Performance and Strategy Analysis of Unit Pengolahan Sampah (UPS)
Gunadarma with Balanced Scorecard Method

Unit Pengelolaan Sampah (UPS) is an effort to reduce the volume of solid waste
directly from its source by managing waste in regional and household level. The
application of this idea doesnt work as the way it was expected. It is because
UPSs performance is bad. The purpose of this research is to evaluate the aspects
of solid waste management system, use the result of the evaluation as a base to
analyze UPSs performance, and formulate strategies to incrase UPSs
performance. The result from this research indicates that only 0,3232% of the
whole organic waste in Kelurahan Tugu that can be handled by Gunadarma UPS,
means that Gunadarma UPSs performance improvement is needed. Basically,
costumers (people who join to manage their organic waste with Gunadarma UPS)
is satisfied with the service. The composting machine and carrier vehicle work
effectively but not efficiently, means utilization of resource needs an improvement.
Monitoring and evaluation is not being held periodically. Human resource
development that being programmed is only compost-making training. The
estimation of number of people who has been joined to manage their organic
waste with Gunadarma UPS is only 0,3165% from the whole people in Kelurahan
Tugu. Based on the result of the research, the the most appropriate strategy to
incrase Gunadarma UPSs performance is by programme peoples participation
development program. If peoples participation increased effectively, means
number of people who join Gunadarma UPS is 60% of the whole target, then
volume of organic waste that can be handled by Gunadarma UPS could increase
from 0,3232% to 60,1289%, but the resource must be improve in accordance with
incerase of waste volume.
