systems: development and/or implementation of appropriate programs and plans; building the competencies of concerned personnel; and ensuring operational readiness with the availability of cquipage, supplies and other resources intended for early warning and/cr response. 8. Social Protection ~ an LGU that is sensitive to the needs of disadvantaged sectors like women, children, senior citizens, indigenous peoples and persons with disability {PWDs}, among others, with the installation or management. of facilities or services that cater tu their needs such as residential care facilities, provision of support to basic education, accessibility features in local government buildings, access to social welfare services, and participation of the sertor(s) in local special bodies and in the local sanggunian. Essential Areas 4, Business Friendlinessand Competitiveness ~ An LGU that exens efforts in encouraging business and employment through the systems, structures and/ or legislation in place vo support the promotion of such in the locality 5. Peace and Order — An LGU that demonstrates good performance in terms of maintaining peace and order in the community with the implementation of activities and provision of sippom mechanisms to enstire the protection of constituents from threats to life and sceurity. 6. Environmental Protection- An LGU that performs considerably to preserve the integrity of the environment by complying, atthe minimum, with the provisions of the Ecological Solid Waste Management: Act of 2000. ‘The detailed assessment criteria by LGU leve] and income class-range are providee in Astachment A, for ready reference. ASSESSMENT FORMS, TOOL AND GUIDELINES The preseribed forms, Assessor's tools and supporting implementation guidelines shall be issued separately to the DILG-Regional Offices to provide more details on the requirements and procedures of the assessment. IMPLEMENTING MECHANISM To help realize the objectives of this program, the Local Governance Performance ‘Management Division of the Bareau af Local Geverament Supervision (LGPMD-BLGS) and the |ocal Government Monitoring and Evaluation Division at the DILG Regional Offices, (LGMED-DILG RO) shall continue te take the lead in the performance assessment end monitoring of LGU: Furthermore, the Local Govemance Performance Management System (LGPMS) shall serve as the operacional tool of the SCIG by facilitating the processing of data requirements ‘This platform shall also contain the LGU Profile to be supplied with data al the local level PHASES OF THE IMPLEMENTATION, SCHEDULE AND RESPONSIBILITIES To guide the LGUs and those involved in the implementation, the following prescribes the general guidelines of the whole assessmeit process: 1 Regional Assessment: Data Gathering, Validation and Certification, On-Line Data Entry, and Calibration (3¢ week of February to 2" week of May 2016) Ll Data Gethering Bach LGU shall make sure that data are accessible particularly vo Provincial/City/Municipal Local Government Operations Officer (P/C/MLGOO) who shall be responsible in collecting data forthe SGLG, and the LGPMS-LGU Team for the LGPMS-LGU Profile Specifically for 2015 SGLG non-passets, « verification on the compliance with the 2015 minimum requirements shall also be carried out to check whether these LGUs already acted on the criterion or criteria not passed previously 1.2 Regional Validation and Cercification. At this phase, the LGL's shall be expected to cooperate with the Regional Assessment Teams (RAT) in the conduct of validetion and certification through documentary review, interview and onsite inspection to ensure reliability and qual:ty of data from the local level, Each RAT shall he composed of cross posted DILG-Field personnel and a representative from a civil society organization, (CSO), The participation of a representative from a partner-NGA or the private sector is optional 1.3 Online Data Entry, The LGPMS online databese shall be used to electronically process dara, Specifically tasked to input data are: © LGPMS. REP ~ Provinces, HUGs and ICCs + LGPM3-PFP Component Cities and Municipalities 14 Regional Calibration, ‘The Regional Calibration facilitates the processing of initial assessment results, and verification of data quality. To maximize this activity, any concerns, questions and clarifications raised by DILG regional participants om the data provided for the SGLG shall be resolved at this level . National Assessment: Calibration and Validation (1* week of June to #' week of July 2016) 2.1 National Data Processing and Qualiey Check, The National Calibration seeks to Finalize the processed results using a c10ss-region approach, and to azriveat the shortlisted LGU passers which shall be subjected to national validation, 22 National Validation. All potential SGLG passers shall be validated discreetly by the National Assessment ‘Teams (NA'Ts), which shall he composed of representatives from DILG Regional Offices, CBOs and/or partner-agencics 1. Final Selection and Indorsement (I" week of August 2016) Based on final recommendations, the Official List of 2016 SGLG Awardees shall be determined and indorsed, for approval. to the Secretary of Interior and Local Government, through the Undersecretary of Local Government, Announcement of Results (September 2016). ‘The list of passers shall be pested in the DILG official website and communicated to the DILG-ROs for dissemination to the LGUs. Specifically: 41 Good Financial ftousekeeping, The Official List of GIT Passers shall be made ayaileble lo facilitate the issuance of GFH Certification, a primary requirement of LGUs in accessing loans pursuant to Local Finance Circular No. 1-2012, and other neticnal program windows such as the Bottom-Up Budgeting (BuB) and Payapa at Masaganang Pamayasian (PAMANA), 42 Seal of Good Local Governance, LGU passers and non-passers shall be recognized. FULL ASSESSSMENT DOCUMENTATION For ready reference, all related documents and databases shall be accessible in the LGPMS-861 supporting documents throughout the assessment period, oogle Driv fas primary storage facility for individual LGU assessments and WORKING WITH OTHER NGA, PRIVATE SECTOR AND CSO PARTNERS Vo ensure LGUs of credible assessment results through collaborative undertaking, the engagement of CSOs, other NGAs and the private sector in the validation process, both at the regional and national levels, shall be maintained Relatively, these partners shall be entitled to honorarium or travel expenses, whichever is appropriate, subject to the availability of funds and the usval accounting and auditing rules and regulations, FEEDBACK AND QUALITY ASSURANCE It is encouraged that preliminary feedback to each LGU be provided by the RAT concerned immedivtely afierthe regional validation emphasizing thatsuch initial observations shall still be subjected to national assessment. In case the LGU deems it necestary to raise 2 valid concern or feedback (i.e, discrepancy in data with NGA concerned), this shall be reflected in a change request form to be accomplished by the RAT and provided to the partner-agency concerned for confirmation to facilitate consistency of data at all levels. All throughout the assessment, quality in both information and process shall he ‘maintained in the SGLG thoreforcit is crucial that LGUs provideall vital dara and that assessors reflect all observations in the prescribed forms and documentation vempluses. GOVERNANCE ASSESSMENT REPORT AND CONDUCT OF EXIT CONFERENCE Each LGU shall be provided with information on its overall performance through the Governance Assessment Report. This shall be presented by the designated DILG Regional or Field personnel through an exitconference to officially communicate SCLG assessment results and potential recommendations.
