SENATE BILL 5

PURPOSE: To increase students productivity, by giving them enough time to sleep and
complete work.

1. BE IT ENACTED BY THE SECOND PERIOD YOUTH LEGISLATURE

3. Section 1. For the purpose of this bill, Productivity shall be defined as the act of
4. being able to generate and/or enhance goods and services
5.
6. Section 2. All public schools will change their start times due to students age and
7. homework level.

9. Section 3. In North Carolina 244 Districts with about 2,550 schools will change their start
10. time to the following.
11. Elementary schools will start between 7:15-7:30.
12. High schools will start between 8:15- 8:30.
13. Middle schools will start between 9:15-9:30.

15. Section 4. Countys must ask for permission if alternate times are necessary.

17. Section 5. The act will be funded the same ways schools have always been, by the
18. unlimited amount of money from taxpayers. This bill will be enforced and overseen by the
19. Office for Civil Rights (OFC).

21. Section 6. Teachers are not allowed to change curriculum or homework amount because
22. of change.

24. Section 7. Any school that refuses to make these changes will be fined $1000 dollars
25. monthly until the change is made.

27. Section 8. This Law will be in effect August 26, 2017.

29. Section 9. All laws and acts in conflict with this law are hereby repealed.
