1.3 Treatment Principles for Resuming after Decommissioning
1.3.1
1.3.1 After the corresponding early warning signal of disaster weather is canceled, the treatment
principles for starting the first train are:
1)
1) In principle, Servicing and Maintenance Center arranges relevant specialized personnel to patrol
ground and elevated sections manually.
2) 25km/h
2) Before resuming operation after decommissioning, Operational Control Center arranges an empty
train to pass through with the limited speed of 25km/h, meanwhile, it arranges relevant specialized
personnel from Servicing and Maintenance Center to act as train attendants in the train and inspect the
line of ground section.

1.3.2 If the first train confirms that all the equipment and facilities in the section are in good condition
without the invasion of foreign matters, the following trains resume to the normal train working.
1.3.3
1.3.3 If the first train finds that the equipment and facilities are in abnormal condition or invaded by
foreign matters, perform corresponding emergency processing program.

3. Submission Guidelines for Loss from Natural Calamity
3.1
3.1 Submission principles
3.1.1
3.1.1 When natural calamities such as tornado, hail, thunderstorm, flood and so on happen, each
department of AALRT must submit casualty loss situation to Operational Control Center under the
circumstance that emergency response has been activated and emergency notice has been released.
3.1.2
3.1.2 When the above natural calamities directly lead to the functional fault of the administrated light rail
equipment, and affect the operation of light-rail train or passenger service, Affected Number must be
filled in the form. If there are maintenance costs, list them in the column of Roughly Estimated Amount
of Direct Loss.
3.1.3
3.1.3 Roughly estimated amount of direct loss shall be estimated in accordance with the contract prices
of equipment and facilities or the equipment value in the fixed-assets management system.
3.2
3.2 Submission flow
3.2.1

3.2.1 During the calamity, each production departments dispatcher is required to summarize the
calamity-affected situation or loss situation of the equipment and facilities under the administration of
his department, complete Statistical Table of Loss from Natural Calamity (see Annex 1), and submit it to
Security Department before 9:00 a.m. the next morning.

4. Safety Prevention Guidelines for Emergency Flood Fighting
4.1
4.1 As for emergency rescuers who conduct outdoor patrol, walk or get into the site, the requirements
are:
1
1) Safety helmet, fluorescence clothes, safety shoes and other labour protection appliances must be
worn.

2) In water logging or humid environment, waterproof boots (wader) must be worn, while getting into the
site on bare foot is strictly forbidden.

3) Safety belt must be worn for high altitude operation, and use reliable high altitude operation tools.

4) When doing sectional rush repairs, they should report to Operational Control Center for approval,
and ground the steel rail through OV cabinet (rail potential device cabinet) to keep rail potential safe.
4.2
4.2 When getting into the site for operation, they should ensure protection by following the below
requirements:
1
1) Before contacting metal component or equipment (especially in humid or water logging site), they
must test and make sure that the metal component or equipment is not live, and then contact it.
2
2During rush repair, the discovered unidentified cable and bare wire are considered as live ones.
3
3) If upper device gets loose, strictly forbid people to pass.
4
4) As for the indistinct place which has been submerged, arrange people to explore a safe path. If
theres opening or pit on the ground, set a personnel side station to monitor and protect it.
4.3
4.3 During the emergency rescue, if electrical operation is involved, qualified personnel must be
arranged for that operation. During the operation, it must:
1
1) Strictly perform power cut, live part verification, ground connection, hanging warning signs and other
technical safety measures, and set corresponding safeguard measures according to the site situation.
2
2) Electrician shall wear insulating gloves to do electrical operation. Hot-line work is strictly forbidden.
Closely follow the principle of power cut first, operation second to conduct electrical operation. (If the
power cut will lead to a severe impact, conduct operation after the on-site commander specifies the
safeguard procedures).

3) Using aging and broken wire and cable is strictly forbidden, and waterproof cable is required to be
used in humid or water logging environment.

4) Electric tools must pass inspections before being used. Verify the insulating property and the intact
appearance of tools and instruments before being powered on.

5) The temporary distribution box used in the rush-repair site must be installed with residual current
circuit breaker. Conduct function test for the residual current circuit breaker before using it.
6
6) Before powering on the equipment, it is required to inspect and verify that the power-on condition
meets the requirements. Live up to the requirement of one man operates and the other man monitors.
Power cut and power on at the privately agreed time is strictly forbidden. Specially assign personnel to
supervise and cut the power supply immediately when short circuit, electric leakage or switch trip is
found. It is strictly forbidden to power on before ascertaining the cause.

7) It is required to ensure the good ground connection of the shell of rush-repair water pump. Inspect its
insulating property before power on; Cutting power supply is required when the water pump needs to be
moved.
4.4
4.4 When carrying heavy items during rush repair, be cautious of slip, falling injury and injury by a
crashing object.
