4 Anne, ‘C7 DOST GUIDELINES ON THE PAYMENT OF THE COLLECTIVE NEGOTIATION AGREEMENT (CNA) INCENTIVE TO ALL EMPLOYEES OF THE DOST CENTRAL OFFICE Pursuant to the provisions of the existing Collective Negotiation Agreement (CNA) signed on April 27, 2007 by and between the DOST and the Samahan para sa Tkauunlad ‘0g mga Kawani ng Agham at Teknolohiya (SIKAT), a duly organized DOST Employees Union, and as agreed upon by SIKAT and DOST on December 2009, payment of CNA incentive shall be based on the following: I. PAYMENT OF CNA INCENTIVE The incentive shall be paid in accordance with the provisions, terms and conditions of the CNA, all applicable laws, rules and regulations. ». Payment shall be chargeable solely against the agency savings on the released Maintenance amd Other Operating Expenses (MOOE) allotment generated through the effective implementation of Administrative Order 103 on cost cutting austerity measures. © CNA incentive shall be paid every calendar year and the amount may vary during the life of the CNA, at rates depending on the savings generated after the signing and ratification of the CNA, and in consonance with the provisions of the Public Sector Labor Management Council (PSLMC)Resolution No. 4 Series of 2002, Civil Service Commission (CSC) Opinion No, 481 dated November 2003, Malacaftang Administrative Order No. 135, dated December 27, 2005 and Depariment of Budgst and Management (DBM)Budget Circular No. 2006- 1, dated February 1, 2006, 4, Personnel who are reassigned to other DOST Offices, bureaus, regions, special projects or those detailed to other government agencies shall draw funds from their present assignment for the payment of the CNA incentive, No double claim of CNA incentive shall be allowed Ge. from mother unit and from the place of assignment of detailed personnel) ¢. Employees can only receive/claim CNA incentive from one source of funds. IL ENTITLED TO CNA INCENTIVE a Alll employees of the DOST Central Office holding pérmanent, temporary, casual and contractual personnel with plantilla positions are entitled to receive CNA incentive using the pro-rated computation: number of months of service (within the covered year) over twelve ‘months multiply by the amount of the CNA incentive = CNA incentive payment. b. Ail employees who are not member of SIKAT shall be eptitlefityweceive CNA incentive subject to automatic deduction of Agency Fee of 20% and 30% forthe rank and file and qualified officials, respectively. I. NOT ENTITLED TO RECEIVE CNA INCENTIVE Employees who are not entitled to receive CNA incentive ae the following: a. Personnel who ate on “absent without official leave” (AWOL); b, Personnel who are on vacation leave without pay; ¢. Personnel under Contract of Service -MOOE ~ Personnel under Job Order Personnel who are no longer in service due to retirement, resignation, separation or death prior to the signing of the CNA. IV. FUNDS Funds for this Purpose shall be charged against the savings of the Central Office subject to the existing accounting rules and regulations. V.
