The preamble consists of the cyclic

Response based on the RA-RNTI.

The Random Access Response assigns a UE ID/RNTI Type C-RNTI
C-RNTI and resources for transmission of
the RRC Connection Request UE ID/RNTI Value
The message identifies the UE with the C- MMEC
RNTI UE-Identity S-TMSI
The message contains the UE-Identity M-TMSI
Establishment
IMSI is sent in the message if this is the Cause

If the terminal had attached previously,
the S-TMSI is included in the message
