The existing see! Pipeline was constructed in 1927-1928 and serves asa major water transmission main for the Massachusetts Water Resource Authority (MWRA) Southern High Service Area. Approximately 800 feet ofthe originl pipeline was replaced in 1997 due to ‘excessive leaks and eorsion, leaving the termining 11,500 fet in place. The reenaining original pipe was rehabilitated uring his projec uilizing innovative trenchless technologies. Some key challenges inthis project involved ensuring tha thee were no averse impacts to the heathy mature shade tres and significant wetland system byapat a Wa Ma TTT located along the pipeline path. The multiple rehabilitation methods used on the project, combined with work unde Route 9, work through resident properties in Brookline, work through Hellen College, work under wetlands, and having fo maintain water supply to customers at all imes made his complex project. Project Stage and Budget This was a $10 million dollar project andi s 100% complet and operable as of August 2007 “Triple Boom Lines ‘+ Economic - By performing extensive enginering investigation ofthe pipeline over its two (2) nile length, inluding both internal and external inspections e multiple locations and peeforming laboratory testing ofthe pipe material, sccurate assessments of the condition ofthe pipeline were ‘made for rehabilitation purposes. Because the condition ofthe pipe varied over the length ofthe ligument, the evaluation determined which segments had corrosion issues (requiring replacement or strtual rehabilitation) and which segments could be rehabilitated by simple leaning. and cement-mortar lining techniques. AS a result of the extensive field work and engineering analyses, it was determined thatthe life span of certain segments of the pipeline could be extended for at least anther SO years by cleaning and lining, rater than structural fehabilittion or replacement, In other areas where the pipe required replacement due to corosion issues trenchless technologies, such as siplining and constructing ¢reinforeed cement-mortar ining, were used in order o eliminate having to trench across a major state highway and through sensitive environmental areas. Without performing. the extensive field investigtions and engineering analyses to determine the condition of the existing pipe and lis potential for ‘habitation, the design approach would have been o replace the pipe along the entire alignment ‘wing opencut trench excavation, which would have potentially doubled the cost of the projet and would have generated significantly more waste material, environmental impact and isturbance to the surounding area. Furthermore, performing extensive fed investigations and engineering analyses as part of the design process allowed for accurate constuction documents, ‘which resuted in minimal change orders during construction. ‘+ Bavironmental ~ By using trenchless technologies to rehabilitate the pipe instead of performing conventional open-cut trench excavation, the projet was able o aoid disturbing a large wetland resource area, root systems of numerous mature shade tees, residetial propetos, traffic, School zones, and a major intersection along Sate Route 9 in Brookline tt caries trafic fiom the west of Boston into and ou ofthe city. One of the main project goals was to minimize Aisturbance tothe environment and surrounding area during contruction and the project met this oa in exemplary fashion. ‘+ Social - A significant portion of the pipeline is located in cross-country eassments that ran ‘through private properties in auent residential neighborhoods of Boston and Brookline, ss well, 18 through a college carpus. The MWRA and the design team held a number of public inforatonaeightnroed meetings in order exp he need othe pj the aemates that were evaluated, and how the prefered erative was the most cost-effective, ‘vironmentally sensitive and east Ssruptive option. The public meetings allowed abutters to be involved in the process, provide input, and have foreknowledge of what would. happen uring construetion. J. The MWRA established Hieycle cot, ‘environmental and neighborhood goals forthe project and also provided a detailed scope of work that allowed for extensive engineering investigations and analyses to be performed, which aimetely saved ‘money, extended the useful life ofthe existing pipeline, minimized disroption and avoided environmental iompoct MWRA allowed the design team o thoroughly explore trenchless technology options to extend the life of the exiting pipeline, thereby reducing costs, environmental impacts, neighborhood disruption and ‘unnecessary waste of resources. The project also avoided impacting wetland and healthy mature shade tres ‘More time and money was spent during the preliminary design hase for fled investigations and engineving analyses that were required to determine if (and how) the exsing pipe could be fehabilitated as opposed to simply replacing it through open-eut trench excavation. Also, designing trenchless pipe rehabilitation methods was more complicated than designing anew pipe in an opencut trench. However, the upfront investment in ational engineering saved milions of dolls in constuction costs compared to pipe replacement in an open-ut trench and allowed ‘the MWRA to meet its goals forthe projec, including minimizing the amount of disturbance to sbutes andthe environment, Based on MWRA’s (andthe design tea’ experience with major infrastructure improvements in the Boston are and MALY nowledge of ict environmental regulations in Mssechusts, the projet was able to take advantage of several proven ‘eenchless technology techniques fo meet MWRA's goals. The design team also developed some new innovative approaches to prevent corrosion of the tel pipeline inthe futur and ensure the pipeline lasts {or at least another 50 years. The project was awarded the 2009 Gold Engineering Excelence Award from the American Council of Engineering Companies of Massachusets (ACECIMA) fr the innovative ee oftheve trenches echnolgies, Envision™: The rating system was completed by Peter A. Richardson, P.E, LEED AP, the Vice President of Green Intemational AMiates, Inc, Green served a the Prime Consultant on an experienced engineering design team for this project, which also included Weston & Sampson Engineers, GEL Consultants and CorrTech, Ine. The entire process of completing Envision™, including time to review and understand the rating tool, took approximately 16-20 hours. Richardson agrees that the esigning/planning stage isthe optimal time to complete Envision™ but if lilized Inter in the process he secs it as tool to se how sustainable a recenly designed and constructed project was and where sustaimble engineering opportunites were mised.
