1. Introduction
Somaliland is just emerging from a civil war that engulfed the country for over a decade
(1982-1991), after the overthrow of the previous military government in 1991. The civil
war was characterized by a unification of the Ex-Italian colony and the Ex British
Somaliland that failed to bear fruits. The attempted unification was made in July 1, 1960.
However, already in 1961 there was an attempted military coup to divorce to newly
formed union. The struggle of Somaliland for regaining its independence resulted in the
collapse of institutions and administration systems and the destruction of much of the
social and economic infrastructure of the country. Somaliland is unique in having existed
without an internationally recognized and functioning national government for a decade.
Since 1991 Somaliland emerged as an independent state with its full-fledged institutions
and administration. This administration began to establish its own authorities to manage
services and functions for its people and relative peace and stability has been established.
In Somaliland the regional conferences in 1991, 1993 and 1997 resulted in peace and
agreement on a form of government and a constitution. The authority in Somaliland has
succeeded in establishing functioning administrations, promoted internal security and
stability and created a positive environment for the democratization process.
Furthermore, two presidential elections, the parliament election and local government
elections were held in this short period.
Traditionally livestock production and exports have been the basis of the economy,
providing broad financial benefit to pastoral households as well as livelihoods at ports.
Livestock exports including raw hides and skins (export of slaughtered animals was
introduced only recently) represent major of GDP and foreign currency earnings. The
Saudi government ban on livestock imports has had a severe impact on economies and
food security in Somaliland.
The Somaliland coast (85 Km.), holds rich marine resources. However, there are
several key issues that are constraining the sustainable harvesting of marine
resources:

Berbera, Zeila and Kala-Baydh customs are the most three important areas that collect the
greatest share of the tax revenue for the government.
2. Exportations
Export of animals to the Arab Gulf States, especially Saudi Arabia, represents the largest
share of the Somaliland export earnings. But unfortunately the ban imposed on
Somaliland livestock exports by several Arab Countries led by Saudi Arabia since
Oct.2000 resulted in severe drop in the countrys foreign hard currency income, which is
also extended to other sectors of the national economy causing a significant decrease in
GDP.

Zeila Export Classification for the Year 2013
Major trading partners on imports are Ethiopia, Kenya, Yemen, Saudi Arabia, U.A.E, India,
Thailand, Malaysia, China, South Korea, Japan, Brazil, Italy, France, Germany and UK.
The main commodities imported are sugar, cement, rice, flour, fuel, building material and
general cargo items.
Khat trade and consumption play a significant role in the economy, providing employment
and one of the pillars of the Ministry of finance revenue system. However, the kat is
acting as a drain on domestic income.
