Respected Sir,
I want to draw your attention towards on crores of poor and helpless patients of this country
are suffering due to non availability of Medical Aid due to shortage of doctors in this country
and on other hand young Indian Doctors attained their MBBS Degrees from WHO Listed Foreign
Medical Colleges but have been denied registration by Medical Council Of India because they
have not been able to pass a very difficult mandatory Foreign Medical Graduation Examination
{FMGE} by National Board of Examinations. As you know number of medical colleges in our
country is very low as compared to the population of the country. Due to shortage of seats
thousands of young medical aspirants opt to get admission in Foreign Medical Colleges in
countries like China, Nepal, Maldives, and Russia etc. As per procedural guidelines of Medical
Council of India, any Indian citizen desirous of joining an undergraduate Medical Course in any
Foreign Medical Institution has to get an eligibility certificate from Medical Council of India.
MCI issues this eligibility certificate for that institution only which it has approved.MCI
publishes a list of such institutions of all the countries every year. It is obvious that MCI must
have laid down certain guidelines regarding these foreign institutions/universities before their
inclusion in the MCI list.
You know parents have to spend lakhs of rupees of their hard earned money to send their
wards to these institutions. Moreover these young children have to stay thousands of miles
away from their home in a foreign, sometimes hostile environment of those countries and
many a times have to face racial discrimination and hostility of their natives. They cannot get
the help of their own people during the time of stress. After spending a period of about 6 years
in the prime of their youth when they come back they have to clear Foreign Medical Graduates
Examination {FMGE}. This exam is very tough and equal to PG entrance test. Last 3 years result
show that only 25% of the students were able to clear the test. Remaining 75% of students who
were not able to clear this test could not get registration with MCI and hence they cannot
practice Medicine in India nor can they get Government Jobs. Now at the age of about 25 years
after spending their youth and parents savings and even sometimes bank loan, they find
themselves in a pitiable situation. You can well imagine the future of these young doctors and
their families. Great frustration can lead a young person to anywhere.
The FMGE is conducted only twice the year it leads to frustration to the young students due to
waste of time without practice Kindly Make the FMGE through online mode in a transparent
manner as USMLE, PLAB of UK, and AMC of Australia
Even 77% of International Medical Graduates (IMGS) Can able to clear USMLE and Plab .But
there is negative sentiment of the Indian people about the Medical council of India about the
way it conducts Screening test.
Medical Council of India its well known for educational scandals for providing approval to
medical colleges in India. Former Medical Council of India president Dr Ketan Desa episode is
well known Example.

Govt. of India might be worried about the knowledge of these doctors about Indian National
Health Programs OR level of education of those institutions. But first of all about the standard
of education-MCI has given eligibility certificate for those institutes only which are in its
approved list. If MCI is not satisfied with the standard of those institutions/universities then it
should not issue eligibility certificate. So that at least these children do not waste their most
productive years of age and hard earned money of their parents in these institutions. These
children can opt for any other profession. Now regarding the knowledge about Indian National
Health Programs, Government can make at least three year of rural service in India compulsory
before granting them permission for registration, in this way govt. will get thousands of doctors
and they will get registration It will be a great boon to our health care delivery system
Government of India as well as all state governments have admitted on various platforms about
the shortage of doctors in country. For last few days a national news channel is running a story
regarding quacks in Delhi. As per their estimate in Delhi there are about 40,000 unqualified
persons practicing medicine & all over India there are ten lakhs quacks! To overcome the
shortage of doctors government is trying shortcuts. The union cabinet has recently approved a
plan for the creation of a specialized cadre of healthcare workers by the name of Community
Health Officers by instituting a 3 year course in state university. They will provide basic
healthcare to the patients as per Govt. of India. In this way Govt. is trying to create a semi-
skilled cadre of Doctors. This proposal of Govt. was rejected by a parliamentary standing
committee earlier.
Maharashtra Govt. has recently given its nod to a proposal to permit Homeopaths to prescribe
allopathic drugs after they complete a year long course in Pharmacology. The Indian Medical
Association has opposed the decision threatening to approach the Bombay High Court and
calling it a move to at promote quackery.
Another aspect of this FMGE test is that a number of Private Medical Colleges is very high in our
country. Who charge hefty fees as well as sell many seats in the name of NRI quota and
Management Quota by charging an exorbitant price. Most of these colleges are being run by
our MPs. They want to discourage Indian Students to join Foreign Medical Colleges .They does
not want to abolish this FMGE test. There is also a rumor that Government of India had decided
to abolish this test but under the pressure of lobby of these colleges the decision was not
implemented.
Sir, after taking charge of Leader of Prime Minister by you, a hope has arisen in the hearts of
thousands of young doctors of getting justice from Government of India. I am sure this hope
will change into reality.
In my view in the light of all these facts Govt. should ensure FMGE conducted by National Board
of Examinations in a very transparent Manner. Test should be only access the Knowledge and
skills attained by the physicians. But there was Huge Complaint Even Physicians Have Cleared
Plab, USMLE, and AMC Test Have Failed to clear MCI Screening Test. There was no transparency
in examination and the way conducted By NBE/ MCI .for a registration of Foreign Medical
Graduates and immediately takes action against it or else people wont have Faith in
Government institutions. So I kindly request you to absorb the scenario all these young doctors
in the Indian Healthcare system by providing them registration by MCI.
Health Ministry in recent years have recognized the Post Graduate Medical Degrees from Five
English speaking countries UK, USA, Australia, New Zealand and Canada.
According to Aspiring India Doctors, allowing postgraduate degrees from only these English-
speaking countries is a restrictive practice. But this has not deterred Indian students from going
to China, Russia and other European countries.
Getting a postgraduate seat in any of the five approved countries is very difficult and very
expensive. Although you cannot teach or hold any academic position. if you have a
postgraduate degree from other countries, you can practice, in private hospitals or in clinics
according TO MCI regulations in India.

I also want to remind India US Partnership is growing in recent years we are not against it but
at same time Russia is our strategic partner India-Russia has long-term and traditional history.
MCI Views Russian Medical education is in poor standards where as Our Government on other
hand views Russia is well advanced in science and technology. Russia has helped in Technical,
Medical, social assistance so I Suggestion you there should mutual recognition of Educational
qualifications between Russia and India.

We urge you to liberalize in recognizing the credentials from other countries are under
consideration of PG medical Degrees from France, Germany, Russia, Denmark, Ireland, Sweden,
Italy, Singapore, South Africa, Spain, Malaysia, and Philippines.
