Survey on Integrity Pact in CIDCO

On 13th May 2016, a survey was conducted among the Vendors


of CIDCO (City and Industrial Development Corporation of
Maharashtra Ltd.) at the CIDCO exhibition at Mumbai. The
purpose of the survey was to understand the effectiveness level
implementation of IP (Integrity Pact) and how could the same be
improved.
The survey was conducted by means of a questionnaire given to
the Vendors present at the seminar to complete the annexure.
The first three questions of the questionnaire dealt with
the effectiveness level of IP and its frequency.
The second section from question 4 to 5 deals with the role
of other stakeholders in the IP process.
The third part of the questionnaire was from question 6 to
10 and is of general nature and parameters to evaluate IP.
The survey was taken by vendors belonging to Maharashtra
who catered to domestic operations in and around the state.
Mostly belonging to Marathi speaking families , the vendors
echoed their thoughts in the survey they took.
THE SURVEY

1) Integrity Pact (IP) has helped in making the procurement


process more transparent at CIDCO

It transpires from the feedback received from the dealers that the Integrity Pact has
indeed been instrumental in ensuring in making the procurement process
transparent
2) Integrity Pact (IP) made procurement process more efficient

Overwhelming number of responses from dealers point to the fact that the Integrity
Pact brings in more efficiency to the procurement process however in its nascent
stage it would require making stakeholders more aware of its various facets.
3) Integrity Pact (IP) helped in building bidder confidence

It weeds out the apprehensions of possible corruption and wrongdoings from the
minds of stakeholders and brings in the much needed trust of bidders in the process
of selection .

4) I am satisfied with the role of independent External Monitors (IEMs).

It emerges from the feedback received that the IEMs will review the functioning
independently and objectively without any bias and evaluate as to whether and
what extent parties have complied with their obligations under the pact. It also
emerges that dealers have trust on the independence of the external evaluators and
their evaluation.

5) In case of a problem, I will approach an Independent External


monitor (IEM) rather than the Chief Vigilance Officer (CVO) or
vigilance office

The responses indicate that a vast majority of the dealers prefer to take the advice
of the IEM rather than the CVO. It could possibly be due to the reason that the
CVOs are often saddled with large chunk of work and would perhaps not be in a
positions to ensure timely disposal of such issues whereas the IEMs would have
more time to address such issues. Another reason towards the dependence of IEMs
can be their non bias functioning and their ability to objectively evaluate the
situation.

6) I am well aware of the Integrity Pact (IP) process

A large chunk of dealers are aware of the processess pertaining to the integrity pact
however a certain few who arent are willing to educate themselves on the topic
and plan to spread awareness by conducting meetings and workshops.

7) Including the sub- contractors in Integrity Pact (IP) is not a problem

Majority of the delaers believe that bringing in sub-contractors would not be


beneficial to the functioning of the integrity pact . The vendors seemed aversive to
the idea of including sub-contractors as the delegation of work would reduce
culpability during non functioning of projects.

8) Implementation of Integrity Pact (IP) is a smooth process in the


CIDCO I am dealing with

Vast majority maintain that the implementation of integrity pact has indeed
smoothened the process at CIDCO.

9) Post award of contract activities are properly taken care of by


Integrity Pact (IP)

All the dealers hold the view that the integrity pact has the wherewithal to take care
of all issues relating to post contract activities. The organization, therefore, must
ensure the proper implementation of this trustworthy institutional mechanism.

10) Are you satisfied with the IP program?

The feedback establishes, beyond reasonable doubt, that the dealers do have a great
deal of satisfaction with the integrity pact . it implies that the pact enjoys the trust
and faith of the dealers and inculcates a sense of satisfaction among them. It is
evident that the dealers are convinced that this mechanism works.
