All of the VLE collectively shall enable Govern- ment to leapfrog in establishing a vibrant, empowered, enlightened and participative citizenry and transform india. life ‘One of the demands of most of the VLEs across the country has been to provide them an identity ‘ard so that local evel interference by the feld level Government functionaries does not hamper their business and growth. In order to cater to this need we have recently launched a Aadhaar based registration process. This will help inthe identity ofthe VLE, support in getting the desired local level acceptability by all stakeholder including government functionaries. All Government department of central and state willthen be able to utilize the CSC forall the services, Once aVLE register on the new system he can generate a certificate which will be used as his identity for all cconcemed. We shall thereafter provide an identity card to all VLEs. The registration in the new system is mandatory forall VLE Other issue raised by VLEis that in the same panchayat there are many VLE functioning. Though there isno bar as many CSC do not deliver all the services. Therefore the need for others and also to enable competition and choice to citizen so that citizen is able to get the best services. The new registration will enable us to regulate the CSC so that they function in the location where they are registered and not in different location. Many VLE also demanded that they need to enable their employees to do transaction and require an id for them so that they can distinguish. We need to get the transactions on Apna Portal also done through e kyc authentication which shall help the VLE in identifying his em ployee undertaking the transaction. Once e KYC based new registration is completed forall CSC ‘we shall be able to address the VLE concern this regard. While registering in the new system some Panchayat or urban location may not be shown as the data has been taken from the Ministry data base. All those who are having issues shall sent mail and we shall incorporate the missing panchayat, village, urban area and help them register. Let Usall by registering in the new system create a new identity for the CSC VLE and fulfil their asp: tation and demand, This will be the first Aadhaar based unique ICT access point framework in the country and enable all the government and private agencies to utilize the potential of opportunities at the bottom of the pyramid ~ Rural India . We shall be able to bring the revolution of creating a level field for, the rural population through ICT and support Government in the vision of a digitally inclusive society .
