You need to request 2 Accesses:

Create Power broker account

Add privileges for Power broker (IMPDBA,OHSDBA as per requirement)

1) How to Request Power broker Account.

1. Login to https://oim.oraclecorp.com/identity/faces/home?
_afrLoop=309786401076253&_afrWindowMode=0&_adf.ctrl-state=fxm4f5eom_4

2. Click on https://aps-legacy.oraclecorp.com in the page.

3. Click on New Request.

4. Select Oracle Tools for the Category field.
5. Select Create Account for the Action field.
6. Click on Next Step
7. Pick the Power broker Account from the New Available accounts list.
8. Click on Next Step.

9. Provide a Justification in the text box and click on Submit Request

10. Monitor the progress of the Request. Once it changes the status to
Successfully Processed we should receive a confirmation by e-mail.
2) Adding privilege to Power broker Account.

1. Follow the steps 1 to 4 and select Add Privileges for the Action field.

2. Select Power Broker from the list.

3. Click on Next Step.
4. Pick the policy needed from the New Available Privileges list: IMPDBA .
5. Click on Next Step.
6. Provide a Justification in the text box and click on Submit Request.
