be sold to municipalities for the betterment of their community, now, therefore be it
RESOLVED, By the Albany County Legislature that the County Executive is
authorized to execute on behalf of the County any documents necessary to convey
the aforementioned list of properties in the City of Albany, to the City of Albany
Department of Water and Supply for $10,000, and, be it further

WHEREAS, Dunkin Brands Inc., 130 Royall Street, Canton, MA
(Suiteholder) has expressed interest in leasing Corporate Suite No. 24 at the Times
Union Center in accordance with terms and conditions approved by the County
Attorney, and
WHEREAS, The Suiteholder has agreed to pay an annual rental fee of
$20,500 for said suite, and
WHEREAS, The Suiteholder has also agreed to pay $28,000 annually for
advertising within the Arena, and
WHEREAS, Annual payments totaling $48,500 are to be made as follows: a
$20,500 payment on or before July Ist preceding the contract year, and the
remaining $28,000 payment is due on or before December 15th during each contract
year, and
WHEREAS, The term of said lease shall be for a period of three (3) years
beginning on March 30, 2017 and ending on March 31, 2020, now, therefore be it
RESOLVED, By the Albany County Legislature that the County Executive is
authorized to enter into a lease agreement with the aforesaid Suitcholder to lease
Corporate Suite No. 24, beginning March 30, 2017 and ending on March 31, 2020, at

WHEREAS, The Director of the Office of Immigration Assistance has requested
an administrative adjustment to the 2017 Immigration Assistance budget to allow
Public Policy and Education Fund Inc. to assist in providing services and information
about immigrants legal rights, human trafficking, and adjusting to living in a new
culture to documented and undocumented immigrants and local service providers, and
WHEREAS, To accomplish this, the Director has requested a budget
amendment to appropriate funds for the aforementioned services, now, therefore be it

Immigration Assistance Budget is amended as follows:

March 31, 2017, and
WHEREAS, The Commissioners of the Board of Elections have requested
authorization to extend the agreement for the period through March 31, 2018 rather

WHEREAS, The Director of the Crime Victim and Sexual Violence Center
has requested authorization to enter into agreements with the Albany Police
Department for the Trauma Response Team, Schenectady County District
Attorney's Office to provide Project Safe Neighborhoods and the Cease Fire
components of the NYS Division of Criminal Justice Services Give II Grant in the
amount of $85,000 for a one year period beginning July 1, 2017 and ending June 30,
2018, and
WHEREAS, The Director indicated that Albany County will have a fiduciary
role in the GIVE II grant and the Albany Police Department will receive $45,000
and the Schenectady County District Attorney’s Office will receive $40,000 to
administer the services, now, therefore be it
RESOLVED, By the Albany County Legislature that the County Executive is
authorized to enter into agreements with the Albany Police Department in the
amount of $45,000 for the Trauma Response Team, Schencctady County District
Attorney's Office for $40,000 to provide Project Safe Neighborhoods and the Cease

WHEREAS, The Director of the Crime Victim Sexual Violence Center has
requested authorization to submit a grant application to the Division of Criminal
Justice Services regarding Rape Crisis Services in the amount of $31,306 for the period
beginning October 1, 2016 and ending September 30, 2017, and
WHEREAS, The Director indicated that funding will be used to provide services
to sexual assault victims in Albany County, now, therefore be it

authorized to submit a grant application, to the NYS Division of Criminal Justice

AUTHORIZING A MEMORANDUM OF UNDERSTANDING WITH THE
NATIONAL RUNAWAY SAFELINE

WHEREAS, National Runaway Safeline provides 24-hour crisis intervention
services for runaway, homeless, exploited and at-risk youth in Albany County, and
WHEREAS, Director of the Crime Victim and Sexual Violence Center has
requested authorization to enter into a Memorandum of Understanding (MOU) with
the National Runaway Safeline to provide 24-hour crisis intervention services, and
WHEREAS, The Director has indicated that through this MOU, Albany
County will not incur any expenses and through the terms of the MOU, digital
services, telephonic communication, conference calls, message relay and information
and referral services will be available to youth and families in Albany County once
the MOU is executed through the end date of July 31, 2018, now, therefore be it
RESOLVED, By the Albany County Legislature that the County Executive is
authorized to execute an MOU with National Runaway Safeline regarding 24-hour
crisis intervention services for runaway, homeless, exploited and at-risk youth in
Albany County at no expense to County, and that the MOU be effective once executed
with an end date of July 31, 2018, and, be it further

WHEREAS, By Resolution No. 192 for 2016, this Honorable Body authorized
an amendment due to a redesign to indicate the agreement with C&S Engineers,
Ine. regarding design services for the CR55 (Creble Road) over the Vioman Kill
Bridge Rehabilitation Project is in the amount of $159,201 rather than $64,395, and
WHEREAS, The Commissioner of the Department of Public Works has
requested authorization to amend the agreement with C&S Engineers, Inc. in the
amount of $55,195, in order to complete additional construction inspection and
construction support services on the CR55 (Creble Road) over the Vioman Kill
Bridge Rehabilitation Project in the Town of Bethlehem, resulting in a revised

Contractors, LLC for construction services regarding the CR55 (Creble Road) Over
the Vloman Kill Bridge Rehabilitation Project in the Town of Bethlehem, and
WHEREAS, The Commissioner indicated that the work includes providing all
labor, materials, machinery, tools, equipment and other means of construction
necessary and incidental to the completion of the work shown on the plans and
described in these specifications including, but not necessarily limited to the
following: structural concrete invert paving of the three existing 250 ft. steel
corrugated culverts, culvert inlet improvements, guiderail and striping
replacement, and
WHEREAS, The Department of Public Works, through the County
Purchasing Agent, issued a request for bids and on January 27, 2017 six bids were
received pertaining to the project, and

Project in the Town of Berne in the amount of $237,466 rather than $218,412, and
WHEREAS, The Commissioner of the Department of Public Works has
requested authorization to amend the agreement with Barton & Loguidice, D.P.C.

(Bradt Hollow Road) Fox Creek Bridge Rehabilitation Project in the Town of Berne

WHEREAS, The Commissioner of the Department of Public Works has
requested authorization to enter into an agreement with Bette & Cring, LLC
regarding the construction of CR9 (Bradt Hollow Road) Over the Fox Creek Bridge
Rehabilitation Project in the Town of Berne, and
WHEREAS, The Commissioner indicated that construction services for the
project include the complete removal of the existing superstructure and full depth
reconstruction and paving of approximately 415 linear feet of roadway, installation
of new bridge and highway railing, placement of stone fill for scour protection, site
restoration, and other miscellaneous items, and
WHEREAS, The Department of Public Works, through the County
Purchasing Agent, issued a request for bids and on March 30, 2017 ten bids were
received pertaining to the project, and
WHEREAS, The Department of Public Works engineering staff along with
consultants Barton & Loguidice D.P.C. reviowed said bids and recommended
awarding the contract to Bette & Cring, LLC as the lowest responsible bidder, now,

AUTHORIZING THE ACCEPTANCE OF A LITTLE LIBRARY FOR THE
ALBANY COUNTY RAIL TRAIL

authorization to accept a little library on the Albany County Rail Trail in the vicinity
of the Adams Street and Hudson Avenue intersection in Delmar at no cost to the

WHEREAS, The Commissioner indicated the little library, a large mailbox-like
structure, would be donated to the county and maintained by Ms. Kristie Mahan after
being installed by the County Department of Public Works allowing Rail Trail users to
stop and read books or take books home to return at a later date, now, therefore be it

PROGRAM

to submit a grant application to New York State Energy Research and Development
Authority (NYSERDA) for up to $250,000 in funding regarding the Clean Energy
Communities Grant Program, and
WHEREAS, Albany County was designated a Clean Energy Community on
February 17, 2017, and subsequently became eligible for grant funding for clean
energy projects in the County, and
WHEREAS, There is no corresponding match requirement for the County,
now, therefore be it
RESOLVED, By the Albany County Legislature that the County Executive is
authorized to submit a grant application to NYSERDA for funding of up to $250,000
regarding the Clean Energy Communities Grant Program and clean energy projects

Care Facilities has requested authorization to accept a donation in the form of office
furniture from General Electric Company to be delivered to the Albany County
Nursing Home, and

will donate and deliver desks, tables, chairs, shelving, desk cubicles and other
furnishings with an approximate value of $80,000 to $90,000 at no cost to the Nursing
Home, now, therefore be it

authorized to accept: donated office furniture from the General Electric Company
valued at $80,000 to $90,000 to be delivered to the Albany County Nursing Home at no

FOR THE HOMELESS REGARDING EMERGENCY AND TRANSITIONAL
SHELTER SERVICES

WHEREAS, Local Social Services districts are required to provide emergency
and transitional shelter to public assistance eligible homeless persons, and
WHEREAS, The Commissioner of the Department of Social Services has
requested authorization to enter into an agreement with Interfaith Partnership for
the Homeless regarding emergency and transitional shelter services for eligible
homeless individuals, and
WHEREAS, Interfaith Partnership for the Homeless is a 30-bed facility
which serves both male and female public assistance-eligible adult homeless
persons and homeless individuals with disabilities, and
WHEREAS, Interfaith will provide emergency and transitional shelter
services for homeless individuals, including room and board, linkage to needed

authorized to enter into an agreement with Interfaith Partnership for the Homeless
for emergency and transitional shelter services for eligible homeless persons and
homeless individuals commencing July 1, 2017 and ending June 30, 2018, in an

and transitional shelter to public assistance eligible homeless individuals and
families, and
WHEREAS, The Commissioner of the Department of Social Services has
requested authorization to enter into an agreement with Catholic Charities of the
Diocese of Albany regarding emergency and transitional shelter services at the
Mercy House and St. Charles Lwanga Center, and
WHEREAS, Mercy House is a 19-bed facility which serves females and small
families and St. Charles Lwanga Center is a 19-bed facility which serves adult
males, and
WHEREAS, The shelters emphasize the provision of a safe, sober
environment which assists in addressing the factors that cause an individual to be
homeless and in securing permanent housing or appropriate residential placement,
now, therefore be it
RESOLVED, By the Albany County Legislature that the County Executive is
authorized to enter into an agreement with the following service providers for a

and transitional shelter to public assistance eligible homeless families, and
WHEREAS, The per diem rates for the operation of State-approved Tier II
Family Shelters are established by the State of New York and are periodically
retroactively reconciled with actual expenditures and revenues, and
WHEREAS, The Marillac Residence, a 24-unit State-approved Tier II Family
Shelter has been operated by St. Catherine’s Center for Childron through an
agreement with Albany County for a number of years, and
WHEREAS, The Commissioner of the Department of Social Services
recommends renewing the agreement for another year, now, therefore be it
RESOLVED, By the Albany County Legislature that the County Executive is
authorized to enter into an agreement with the St. Catherine’s Center for Children -
Marillac Residence for State-approved Tier II Family Shelter services for a term
commencing July 1, 2017 and ending June 30, 2018 at a per diem rate set by the
State of Now York which may be retroactively adjusted, but presently is anticipated
at $137.88 per day per family, and, be it further

WHEREAS, The Commissioner of the Department of Social Services has
requested authorization to enter into an agreement with St. Peter’s Addiction
Recovery Center, Inc. (SPARC) regarding emergency and transitional shelter
programs for eligible homeless individuals with mental illness, chronic alcoholism
or other behavioral problems, and
WHEREAS, SPARC will provide emergency and transitional shelter services
to meet the needs for homeless individuals including room and board, linkage to
needed community services and assistance in securing permanent housing and/or
residential placement, now, therefore be it
RESOLVED, By the Albany County Legislature that the County Executive is
authorized to enter into an agreement with St. Peter’s Addiction Recovery Center,
Inc. for emergoncy and transitional shelter services for eligible homeless individuals
with mental illness, chronic alcoholism or other behavioral problems commencing
July 1, 2017 and ending June 30, 2018, in an amount not to exceed $244,000, and,
