Enforcement 20 KAHRA' MAR los Le faltal, —gl cho pS tat Gen Hcy a Waker Caos 1, Introduction The Qatar General Electricity and Water Corporation (KAHRAMAA) established in 2000 is responsible by Ameeri Law No, 10 to regulate and maintain the supply of Electricity and Water to the residents of Qatar. KAHRAMAA is supplied by safe water in accordance with the agreements (PWPA) signed with Private Water Producer Companies. Water is then transmitted through KAHRAMAA transmission lines and distribution network to the residents of Qatar. KAHRAMAA is responsible for the water quality until the customer connection point. To ensure safety of water, KAHRAMAA set requirements & specification for the end water quality produced by private water producer companies beside requirement to ensure performance and integrity of the treatment and its quality management. 2. Definition ‘ABBREVIATIONS DEFINITION 1 Delivery point the point of intersection between the producer water pipes with the KAHRAMAA water pipes. 2 KAHRAMAA General Electricity and Water Corporation who authorizes water for distribution as established under the Law No (10) for the year 2000 and is also concerned with regulating Water and Electricity Sector in the State of Qatar. 3 Water Producer Private companies or public entities that produce potable water in accordance to signed agreements with KAHRAMAA. 4 Parameter A property, element, organism or substance listed in tables that constitute a part of these regulations. 5 Permitted Concentration or _In relation to any Parameter, means the maximum or Value (PCV) minimum concentration or value specified in relation to that Parameter as indicated in the Tables of this document as measured by reference to the unit of measurement so specified 6 Sampling P point that is determined as such by the Water Producer & in agreement with the KAHRAMAA for the purposes of these Regulations 7 Consumer connection point The point where the KAHRAMAA network end and the customer network start and which quality become his or the customer's responsibilty. Scope © This document covers the water quality requirements and conditions to be used for supplying water either by the private water producers or public producers for the purposes of drinking, washing, cooking or for food production purposes. The water should satisfy the following in general: © The water does not contain any element, 9 n-oL substance (other than parameter) at @ concentration or value which would be-détrimentaltoy a Mo aligsilat gl © od yt SY Se LOY 8 Enronenot WS KAMRAN IMIA si Deis gl eho RSS car ere etic aes Caton © Water does not contain any element, organism or substance (whether or not a parameter) at 2 concentration or value in conjunction with any other element, organism or substance it contains (whether or not a parameter) would be detrimental to public health © That water does not contain concentrations or values of the parameters listed in Table 1 in excess the prescribed concentrations or values. © The requirements are that certain parameters as listed in Table 1 as EC, TDS, Hardness and Alkalinity, pH are not below the relevant minimum specified in Table 1. As for residual chlorine and chlorine dioxide not below level instructed by KM. © KM requirement will consider Latest editions of WHO Guidelines for Drinking Water Quality as a reference for maximum permitted concentrations or values for all other parameters not included in Table 1. 4, Relaxation of Requirements © KAHRAMAA may upon written application from the Water Producer exempt the Water Producer from complying with the provision in Table 1 while adhering to any new conditions or requirements agreed between the two parties during the exemption period. © KAHRAMAA may at any time modify or revoke an authorization expressed for a given period to be exempted from complying with provisions listed in Table 1, however the Water Producer should give notice of its intention to do so but he may revoke or modify an authorization without notice if it appears to have immediate interests on public health. © A Water Producer on whose application for authorization has been given shall notify KAHRAMAA ‘as soon as the circumstances which gave rise to the application for the authorization cease to exist, and, notwithstanding the KAHRAMAA shall thereupon revoke the authorization. © If any parameter or its standard level changed, the water producer is required to submit a plan for compliance with this parameter and the required time and budget needed in coordination with KAHRAMAA, 5. General Water Quality Management Req 5.1 Water Safety Plan The Water Producer must develop a water safety plan based on risk analyses approach (WHO Guidelines for Drinking Water Quality). The plan to be coordinated with all relevant parties such as KAHRAMAA & the Ministry of Environment. KAHRAMAA should review this plan and approve it. The plan to be reviewed and developed for continuous improvement, when circumstances changes at the facility or once there is new advances in treatment or monitoring technologies. Am plan to be communicated and approved by the Mr pDefaltle Ge onan 4 moe 8 So es KAHRAL TI MIA 4s, Septal, gl chin p ZZ ata General Hectic & Water Corporation The Plan to include beside other items Water Quality Parameters to be monitored at intake or inlet point such as oils based on risk assessment analyses output. 5.2 Staff The Water Producer's staff should be well trained and experienced in order to keep and update technological changes related to water quality and any updating needs of the treatment work to meet & continuously improve quality of water produced. 5.3 Water Quality Auditing KAHRAMAA has the right to audit water quality management yearly and notably the first three years of the desalination plant life, if no non-conformance is found by the KAHRAMAA then this can be extended to every three years or whenever a change or rehabilitation occur in the plant. The auditor may be from the KAHRAMAA side or from a third party that should be agreed upon by the Water Producer & KAHRAMAA. 5.4 Non-conformance In case of non-conformance, KAHRAMAA will send to the Water Producer the report along with time permitted for correction measures that will be discussed. If no action is taken then enforcement and penalties are valid as per the contract agreement clauses. In case of dispute on the quality of water produced at delivery point, both parties are obliged to unconditionally accept the results for the parameters in debate presented by any of the internationally certified ISO 17025 labs. 5.5 Testing & Monitoring KAHRAMAA has the right to revise numbers of samples required by this document. (2) "revised number" means any relevant reduced or increased number as an alternative to the standard number shown in Table 1; KAHRAMAA have the authority to require in writing, the Water Producer to sample according to reduced or increased frequency as it finds it necessary to do so. Otherwise standard number shalll be the applicable frequency. {b) "the standard number" means such number specified in Table 1 as is applicable to the Parameter in question. For the purpose of determining whether water satisfies the provisions of these regulations, KAHRAMAA shall take and analyze samples in respect of any Parameter in coordination with the Water Producer and shall report any non-conformance or any trend noticed. Where no standard number is specified in relation to a parameter, (or is only moi monitoring equipment), the Water Producer shall ta ie as. Sho pS ata General Bectciy & Water Corporation (b) the Prescribed Concentration or Value in respect of any other Parameter has been exceeded or may be exceeded within the next 3 months and the taking and analysis of samples in relation to the Parameter first mentioned would assist in deciding whether, and if so what remedial action should be taken. The Water Producer should in taking, handling, transporting, storing and analyzing any sample taken for the purposes of complying with these requirements, ensure that the following appropriate requirements are satisfied © the sample is representative of the quality of the water at the time of sampling; © the sample is not contaminated when being taken; © the sample is kept at such temperature and in such conditions that will ensure that there is no material alteration of the concentration or value for the measurement or observation of which the sample is intended; © the sample is analyzed as soon as possible after it has been taken by or under the supervision of a person who is competent to perform that task; © The sample is analyzed with the use of equipment suitable for the purpose; approved analytical systems and methods are applied and capable of establishing, within acceptable limits of deviation and detection, whether the sample contains concentrations or values which contravene the prescribed concentrations or values; © The laboratory at which samples are analyzed has a system of analytical quality control that is subjected from time to time to checking and auditing by a person that both the KAHRAMAA and Water Producer agree on. In the event that value of one or more of the parameters included in the Table 1 is outside the Concentration or Value limits particularly in terms of (microbiological parameters) immediate remedial action shall be taken in accordance with the Operating Code of the Water Producer. 5.6. Processes & Treatment Technologies The Water Producer may in writing make an application for KAHRAMAA for approval of the use of any new process or any changes on approved processes. KAHRAMAA has the right to validate the new process as required before approval or rejection. KAHRAMAA may refuse the application or impose on any approval given for the purpose of this regulation any conditions it deems fit and may at any time by notice in writing to the Water Producer revoke an approval so given or modify any condition imposed if modification or prohibition found necessary in the interests of public health. ‘The Water Producer who makes an application for an approval has to pay to it a charge which reflects the administrative expenses related to or in connection with that application; and in determining the amount of any charge may appropriate pri Mop lepibeile gh & aii 3 S So “seh If the Basic Design includes the possible use of brackish water from the well for blending with the treated distillate to facilitate the achievement of the Water Quality required as per Table 1. KAHRAMAA shall review the design & blending water treatment process to ensure its safety before approval. 5.7. Inspection & Auditing Procedure The Water Producer shall facilitate the inspection by KAHRAMAA or as required by regulation at all reasonable hours and free of charge and as agreed upon by the two parties, with or without notice & make available any water quality record maintained. 5.8. Lab Minimum Requirements The Water Producer should have a process lab equipped with analytical equipment for daily monitoring of produced water and water at critical control point to ensure water quality and operational performance. The lab should be active 24 hours while water is produced and pumped. If the lab does not have the analytical capability for the entire required tests, tests could be delegated to an outside lab that should be accredited to do the required analyses. KAHRAMAA can any time in coordination with the Water Producer inspect the lab to ensure that analyses conducted are in accordance to standard procedures. KAHRAMAA has the right to check the lab records and results obtained and accordingly correction measure taken. 6. Water Quality at Delivery Point ‘The Potable Water at the Delivery Point is targeted to meet KAHRAMAA requirements on its characteristics, constituents and ionic ratio as listed in the following tables. If any parameter is not listed in the KAHRAMAA tables, then the Latest edition of the WHO guidelines shall prevail and be used as a reference for that parameter value. Only the coliform tests are conducted routinely, other microbiological tests are conducted only in certain cases &where the microbial quality is suspected Other Organic & Inorganic Compounds Table 2. isa list of organic pollutants with their maximum permitted level as indicated in the GSO standard No. 149/209 for Un-Bottled Drinking Water. These levels are adopted from the Third Edition of WHO Guidelines for Drinking Water Quality, 2004. KAHRAMAA adopt this list of requirements for water at delivery point. Table 3. Also List chemical compounds with their maximum permitted limits and which are not listed In the GSO Standard or WHO Guidelines for drinking Water Quality and adopted by KAHRAMAA. ‘There is no requirement for routine monitoring for these compounds, listed in table 2 & 3. However in any case water is suspected of having any of these compounds; the Water Producer shall analyze water to ensure compliance. Table 2.
