This bulletin addresses key changes to the definition of a building that requires compliance
with the Pearl Building Rating System (PBRS) as outlined previously within Information
Bulletin #3 Version 1.0 dated 2 February 2011
The flow chart (Attachment 1) explains the criteria for determining when a building must
comply with the Estidama Pearl Building Rating System (PBRS) which currently applies to
New Stand-Alone building construction.
Accordingly, these changes are applicable" to all new Pearl Building Rating System (PERS)
applications launched on or after Sunday, 5" of February 2017. Pearl Villa Rating Systems
(PVRS) and Pearl Community Rating Systems (PCRS) applications remain unaffected by this
bulletin.

ATTACHMENT 2: EXCLUSIONS & DEFINITIONS
GENERAL EXCLUSIONS
The following stand-alone utility provider buildings are excluded from the PBRS compliance:
* Distribution Substations, Pumping Stations, Vacuum Waste Collection Stations
= Wastewater Treatment Works
+ District Cooling Plants
+ Gas Pressure Reduction Stations
= Telecommunication Towers
‘+ Fixed Line Telephone Exchanges
+ Atthe discretion of the UPC, other unoccupied building types may be assessed on a case-
by-case basis to determine applicability of PBRS.
SPECIFIC EXCLUSIONS
‘The UPC is authorized to specify particular types of buildings that are not required to comply with the
Estidama PRS. These may be amended at any time and include but are not limited to:
‘= Certain Miltary, Civil Defence & Police buildings; and
‘= Olland Gas Industries.
DEFINITIONS
Gross Conditioned Floor Area: The gross floor area of conditioned spaces; where the conditioned
space is defined as per the ANSIJASHRAE/IESNA Standard 90.1-2007 definition.
Y Gross Floor Area (GFA): The sum of the floor areas of the spaces within a building, including
basements, mezzanines and intermediate floors, and penthouses with an internal height of 2.3m or
‘greater, It is measured from the exterior faces of the exterior walls or from the centreline of walls
‘separating buildings. It excludes covered walkways, porches, pipe trenches, exterior terraces or
steps, chimneys, roof overhangs and similar features,
New Stand-Alone: A new enclosed structure that has no physical connection to other buildings
(\e, detached) and will be built on a new or existing plot. Extensions, additions or modifications to
‘existing buildings could be required to meet Peari Rating System (PRS) requirements in the future.
¥ Permanent Building: Building constructed to be occupied for at least two years and is not movable.
Educational OR Religious: Buildings located on plots where the land use has been categorized
as Educational OR Religious as defined by the applicable Plan 2030, and/or Development Code,
andlor Area Plan type(s) types must comply with the PERS (as per Information Bulletin 3 Version|
1.0). For mosque projects this includes, but is not limited to, the buildings containing the functional
components listed within the Abu Dhabi Mosque Development Regulations (Section 2.3, Volume 2
= Design). For school projects, this includes, but isnot limited to, all buildings that contain the space
programs listed within the ADEC Education Facilities Design Manual (2012)
¥Y- Unoccupied: An unoccupied building type refers to a building that contains enclosed space that is
rot intended for human activities AND has an Annual Average Full Time Equivalent (FTE) of less
than 1. Annual Average Full Time Equivalent (FTE): Annual FTE is based on the average 40,
hour work week. One annual FTE is defined as one person spending eight hours a day for 240 days
* in the building, or 1,920 hours annually. All buildings are considered to meet the minimum Annual
Average Full Time Equivalent (FTE) of 1, if more than 5% of its Gross Floor Area (GFA) is ina state
of typical physical occupancy.
