was being commenced regarding the issue of whether or not you violated Ark. Code Ann. § 21-8-801(b)
andlor Ark. Code Ann. § 21-8-304(a) in your capacity as Mayor of North Little Rock in connection with
jntroducing a resolution which sought to circumvent the gift prohibitions set forth in Ark, Code Ann, § 21-8-
801.
Please be advised that the results of staff's investigation were presented to the Commission at the meeting held
‘on today’s date, At that time, the Commission decided, by a vote of 4-0, with Commissioner Younger not
present, to DISMISS the complaint
Evidence gathered during the course of the investigation reflected that your role was limited to introducing
Resolution No. 9078 to the North Little Rock City Council and presenting it at the meeting that was held on
October 24, 2016. The Commission determined that such conduct did not constitute a violation of Ark. Code
‘Ann, § 21-8-801(b) or Atk, Code Ann. § 21-8-304(a).
In accordance with Ark. Code Ann. § 7-6-218(b)(1)(C), this letter serves as notice of the Commission's final

Commissioner Younger not present, to DISMISS the complaint.

2017, which would have made it impossible for the case to proeced if the Commission had
determined that probable cause existed.
