LEAVE GUIDELINES

1.0 Following the implementation of the Public Service


Act No. 30 0f 2008, all employees are entitled to
accumulate up to four years worth of earned leave.
This means that any employee who at nay time has
accumulated leave up to four years entitlement shall
cease to earn additional leave until the accumulated
days have been reduced.
1.2 Accounting Officers are thus required to ensure that
leave schedules are prepared in their respective
ministries so that employees do not accrue excessive
leave days.
1.3 Employees entitled to 20 working days leave should
take at least eleven (11) working days per annum.
1.4 Employees entitled to 25 working days should take at
least thirteen (13) working days leave per annum.
1.5 Employees entitled to 30 working days leave should
take at least sixteen (16) days leave per annum.
1.6 Any balance of leave not taken in accordance with
paragraph 1.3, 1.4 and 1.5 above may be
accumulated year by year but such leave may not
exceed leave entitlement over four years.
1.7 Employees appointed on temporary terms and those
on probation also earn leave at prescribed rates
provided they work full hours prescribed for their
posts and provided that they complete at least six
months of continuous service before taking leave.
Special leave may be granted in exceptional
circumstances.
1.8 Leave is granted according to the exigencies of
service and therefore an employee may not be
absent from his duties unless he has been granted
leave in advance by his supervisor.

1.9 Leave will normally be granted upon application,


employees may therefore not assume that
applications for leave will automatically be granted.
2.0 All applications for leave must be made well in
advance of
the intended departure. For leave of five
(5) working days
or more, applications should be made
at least one (1) week
in advance of departure.
In
special circumstances, shorter
notice
may
be
accepted at the discretion of the Permanent Secretary or
Head of Department.
