Said amendments, which include changes as well as additional implementing guidelines to further nuance the provisions earlier set forth, must be read alongside CHED Memorandum Order No. 3, Series of 2016, for the guidance of all higher education institutions and personnel We encourage higher education institutions and personnel concerned to continuously partner with the Commission as we strive to innovate and iterate our policies in order to respond more closely to the needs of higher education institutions and personnel during this critical and exciting period for faculty and staff development. Series of 2016 & § z s % co & SUBJECT: AMENDMENTS TO CMO NO. 3, SERIES OF 2016, “GUIDELINES ON GRADUATE EDUCATION SCHOLARSHIPS FOR FACULTY AND He STAFF DEVELOPMENT IN THE K TO 12 TRANSITION PERIOD” In accordance with the pertinent provisions of Republic Act No. 7722 or the Higher Education Act of 1994, the Commission on Higher Education released CHED Memorandum Order No. 3, series of 2016, entitled Guidelines on Graduate Education Scholarships for Faculty and Staff Development in the K to 12 Transition Period. In line with the Commission's continued efforts to refine, nuance, and increase the responsiveness of its policies,CMO No. 3, s. 2016. is hereby amended as follows: Section A, Eligibility of Nominees, of Article III, Criteria for Nomination, shall now read as: 1. Is a Filipino citizen not more than 52 years old for the master's degree program, or not more than 50 years old for the doctoral degree program; or not more than 60 years old for Dissertation Grants, Professional Advancement Grants, and Post- Doctoral Fellowships. Exceptions may be considered by the Commission, depending on the particular nature of the discipline and the justification provided by the SHE!, and as approved by the Commission En Bane. Section 1 of Article IV, Qualifying and Selection Process, shall now read as: ‘An SHE! may nominate its faculty and qualified non-teaching staff for scholarships by submitting a nomination form, along with all documentary requirements of the faculty and staff nominated, through the following Mode of Documentary Requirements To be submitted thru: Submission HARD COPY | SHE! nomination form Delivery: ‘SUBMISSION 4F HEDC Building, C.P. One-page thesis/dissertation ‘proposal (for nominees with ongoing Master's / Doctorate program status) Nominations may be made prior to the faculty or non-teaching staff's admission to a CHED-authorized DHEI. As such, faculty and non-teaching staff are encouraged to apply in parallel to this process Section 2 of Article IV, Qualifying and Selection Process, shall now read as: Nominations shall be evaluated by the Technical Working Group for Graduate ‘Scholarships sitting as the National Screening Committee. Vetting and selection of nominees shall be based on the strength of the nomination of the SHEI, how these justifications compare to those of other SHE! nominations, and how these tie in with the academic, professional and development priorities and needs of the relevant region and of the country. Further. the Commission shall endeavor ‘proportional distribution of individual scholarship slots between public and private HEIs, taking into consideration: (1) regional representation, and (2) estimated demand _based_on_actual_information_on_enroliment_and_number of affected faculty and staff during the previous semester. Provided, that the Commission may redistnbute said allocations if not otherwise availed by qualified scholars. Section 3 of Article IV, Qualifying and Selection Process, shall now read as: The Commission En Banc (CEB) shall approve SHEI nominations based on recommendations of the National Screening Committee. The Commission shall send a written notice to the SHE! that its approved nominees are eligible to avail of the scholarship in CHED-recognized DHEls. In certain cases, conditional approval may be awarded, with the following notes: 1. Redirect Degree. Approved nominees must select 2 degree and/or indicate_an_area_of specialization aligned to the teaching discipline. feaional/national development and/or SHE!'s strategic direction. 2. Redirect DHEI. Approved nominees must select a different DHEI that Is CHED-recognized and/or in order to discourage inbreeding, in cases of nominees that intend to pursue studies in their own SHEI. Further, note that awarding of the scholarship is contingent upon the scholar's admission to a CHED-recognized DHEI, and subject to the criteria, processes, and policies of the said DHE! Article V, Scholarship Privileges and Incentives, shall now read as: Faculty and staff scholars awarded with full master's or full doctoral scholarships shall receive a scholarship package consisting of tuition and fees, living allowance, book allowance, transportation allowance, _thesis/dissertation allowance, and group insurance (Refer to Appendix A). Thesis/dissertation grantees, on the other hand, shall only be entitled to the thesis/dissertation allowance, The thesisidissertation/capstone_project_allowance_aims to support the grantee during or in support of the completion of the thesisidissertation_or special/capstone project, The_process for disbursement of the grant amounts is provided in the table below: Component 1 Tranche (80% 2" Tranche (20%) 1. The Commission shall update the scholarship amount regularly, benchmarking with other scholarship-granting bodies and adjusting for inflation, as required 4. Early Completion Incentive. Scholars who obtain their respective degrees at least one regular term (semester, trimester or quarter) ahead of the approved plan of study shall be entitled to a cash incentive equivalent to the total remaining stipend for the scholarship period 2, Dissemination Grant. Scholars may apply for a grant to participate in paper Presentations or conferences in the Philippines or abroad, subject to the evaluation and approval of the Commission, and availability of funds. The grant amount will be set on an annual basis and benchmarked with other grants of the same nature sa Article VI, Terms and Conditions, shall now read as: A. General Terms and Conditions 1. Scholars officially enrolled and with executed scholarship contracts shall be entitled to receive financial benefits and privileges as herein stipulated, to be disbursed by the Commission through a prepaid card facility in the Development Bank of the Philippines (DBP). Entitlement to scholarship privileges shall ‘commence on the first month of the grantee's academic term in accordance with his/her approved study plan. ) 4. Scholars may pursue their degrees in any CHED-recognized delivering HEI (DHE!), regardless of the prospective DHEI indicated in their nomination. and without requiring prior approval from the Commission, Provided, that they pursue the degree program approved for them (Memorandum from the Chairperson, 10 May 2016). However, scholars are not allowed to enroll in their Sending HEI. in special roved by the Commission. 5. Generally, scholars are required to finish the degree within two (2) years for master's and three (3) years for doctoral degree, with a maximum of four (4) years allowed for the latter for the purpose of further dissertation research. However, exceptions may be allowed by the Commission based on the approved plan of study of the scholar. The time limit shall be adjusted accordingly for scholars who avail of the grant for ongoing master’s or doctoral degrees according to the units of coursework and/or amount of research still to be undertaken. B. Counterpart and Bridge Funding ‘SHE!s shall have discretion in the determination of the leave mechanism that will be applicable to the scholar during the period of the grant (Le. study leave with pay). consistent with the SHEI's respective faculty/staff development pian and/or the provisions of their collective bargaining/negotiation agreement, as the case may be. and relevant laws. rules and regulations. SHEls are encouraged to provide counterpart funding or other forms of support to their respective scholars, especially in cases in which the regular salary of said scholar is higher than the stipend amount provided by the Commission 2. Compensation for teaching / work load in the SHE! The approved nominee with regular employment may teach or work in his/her exceed 3 units of teachina/workload. For the the approved nominee who availed of the study leave with pay benefit of the SHEL since he/she is already receiving his/her monthly salary, compensation for said teaching/workload during the period ‘of the scholarship grant shall already be covered by his/her monthly salary, subject to agreed-upon terms with his/her SHEL. if any. If the approved nominee is on study. leave without pay, he/she shall be compensated accordingly. Approved nominees without regular employment (i.e. on part-time basis or on contract of service) who are required to teach or work (still with the maximum of 3 units) while on scholar all be compensated by the SHE accordingly. Q - z Further, for all approved nominees, the terms of the teaching/workload during the Period of the scholarship grant. if any, shall be expressly provided in the ‘Scholarshi ‘two parties t mission, 3. Government benefits Mandatory government contributions pertaining to the approved nominee with regular employment who availed of the study leave with pay shall still continue during the pendency of the scholarship grant. Other benefits may be granted to approved nominees based on existing arrangements with their respective SHE!s. C. Required Submissions Each scholar will be required to make the following submissions to the Commission for the duration of the scholarship, through the DHEI or the CHED Online Platform, when available: Document Submission Period 1. Leave of Absence or Deferred Enrollment 1 A scholar will not be allowed to defer enrollment, except for the following reasons. a. Poor health of grantee (for ongoing grants), certified by a government physician; b. Maternity Leave of Absence (LOA) of the grantee; c. Other meritorious reason acceptable to the SHE, the DHE! and the Commission. 2. In any of the above cases, the scholar must request permission for deferment from the Commission no later than thirty days (30) after the release of the CHED Memorandum Order approving their nominations for the scholarships. The written notice must be endorsed by the scholar’ SHEI. The Commission shall review the approved nominee's request for deferment and provide feedback within fifteen (15) days from receipt of the request. 3. Scholars who fail to inform the Commission of their deferment on time are effectively forfeiting their scholarships. E. Reentry Plan and Return Service Obligation () 4. The scholar shall be obliged to render return service according to agreement with the SHE, provided that it follows at least a 1:1 ratio, i.e., one year of service for every year of the scholarship. Faculty and staff awarded scholarship for ongoing graduate studies shall render return service proportional to the length of period of hisiher graduate studies covered by the scholarship. Faculty and staff awarded thesis or dissertation grants, on the other hand, shall render one year of return service. G) &. For purposes of computing the period of government service rendered for approved nominee who are on leave with pay, there will be no break in their period of government service rendered while the scholarship grant is in force. in accordance with existing CSC rules and regulations on leave. Allother provisions of CMO No. 3, s. 2016, that are not affected by this amendment, shall remain valid and in force. For the guidance and strict compliance of all HEIs.
