1, At 1100 yesterday morning I net with Dr, Julius Ay Stratton,
Executive Vice President and Provost of Hassechusetts. Institute of
Technology and Dr. Max Killikan, Director of CRIS, I briefed then
on the various nev reports of sigatings including the Linestone Beso
Case, the Florida Scout Kester, the Uteh Notion Pictures, etc. I also
Drought Dr. Stratton up to date on devoloonents which had occurred
since our provious discussion of the subject in August. Dr. Stratton
roiterated his carlier position that this is a subject wnich must te
investigated ard he said that-probatly the test means of getting a
thoroughly congetent review-of- the problea would be througa Project
LINCOLN. He said, hovever, that in view of the delicate position in
relation to Air Force, es a result of the "sumer Study Report
acceptance of this project by LINCOLN must te based on Air Force con-
currence or on en infepondent proposal from one of the otier services.
He said that Alfred Hill would-te the test man to head the groupe

2. Following the meeting with Drs. Stratton and Milliken, T

be necessary to secure the full backing of DCI in onder that a sclen- -
tific review of this problem may be laid on. Without this backing, itne
