PRESS NOTE Incident and Inquiry 1. The collision between LPGC BW MAPLE and MT DAWN KANCHIPURAM occurred at 0345 hrs on 28 January 2017. The DAWN KANCHIPURAM was in bound to Kamarajar port while the LPGC BW MAPLE was out bound from the port. The collision resulted in the rupture to the tank on the port (left) side of the tanker. Also, the water tight integrity of the other adjacent tanks were breached. The damage to the vessel leading to ingress of water into the vessel posed an imminent threat to the environment requiring urgent measures to be taken to seoure the vessel. In view of the same, initial efforts were focused on bringing the vessel safely to the berth, so that the’ cargo could be discharged, thereby reducing the risk. The total cargo of 26,806 Metric Tons of motor spirit and 6,008 metric tons of high speed diesel were safely discharged to shore tanks The Directorate General of Shipping immediately ordered an inquiry into the incident headed by a Deputy Nautical Adviser from Mumbai. Officials from Mangalore, Vishakhapatnam, Chennai and Tuticorin were also rushed for the inquiry. The inquiry will look into the cause of the incident and the response to the incident. Notices were issued under section 366(J) and 386 (K) of the Merchant Shipping Act 1958. The vessels have also been restrained from leaving the port without permission. Instructions have also been issued by the Port and the police authorities. Senior officers like Additional Secretary Ministry of Petroleum, Additional Director General of Shipping, Joint Secretary (ports), the senior most technical officer of the Directorate General of Shipping also rushed to assess the situation and provide assistance. The Director General of Shipping also personally boarded the vessel ‘Dawn Kanchipuram' to assess the situation and direct the operations. Response and compensation 1. Both the vessels are insured with reputed insurance companies. 2. Teams have been mobilized by the authorities for responding to the pollution incident including the Ports, District' officials, oil companies, Coast Guard, as well as by owners of the vessel. 3. Specialist from the International Tanker Owners Pollution Federation Limited [a specialized international agency on ‘Oil spill response’ ~ arranged by the Owner / P&I insurers of MT Dawn Kanchipuram] reached Chennai on 01 February 2017 and is attending on site. 4. The Claim Desk has been authorised by the Insurer to receive claims from the affected parties who have suffered economic loss or have incurred expenditure in cleaning the oil poliution. 7 DG Shipping held meeting with representative of both the vessels on 5.2.2017 to discuss the process for making the claims. Thereafter, today moming ie., 6.2.2017, DG Shipping held another meeting with all stakeholders, including Central and State Government officials to discuss and inform on the procedures for settlement of claims in an expeditious manner.
