Gazette Notification dated 31.03.2016 4, Note No CP/PAT/2016-17/ dated 21.06.16 of Director (CP&SCM) ORDER PAT (Perform, Achieve & Trade) is a regulatory instrument to reduce Specific Energy Consumption in Energy intensive industries. PAT programme is carried out under the provisions of the Energy conservation Act 2001, and hence the obligations of the ‘Designated Consumers (DC)’ under this programme are mandatory. Under this scheme each DC shall be assigned with a target for reduction of its specific energy consumption. Those who could not achieve the target, shall be liable to buy the credit earned by those DCs who performed better than their target. Bureau of Energy Efficiency (BEE) is the nodal agency for the programme. Cycle | of PAT scheme was introduced in 2012 and according to BEE it had a successful run, within its control period ended on 2015. Ministry of Power had notified PAT Scheme, Cycle Il on 29.12.2015, bringing into its fold more sectors of industries. Electricity DISCOMs are one among the new entrants in the second version of PAT. In the case of DISCOMs, Aggregate Technical and Commercial (AT&C) losses shall be treated as the Specific Energy Consumption. Accordingly, Electricity DISCOMs having Aggregate Technical and Commercial (ATAC) losses of 86,000 Metric Tons of Oil Equivalent (MTOE) and above in a year, have been included in the list of Designated Consumers (DC). 86000 MTOE is equivalent to 1000 Million Units (MU) of electricity. AT&C Losses in the KSEBL system are to the tune of 3000MU and hence KSEBL had become a DC under PAT-II. Subsequent notification on 31.03.16 on PAT Il, provided with the baseline data for 2014-15 and Target for the year 2018-19 for the DCs . As per which thebase line Transmission and Distribution losses of KSEBL is 12.97 % for the year 2014- 15 which should be brought down to 12.55% by the year 2018-19. The challenges and opportunities opened up by PAT were discussed in the Core committee meeting held on 01.06.15. Committee felt that changes are required from the usual business scenario while planning for the distribution works. However, the same is not possible without a coordinated effort involving all the stake holding wings within KSEBL. Hence, Core Committee recommended constitute a team with officers concerned, which would act in the manner of a nodal agency in the matter of T&D loss control. It was also recommended that the members in the team may be drawn from (i) Office of the Director (Distribution) (ii)Office of the CE ( Commercial & Tariff), (ili)Office of the Director( CP& SCM)(iv) Office of the Director(Transmission & S0)(v) office of CE (IT) and (vi) Office of the FA and Office of CE(REGES). This committee on PAT should have powers on the decision of works, deciding priority, advising in the matter of reporting on the subject to the agencies such as KSERC, MoP, BEE, etc. Further the individual members shall act as the nodal officers in their respective wings for coordinating the efforts. The committee on PAT may be directed to chart its own ToR in its first meeting and seek approval of the FTD for the same. Executive Engineer (System Study) 8, Executive Engineer in charge of ESCOT. 9, Executive Engineer (Planning) Also recommended to nominate TA to the Director (Distribution) as the ‘Contact person’ and an officer with the senior most rank however not below the rank of Assistant Executive Engineer , from those who have qualified as Certified Energy Managers from BEE, available with the office of the Director (Distribution), as the Energy manger and to authorize the Chairman of the committee on PAT Cycle Il to make the final decision on the nomination of the Energy manager.Having considered the note read above, the Full Time Directors in the meeting held on 22.06.16 decided as follows. 1. to constitute the committee in the matter of PAT Cycle Il, with following members - 4. Executive Engineer(Planning ) 2, to authorize committee to draft ToR for its function and seek approval of the Full time Directors. 3. to nominate the Deputy Chief Engineer (Technical Assistant to Director (Distribution)as the Contact person of KSEBL for PAT Scheme Cycle Il. 4, to authorize the Chairman of the Committee on PAT to nominate an officer with senior most rank, however not below the rank of Assistant Executive Engineer, who is also a Certified Energy Manager by BEE as Energy Manager for KSEBL for the PAT scheme.
