TELEVISIUN BRUADUAST STANDARDS Presented herein are the television engineer- ingetandarde and specifications anplicahle to the allocation, installation and operation of television broadcast stations and their auxiliary broadcast facilities in the Philippines. The etandarde cat forth herein, which includes NTSC color standards, were derived from relevant engineering data of the Federal Communications Commission of the U.S.A, the Intemational Radio Consultative Committee of the Intemational Telecommunications Union, the techniques and experiences of practicing Electronics and Commu- nications Engineers in the Philippines and related data obtained from leading local and toreign manufacturare engaged in the fahricatinn of television broadcast equipment. While many of these standards require specific conditions to render them workable, sufficient amount of flexibility are proviries to, ‘ensure practicability in thelr applications. These standards may need revision and/or updating from time to time as development is attained in the Art. The NTC will analyze such changes as they appear and adopt them accordingly 80 that the standards will remain effective and ‘compatible with tre technical progress of the tele sion broadcast industry. 1 GFNFRAL OPERATING REQUIREMENTS: 41 Time of Operation a) Al television broadcast stations ‘willbe licensed for unlimited time operation. Eacti suctistaiun shel maintain @ minimum regular pro- gram operating schedule as fol lows: Not less tant 2 hours daily in any 5 hroaricast days per week and not less than a total of 12 hours per week during the first 18 monthe of the station's aneratinn; not less than 2 hours daily in any S broadcast days per week andnot less than a total of 16 hours, 20 hours, and 24 hours per week for each successive 6month period of operation respestively; and not less than 2 hours in each of the 7 days of the week and notiess than a tlal uf 20 hours per week there after. b) “Operation” Includes the period during which a station is operated pursuant to temporary authoriza 9 a e tion or during program teats, ac well as during the license period. Time devoted to test pattems, or ly aural presentations accompa: riled by the incidental use of fixed visual images which have no sub- stantial relationship to the subject matter of such aural presentations, shall not be considered in comput- Ing periods of program service. Inthe event that causes beyond a licensee's control make it impos- sible to adhere to the operating schedule in sub-paragraph (a) of this paragraph or to continue oper ating, the station may limit or dis- uuntinue operation for @ period of notmore than 10 days, with further authority of the NTC. However, NTC and the Lngineer in Charge of the Region in which the station is located shall immediately be noti- fied in wilting if the station Io tunable to maintain the minimum ‘operating schedule and shall be subsequenly notified when the station resumes regular operalon.. Noncammercial educational tel evision broadcast stations are not required to operate on a regular ‘schedule avin minimum number ‘of hours of operation is specified; but the hours of actual operauon during a license period shall be taken into consideration in consid- ering the renewal ot nor-commer- cial educational television broad. cast licenses. Unless the applicant specifically requests unattended operation and maliea the chowing roquired hy Subsection 11.23a) of this sec tion, persons meeting the require- mentas providedforinSec. 11.11 shall be on duty at the transmitter site whenever the station is oper- ated. 14.24 Frequency Tolerance ‘The licensee of a television broad- ‘cast translator station shall maintain ‘the output frequencies within: a) 0.02 per cent of the assigned visual carier frequency ana aural ‘carrier center frequency for trans- mitters rated at not more than 100 wats peak visual power. b) 0.002 per cent of the assigned visual carrier frequency and aural ‘carrier center frequency for trans- mmitters rated at more than 100 watts peck vicual power. 414.25 Frequency Monitors and Measure- ments ‘) The licensee of a television broad- cast translator station is not re- quired to provide means formeas- tring the operating frequencies of the transmitter. However, only equipment having the required eta- bility will be approved for use at a ‘television broadcast vanslator sta- on. b)_ Inthe event that television broad cast translator station Is found to be operating beyond the frequency lerance preouibed, the licensee shail promptly suspend operation of the translator and shall not resume operation unt tne wars- tor has heen restored to its as- signed frequencies. Adjustment of the frequency determining cir euite of a telovicinn hrnadeast ‘translator station shall be made only by a qualttied person. 11.26 Time of Operation a) A television broadcast translator stationis not requiredtto adhere to any regular schedule of operation. PUBLIC INFORMATION FILE ‘An updated Public Information File at each broadcast station shall be made available at all times to the NTC inspector or to anv interested party. The Public Information File shall contain the following, a) Acopy of the station license. b) Documents as to mode ot ownersnip whetherpartnership, corporation or single proprietorship including trade name as registered in the Department of Trade. ©) Records of changes of trensmitter equip- ment in progressive order including the incorporated changes in the license and the corresponding constructs permits. ©) The Broadcaster must Keep in the Public Informaulon File Ure Prograrn Stondards, the Technical Standards, the NTC compi- lation of laws, regulations, circulars and memoranda.
