Low Paging Success Ratio

There are some reasons as following below:

1. Paging timer is too short.
2. Disable resend paging request.
3. Congestion paging queue.
4. Poor coverage.
5. Too bad radio environment.
6. Too many UE with 2 SIM.
7. Too many HO between 2G - 3G and reverse.
8. Too many location updating while paging request sending at the same time.
9. Equipment failure.
