1. Welcome, introductions, apologies


Apologies: Lisa Murphy, Richard Cross, Cllr Kenney, Brian Reynolds, Kate
Rees, Lynne OBrien, Heather Davison, Pauline Mansfield.
GL explained that Amanda Warburton was unable to attend the meeting and
that Item 6 would not be dealt with.

2. Minutes of last meeting (12 Oct 2016) and Action Log
2.1 The minutes of 12 Oct were agreed.
2.2 Matters arising
Item 3.2 GL and LOB are still trying to find an appropriate speaker on benefits
Item 3.3 Issue of different price levels for day services was taken to Adult Social
Care Forum (ASCF). GL mentioned split pricing.

SH people find it hard to get the budget split. Large councils can negotiate
discounts.

JS not convinced. Care managers are not happy with split pricing. It complicates it
for those who manage Direct Payments.

KC we are entitled to arrange it this way.

SH - ASCF cannot take this further because they cant tell other organisations about
their pricing.

EF confirmed that a person can do a mix of payments. For the carers budget its
more complicated to set up. A repeat activity makes this easier. She advised
speaking to the care manager who can raise a complaint.

KC - why isnt there a footnote to the contract, that is to say the county council has a
part to play by encouraging best practice.

EF we have moved away from block contracts because they were less flexible.

JS choice is an issue. His son may not like an activity.

KC the contract should be more commercial i.e. book services as required.

2.3 Action Log


GL explained that the action on finding a speaker on End of Life care followed a
request from Young Carers who asked about the involvement of carers.
EF will give a financial report at the first meeting after April.

3 Feedback from Carer Representatives


LG mentioned a comment from a carer. A personal budget for carer
assessment of 400, whilst acknowledging the pressure on the public
purse, didnt seem to go very far.
Wheelchair assessments. SdP said that although his cared-for has had an
OT assessment they still have not heard from the wheelchair service. He

is disappointed at the process even though the OT assessment was able
to provide equipment very quickly.

EF said the CCG is looking at the Wheelchair Service which might go out for a new
tender. Healthwatch has provided evidence. It takes 12-15 months from specification
to having a provider in place. In the interim they are working with the current provider
to make improvements. This provider seems to be doing well in Essex.

LB added that the first meeting of wheelchair users is on 15 December. Her advice
to SdP is to complain officially because the CCG has to pick up complaints.

SH explained that a wheelchair is tailor-made for an individual.

ZN who records the complaints?

GL said that the report produced by Pinpoint, Healthwatch and CAIL has gone to the
CCG which has now employed an officer to deal with the issue.

ZN a parent had a query about their child with learning disabilities who
may move to AAT. This parent believed that they had been told that the
AAT were able to provide a higher budget than the team that the child was
currently with.

EF said the local authority has a duty to do a carers assessment and look at how the
caring role impacts on the carer. This related to current legislation. Her budget has to
cover commissioned services and identified carer need.

ZN whose onus is it to initiate a carers assessment or an update?

EF carers have an annual review. If their circumstances change significantly they


can have one before they are due.

ZN if a carer hasnt had a review for twelve months should it take place
automatically or can it be prolonged indefinitely?

SH say a carer hasnt had a review for eighteen months.

EF then you should complain to the manager, ask for a complaints form. It is a
staged process and not time-bound. The details are on the county council website.

ZN said the case she has in mind has gone on for twenty months.

LG met Total Voice. They are setting up a group advocacy for people with similar
issues.

4 CCG changes to Local Commissioning Groups
KC sent round a report before the meeting.
Local Commissioning Groups are no longer part of the CCG.
Anyone who wants to take an issue to the CCG should let KC know.
Meetings will be held bi-monthly.

5 Feedback from other meetings


GL attended the Conference on Cultural Considerations and Dementia held by
the CPFT about how to engage people differently so families can access support.
Shirley Lockwood spoke about work with the Traveller community plus a talk on
health checks for the Peterborough Asian community.

6 Domestic violence - Cancelled.


The Board used the time to discuss how best to use the reports from member
organisations that were circulated in advance of the meeting.
LG asked what the CPB actually wants so she can tailor her reports. She could
choose one service to focus on each time.
LB felt that some of Pinpoints activities might not be relevant to this board.
EF Carers Trust Cambridgeshire has a huge contract. Information and advice is
part of that.
SH said independent members meet parent carers so a brief summary would be
useful.
AT said the written form had replaced the verbal updates which can take time.
Bullet points are helpful. News from organisations could be included in CAILs
Bulletin.
LG added that if there was a particular issue of interest to the board then let her
know.
ZN Making Safeguarding Personal run a range of training. The CAIL bulletin
also lists courses. CW said she would be interested.

Break

7 Handyperson Service
The countywide service is for people over 65 and for people with
disabilities.
The overall aim of the service is to ensure safety and help to avoid hospital
admissions

There are two elements:
1. Handyperson Service of a Home and Wellbeing check
2. 7-Day Hospital Discharge Facilitation to include things like moving a
bed or installing a key safe quickly.
Charge for any work done is 25 for the first full hour and charged by the
quarter hour after that. Charging is required by the contract. They sub-
contract to three companies and monitor standard of work done.

ZN is this on top of the re-ablement service.

MW yes

SH if a carer goes into hospital could they use the service

MW it has hasnt happened yet but dont see why not.

CW how long is the contract?

MW it is for 3 years plus two. The contract is with Adult Social Care, Health is not
contributing.

LG have you come across carers?

MW we have had a few.

ZN came out of Hinchingbrooke but had not heard of the service.

EF this contract is specifically to run through hospital discharge.

CW - why is there a difference between planned and unplanned admissions? The


need is still there. What do you do if you dont have a social worker?

EF if a carer is in hospital GP can refer to Age UK. EF apologised for having to


leave before the end of the meeting.

LG CTC is looking to facilitate rapid care packages to get people home.

MW we are working with CTC and also have an information service that can
advise.
