Decentralization Brings Good Result For MSEDCL - 18
Decentralization of MSEDCL is bringing good results for state-run power discom MSEDCL within a
short span of time. Four regional offices of the company, including the one at Nagpur, had come into
existence on October 2.
Prasad Reshme, director of Nagpur region, told TOI that due to closer monitoring in past six months
collection efficiency of residential, commercial and industrial consumers had gone up from 98% to
110%. "Earlier the billing of residential and commercial consumers was between 80% and 82%. The
rest was average billing. Now regular billing is around 90%. This has improved the collection
efficiency. Distribution losses have also gone down," he said.
"Now we issue the bills to most high tension (HT) consumers by 2nd or 3rd of the month. By 5th of
the month this exercise is fully complete. The industrialists now pay their bills earlier," Reshme
further said.

Earlier, many automatic meter reading (AMR) systems of industrial consumers was not in working
order. This led to improper billing. Now 90% AMRs are functioning properly.
Earlier, the flying squads were under director (vigilance), MSEDCL. Now they function under the
regional directors. "In past six months the flying squads have detected about 1,900 cases of power
theft. This has increased our sale by 4 million unit (MU). In addition the regular staffers are also
detecting power theft," the director said.
Decentralization has benefited Gadchiroli district too. In last six months, 35 villages have been
electrified and another 150 will follow the suit by March 2018.
