No. 2016/Elect(TRS)/113/Safety Misc. New Delhi, dated : 24.11.2016
General Manager (Elect.),
All Indian Railways
Sub : Special Safety Drive for awareness among the running staff for
sounding of loco whistle according to G&SR
A safety meeting was chaired by Hon'ble MoSR(G) with AGMs and CSOs
of some of the Zonal Railways and Board officials on Nov 24, 2016.
Interaction was also held with the Trackmen of some of the Zonal
Railways and it is inferred that some of the Loco Pilots do not sound the loco
Whistle as prescribed on curves/level crossings/cuttings which endanger the life
of track maintenance personnel
It is therefore advised to launch a 15 days specia driver which should
include the following:
() Counseling of running staff through Loco Inspectors and through
notice board on lobbies for use of loco whistle in accordance with
the provisions of G&SR i.e. continuous whistling on approaching
level crossing/tunnel/area of restricted visibility, curve, cutting etc
(i) For mass awareness on the issue among the running staff, safety
bulletins may be kept in crew Icbbies and also uploaded on CIAS.
(ii) Ambush checks may be carried out by Loco Inspectors & officers to
ensure compliance.
(iv) Loco Inspectors & Officers, while on footplate, should moniter the
performance of crew in this regard.
(V) Also ensure that Whistle (W) boards and W/L boards are provided
before curves/cuttings and before level crossing respectively as per
prescribed instructions.
Zonal Railways are advised to take necessary actions accordingly and
furnish feedback,
