The Nipton Non-Aggression Pact

The intention of this Treaty is to ensure that A) Nipton is recognized as a Non-Combatant


Entity by the NCR and B) That Caesar's Legion does not exploit the Non-Combatant
Status for an unfair advantage in the presumed NCR-Legion conflict.

Legion Citizens are defined as a Non-Combatant Segment of Caesar's Legion. Legion


Citizens are non-enslaved, non-millitary elements of the Legion. It is to be understood by
the NCR - either officially or unofficially - that Nipton is considered Legion Territory. (In
the same sense that Cottonwood Cove and The Fort is "Legion Territory").

Nipton is not a base/outpost/bunker/hideout/etc. Nipton exists as an autonomous town.


The Inhabitants are empowered to forge their own system of governance and maintain
seperate relations with external groups/factions. Limited Legionary prescence (No more
than a Decanii, 8-10 Legionary) may garrison the town. It is prohibited of Legion to
attack Mojave Outpost from Nipton. Assaults must be conducted via Primm.

Nipton Citizens and Travelling Merchants are subject to Legion Tax Policy. The Town is
also subject to Caesar's authority and laws. (Refer to the URL Link for more

Niptons acts a Neutral-Zone in the NCR-Legion conflict - but there may be times where
the Neutral-Zone is breached. It is strongly advised that NCR who travel near Nipton to
unequip their NCR armor/disguise and to have their weapons holstered to avoid conflict.
Individuals who routinely undermine the Neutral-Zone are to be punished by the
respective faction's leadership. Continued prvokoations from an individual will result in
being discharged from their faction.

Members of Caesar's Legion who are not wearing Legion Armor are Legion Citizens, and
thus Non-Combatants. However, Caesar's Legion is permitted to draft Legion Citizens
into it's millitary at any time.

Nipton is not involved in the Legion Slave Trade, excluding millitary Legionarys.

The Legion agrees to a NCR Interventionist Clause. The Clause allows for the NCR to
unilatrely send Troopers to Nipton - if Nipton Citizen's lives are endangered and the
Legion is unable to reasonably protect them. It is to be noted that Caesar's Legion is not
responsible to repay the NCR or liable for any losses the NCR may incur. The NCR must
pull out from Nipton once a potential hazadorous situation stabilizes and/or Legion War
Party arrives and requests a removal of NCR Troopers.

To conclude the Nipton Non-Aggression Pact,

1) Nipton and the Legion Citizens are granted Non-


Combatant Status from the NCR. NCR who enter
Nipton are advised to be out-of-uniform. NCR who
remain in uniform cannot be guaranteed safety.

2)Caesar's Legion will reciprocate a Non-Combatant


Status towards Novac and Her Citizens. Legion who
enter Novac are advised to be out-of-uniform.
Legion who remain in uniform cannot be guaranteed
safety.

3) Novac and Nipton are Neutral Zones in the NCR-


Legion War. Each respective factions' leaderships
are expected to enforce the Non-Aggresion Pact's
stipulations to their members.

4) No more than 10 Legionarys may be garrisoned


at Nipton. If the Town becomes occupied from an
external threat, the Legion becomes unrestrained.

5) Nipton is forbidden to be exploited for millitary


purposes from the Legion, excluding Anti-Partisan
Duty / Garrison Purposes.

6) Caesar's Legion may not use the West Road of


Nipton to assault Mojave Outpost. Any attack on the
Outpost must come from Primm.

7) The NCR Interventionist Clause allows for NCR,


on their own Accord, to protect Nipton Citizens -
Only if the Legion is reasonably unable or unwilling
to. NCR must pull out if Legion requests it, and the
Citizens are safe. No reimbursements will be
adminstered from the Legion.

8) No Captures/Enslaved in Nipton, excluding


Legionary millitary units.

9) Nipton and the Citizens will be granted many


freedoms - however the town and passing
merchants must follow Caesar's Laws and Taxes.
The Legion Citizens are always eligble for
Conscription as well.

10) Legion Leadership and NCR High-Command will


exercise good faith and adherence to the agreed
upon paramters of the Treaty.
