From musical plays and lessons at the old


Olive Hill High School building to exhibitions
of painting and other works at the Grayson
Gallery and Art Center Inc. to poetry writing
competition, appreciation of art in its various
forms is growing across the county.
Amazing is the best description of what
has happened to the Carter County Public
Library since its rebirth in 2009. Now
quartered in new branch facilities in Grayson
and Olive Hill, library patronage continues to
expand as more county residents seek and
find information online and through print.

Thanks to the financial support of county government and the
cities of Grayson and Olive Hill, as well as the state and a
determined group of volunteers, Carter County citizens of all ages
have a public library system.
Each city has a new branch library, thanks to state grants and
the renovation of the old Olive Hill High School building.
However, continued growth in library services, especially
digital technology and a bookmobile, will be a challenge without
additional revenue.
The library board and Fiscal Court are in discussions about
placing a property tax of two-cents-per-$100 valuation on the
ballot but no firm timetable exists.
A strong Friends of the Library organization has been vital to

Exciting, new purpose


for beloved old school

A heavy snowstorm crushed the


rotted roof of the gymnasium at the former
Olive Hill High School shortly after the
structure was acquired by the Olive Hill
Historical Society in 1998.
That would have been the perfect
time to abandon the daunting task of
restoring the old building for use as an
arts and education center.
The Society had virtually no money
but it had a handful of dedicated members
led by Linda Lowe who were fiercely
determined to bring the structure On the
Hill back to life.

State officials found some emergency


funds to repair the roof and the volunteers
began an incredible, 15-year effort that,
despite frustrating bureaucratic delays,
raised more than $1.6 million in gifts and
grants to create the Olive Hill Center for
Arts and Education.
In addition to space for arts education
classes, artistic performances and other
public events, the project has resulted in a
new home for the Olive Hill Branch of the
Carter County Public Library on the third
floor. An elevator was installed to make
the entire building more accessible. A new

heating and air conditioning system were


major improvements.
The old school's original lockers,
wooden bannisters, hardwood flooring
and window treatments are among the
preserved features that serve as visual
reminders of the building's character and
history.

to an art gallery!
Faced with the choice of bulldozing its
old fire station for a parking lot or giving the
building new life as an arts center, Grayson
made the right choice and allowed the
Grayson Gallery and Art Center, Inc., to
come to life.
Five years later, the visionary couple
behind the gallery concept Dan Click and
Mindy Woods-Click may be the proudest
folks in Grayson as the facility continues to
grow in attendance, in the types of events
and in the variety of art.
Launched during Grayson's Memory
Days Festival in May 2011, the gallerys
first major activity, the F!nal Fr!day Arts and
Antiques Walk, has become its signature
event in terms of popularity.

Area Chambers of Commerce
have served their communities
for more than a century 103
years to be exact.
The Grayson Chamber of
Commerce began in May 1951
and the Olive Hill Chamber in its
present form dates to September
1978.
Early leaders in Grayson
were State Sen. J. Harry Davis,
Cova Baker, Ben McGuire,
George F. Robinson and Jack
Strother, Sr.
Leading the way in Olive Hill
were Sam Waggoner, Bill
Blankenship, Andy Rabourn,
Leon Zornes, Judy Roark and
Janie Qualls.
Those early business leaders
have given way to a new
generation of civic-minded
individuals at the helm like Curtis
Owens, John Steagall, J. D.
Rayburn, Debbie Rayburn and
Pamela Wells in Olive Hill and
Dan Click, Kara Johnson, Mindy
Woods-Click, Maggie Duncan
and Bradley Cherry in Grayson.
They share a joint vision of
working together for the
betterment of all of Carter County.
This groundbreaking
magazine and last years State of
the County Dinner are examples
of new ways of cooperating for
the common good.
Both Chambers include the
betterment of Carter County in
their mission statements.
Each conducts monthly
meetings to keep their members
informed and to promote various
events and activities, including
major commitments to Grayson
Memory Days around Memorial
Day and Olive Hill Homecoming
in conjunction with Independence
Day.

Education
School superintendent

a man on a mission

When Ronnie A. Dotson


came to Carter County in July
2011 to become the school
superintendent, he said he
would do his best to lead the
school district to improved
student test scores, higher
career and college readiness
results, improved physical
facilities and more pride inthe
schools.
He said he wanted to
institute the practice of goalsetting by students, staff and
faculty members.
When the school board
renewed his contract in July
2015 for another four years,
the unanimous vote meant he
had achieved all or most of
what he had promised.
Over the last three years
the superintendent spent most
of his Saturdays and Sunday
afternoons working on the
requirements for a doctoral degree
in education at Morehead State
University.
He focused his studies on the
question of whether goal setting
could help students achieve better
skills in reading. In fact, he wrote his
dissertation on that topic and the
impact it had made in Carter County.
Dotson finished his degree
requirements early in 2016 but
doesnt make a big fuss about being
addressed as Dr. Dotson.
Dotson credits his wife, Judy,
and their son and daughter-in-law
with helping him stay committed to
achieving the goal of a terminal

degree, the top credential in


education.
They helped me stay focused
on my goal and it was a big factor
along the way, Dotson recalls.
He says he is proud of his
accomplishment but even prouder of
what has happened in the Carter
County Schools in the last five
years.
Our academic success has just
been amazing and our students and
teachers and support staff deserve
all of the credit, he says. Weve
climbed from the bottom 10 percent
to the top seven percent and many
of our teachers are featured on the

and easy access to a variety of other
college programs within an hours

Carter Christian Academy, a
private
elementary/high
school,
operates from a larger campus that
previously housed a public school
and is being renovated.
Carter Countys public school
facilities include two new schools
(Tygart Creek, Carter City) and a major
renovation and expansion (Star) in the
last few years. Extensive work also
has been done at both high schools.
Star Elementary continues to rank
high academically among Kentuckys
top grade schools.

members from other school districts
across the state visited Carter
County 2015-16 to observe what is
happening in classrooms and
laboratories.
Will becoming Dr. Dotson
change him or any of his goals for
the district?
No, Im still the same person.
Im proud that I learned a great deal
from my professors that I am sharing
with our staff. We can never afford to
stop learning.

Christ, Character, Career

says all about KCU

As this magazine was going to press, Kentucky


Christian University had concluded its 97th year of higher
education on its beautiful campus in Grayson.
President Jeff Metcalf and the KCU Board of
Trustees and their predecessors of the last 20 years
upgraded the curriculum and facilities while maintaining
the institutions mission as a Christ-centered, high
quality, liberal arts institution of higher learning.
Founded in 1919 as Christian Normal Institute, KCU
was established by J. W. Lusby and J. O. Snodgrass.
The Grayson Journal-Enquirer and KCU proudly
share the Lusby legacy because he also was the founder
and publisher of the East Kentucky Journal in 1916.
That newspaper was a forerunner of todays Grayson
Journal-Enquirer.
As KCU draws nearer its centennial year of 2019, it
has become apparent that the institution has become an
educational, cultural, religious and economic treasure for
Carter County, especially the Grayson area.

new KCU students to the community each year.
Unlike some other private colleges that have fallen
on tough economic times due to declining enrollment and
other factors, KCU has prospered because of strong
business management practices, the moral and
intellectual courage to broaden its academic programs
and by remaining true to its timeless Christian values.

ministers. It evolved into Kentuckys most affordable
private, undergraduate institution.

Carter Christian Academy,

a new school in an historic, restored building

What used to be Hitchins High School is now well into


its third life cycle this time as Carter Christian Academy.
Closed as a high school in 1971 with the opening of
East Carter High School, the native stone building at the
intersection of KY 773 and KY 1 was used for the next 20
years solely as an elementary school.
That second chapter of its history ended in 1992 with
the opening of Heritage Elementary School further south on
KY 1 toward Willard.
The proud old building and its nearby science building,
cafeteria and gymnasium sat empty for several years
before the five-acre campus was sold as surplus property
by the Board of Education.
A former HHS student named Edward Isaacs bought
the property and invited the Hitchins Preservation Society, a
group of local volunteers, to join him in restoring it as a
community center and branch library.
The science building was transformed into the Edward
Isaacs Performing Arts Center.
Meanwhile, Carter Countys first and only private,
church-related elementary school had been organized in
Grayson in 1997 with 29 students and three teachers.
Housed initially at the First Baptist Church, additional

classroom space was added in 1999 through the help of


the Grayson Freewill Baptist Church.
The future of CCA and the old Hitchins school became
intertwined in 2011 when Edward Isaacs decided to donate
the HHS property and a substantial amount of money to the
Christian school.
CCA moved into its new home in August 2012 with all
classes on the second floor which had been renovated first
because of concerns about frequent flooding of the campus
by nearly Little Fork Creek.
Soon thereafter, the ground floor spaces began to be
upgraded to provide even more room for growth. Later,
repair and renovation of the adjacent gymnasium got
underway, thanks to another major gift from Isaacs.
CCAs mission is to provide a secure, Christ-centered
environment in which students will have the opportunity to
acquire a personal knowledge of God, develop Christian
character, and achieve academic excellence.
The school is accredited through ACSI, the Association
of Christian Schools, International.

Paddle sports gaining in popularity

Whether youre splashing down Tygarts Creek in white water or lazily


exploring the sandstone cliffs of Grayson Lake, residents and visitors in Carter
County are discovering the joys of being on the water in a canoe or kayak.
Pontoon boats, personal watercraft and runabouts have been standard fare
at Grayson Lake since it opened but people-powered craft are growing in
numbers.
Local outfitters can provide whatever you need to enjoy the water at your
own pace.

Carter County is unique in


that it is home to two state parks
Carter Caves and Grayson Lake
and is relatively close to a third,
Greenbo Lake, in Greenup
County. Hence, Heart of the
Parks is Graysons tourism
marketing slogan.
Olive Hill became the fourth
city in the state to be designated
as a Kentucky Trail Town.
Progress is being made in
developing a trailhead and
campground at the Olive Hill
Historic Depot.
An effort is underway by the
Grayson Tourism Commission
and the city to develop a new
recreational area.

offer the exhilaration of zip lining through the woods.
Open at various times of the year, including the Winter Adventure Weekend,

Kentucky Trail Town


fits Olive Hill

Hikers, bikers and horseback riders, along with


canoeists and kayakers, are developing an
appreciation of Olive Hill becoming a Kentucky
Trail Town.
When certified in 2014, Olive Hill was just the
fourth city in Kentucky to be recognized by the
state as a trail-friendly community on land and
water.
The featured attraction is a series of trails to
and from the city through Carter Caves State
Resort Park and two state forests adjacent to the
park, as well as Tygarts Creek as a water trail.
Local trails add to the options for trail users.
Our designation as a Kentucky Trail Town tells
the state, nation and world that we are proud of our
trails, that we welcome trail users, and that we
have much for them to see and do, says Debbie
Baker Harman of the Olive Hill Trail Town Task
Force.
As a Kentucky Trail Town, Olive Hill will have
special highwaysignage depicting the Trail Town
logo. It also will be designated on state maps and
visitor guides, as well as state tourism websites.

We compiled this list by asking folks to tell us what


makes them proud to be from Carter County.
First, we are grateful to Francis Nash, longtime
general manager of Go Radio, for his excellent and
concise history of the county which appears on the radio
stations website. His research has been invaluable.
1. Carter County has two state parks, Carter Caves and
Grayson Lake.
2. It also hosts two state nature preserves, both
surrounded by Carter Caves property.
3. Grayson Lake is a major impoundment of the U. S.
Corps of Engineers.
4. Our high schools each have won state sports
championships West in girls basketball and East in
baseball.
5. Olive Hill was the fourth city to be named a Kentucky
Trail Town.
6. Kentuckys 41st governor, William J. Fields, was a
Carter Countian. His campaign slogan was Vote for
Honest Bill from Olive Hill.
7. Mary Elliott Flanery, a native of Carter County, was the
first woman elected to the Kentucky House of
Representatives.
8. Pauline Davis of Grayson was the first woman elected
to the Kentucky Senate.
9. Alice Joy Binion was among the first women in
Kentucky to be elected county judge-executive.
10. Matthew B. Sellers of Grahn was an aeronautical
genius who likely experienced powered flight in his own
machine before the Wright Brothers.
11. Carol Ann Fraley of Grayson RECC is the first woman
to serve as chief executive of one of the states 16
electric co-ops.
12. Carter County made history in 1904 when a group of
unhappy citizens formed Beckham County. The
legislature abolished it after 80 days.
13. President Harry S.Truman made one of his famous
whistle-stop speeches in 1948 at the Olive Hill train
depot.
14. At 411 square miles, Carter is one of Kentuckys largest
counties. It was formed in 1838 from Boyd and
Lawrence counties as the 88th of Kentuckys 120
counties.
15. Legendary singer-songwriter Tom T. Hall, a native of
Olive Hill, is a member of the Country Music Hall of
Fame. His hundreds of published songs include 11 that
reached No. 1, seven of which he performed.

Non-profit groups enrich Carter County


Volunteers are love in motion
The unknown person
who first uttered that
phrase could have been
talking about non-profit
organizations in Carter
County.
Local volunteers work
in good causes like food
and clothing banks, Meals
on Wheels, literacy
classes, animal rescue
groups, local fire
departments, libraries,
youth and community
centers, Christmas gift
drives, arts and crafts
organizations, historical
societies, tourism support,
community planning,

academic and athletic


school booster groups and
all of the other
organizations that enrich
lives.
In recent years a new
non-profit has emerged
with the primary goal of
helping charitable groups
financially with modest
grants, usually under
$1,000.
Known as the Carter
County Community Fund, it
is a subsidiary of the
Foundation for the Tri-State
Community, a 501 3 tax
exempt non-profit
organization under state

and federal law.


Since its establishment
in early 2014, the CCCF
has made nearly two dozen
grants to local government
agencies and non-profit
organizations.
At the same time, the
CCCF has received gifts
and grants to generate an
endowment fund in excess
of $50,000 which will help
fund future grants through
interest earnings. The goal
is to grow the endowment
to $1 million.

Carter County Community
Fund is that the money we
raise and earn comes right
back to help us help others
do good things in Carter
County, says Mindy-

solicited in the early spring
and awards are made
about 60 days later.

our New Performance
Engineering Program will
save $2 million or more in
the next 15 years in utility
expenses and converting
gasoline-powered vehicles
to propane will greatly
reduce fuel costs. Weve
also implemented a plan to pay off county debt at a
faster pace to reduce interest expense.
Our common goal is to involve more citizens in
improving our quality of life and in providing new
opportunities to entice more young people to remain
or return as we go forward together building a vibrant,

EastPark remains key

to Carter job gains

Carter Countys best


bet for major increases in
job opportunities likely
rests where it has been for
more than 15 years the
Northeast Kentucky
Regional Industrial Park
Authority business park,
better known as EastPark.

The 1,000-acre
employment complex is
east of Grayson in the area
where Carter, Boyd and
Greenup counties
converge. It is on KY 67
which is off Exit 179 of I64.

EastPark was created


by the county governments
of Carter, Boyd, Elliott,
Greenup and Lawrence
counties and the Kentucky
Cabinet for Economic
Development.
Today, one major
EastPark employer, AT&T
Mobility, is physically
located in Carter County
with its nearly 500
employees.
The nearby Cintas
Corporation facility is in
Greenup County and has
about 300 workers.
Even though
employers at EastPark are
located in a single county,
an inter-local agreement
allows property tax

revenues from each facility


to be shared by all five
counties.
Since most of EastPark
rests in Greenup County,
that government receives
28 percent and each of the
other four counties get 18
percent.
Smithfield Packing at
Grayson is Carter Countys
largest private employer
with more than 600
persons on the payroll.
The countys largest
public employer is the
school system with about
800 staff members
Two tracts of land and

were available in or near
Carter County in mid-2016.

Health

Three area hospitals and a comprehensive


mental health provider operate clinics in Carter
County. Carter County Emergency Services has
EMTs and transport vehicles based on both
sides of the county.
Set to open soon is the long awaited
Genesis Recovery Center, a treatment and
rehabilitation facility operated by Pathways, Inc.
as part of the Recovery Kentucky program. The
100-bed center will house men recovering from
drug and alcohol addiction.
The Carter County Health Department has
resumed its independent status and is operating
clinic facilities in Grayson and Olive Hill.

Genesis Recovery Center

As this magazine was going to press, final preparations


were underway to make sure the 100-bed Genesis
Recovery Center in Grayson would be up and running by
early fall.
The timetable for opening the$8 million substance
abuse treatmentfacility was relatively slow starting but
quickly gained speed as construction moved into high gear.
Carter Fiscal Court stepped up to serve as the passthrough agent for grant funds. The City of Grayson earlier
invited Pathways, Inc., to bring the facility to their community
after it was rejected by Boyd County.
City officials bought the land with a grant from Kentucky

This center offers a wonderful opportunity to bring help
in fighting the terrible addiction epidemic that has gripped
Eastern Kentucky, said Todd Trumbore, director of addiction
programs at Pathways.
The Genesis Recovery Center was financed from
various sources, including tax credits for the construction, a
Community Development Block Grant (CDB) administered
by the Kentucky Department for Local Government, and an
agreement with the Kentucky Department of Corrections to
pay for 60 beds, which will be filled on a referral basis.

The treatment protocols will follow the Kentucky
Recovery Model used so effectively at the Morehead
Inspiration Center, one of the original facilities in the
Recovery Kentucky initiative and also opperated by
Pathways.
Pathways was the first provider in Kentucky to be
selected to operate two of the centers.
Since 1967, Pathways, Inc., has served as a communitybased center for mental health care, the prevention and
treatment of alcohol and other addictions, and services for
individuals with intellectual or developmental disabilities.
Pathways operates more than 50 facilities in a 10-county
region and continues to grow. More than 500 employees
provide professional services.
The Genesis Center is bringing about 20 new jobs to
Carter County and will spend about $300,000 yearly on local
services and supplies.
