24 2 AUTOMATION OF H.P. LEGISLATIVE ASSEMBLY & Brij Behari Lal Butail egislative Assembly has a great role to play in making laws, overseeing the executive and communicating with citizens. They ensure that izens participate in the decision-making processes. The emergence of e-Vidhan has created an opportunity for developing creative ways through Which Legislative Assembly could ensure interaction between citizens and the Legislature. The internet has revolutionalised interaction between organisations and their clients by offering the freedom of choice and delivering services with speed. It has positive implications for democracy that provides a platform for the expression of the people's "voice" without spatial constraints. This is what some experts refer to as “digital democracy" Internet must be made a useful tool for providing citizens with on- time, credible and easy-to-understand information. To achieve this objective, there should be much emphasis on training of both the legislators and the staff who support them, Himachal Pradesh Legislative Assembly has become India's first ever high-tech Legislative Assembly by implementing ¢-Vidhan system in co- ordination with H.P. Vidhan Sabha, H.P Government, DeitY Govt of India, NIC, NICSI and SBL. Since its launching on 4th August 2014 by Hon'ble Chief Minister Himachal Pradesh, all documents related to the House are made available online to Hon'ble Members through touch screens installed on their tables and Mobile Apps. Alll papers for laying are received online from government departments using secure ¢-Vidhan website. By making Assembly House paperless, there is an expected saving of Rs, 15 crores per annum for H.P. Fi 1ee State and 6096 number of trees will be saved from felling. Apart from this, the cost of sending the papers manually from all over the State to the Headquarters of the Government and Assembly, will be saved to a great extent. Most of the Assemblies are interested in e-Vidhan model of H.P. Legislative Assembly. Speakers of Haryana and Madhya Pradesh along with their teams have visited H.P. Vidhan Sabha to study e-Vidhan system After understanding the system, they have shown keen interest to implement it in their respective States. Teams of states such as Karnataka, Punjab, Assam, Jharkhand, Chhatisgarh, Kerela, Sikkim, Manipur, Arunachal had earlier visited H.P. Vidhan Sabha and are also keen to implement e-Vidhan system. Speakers of many states are planning to see e-Vidhan at Shimla, Legislative Assemblies of Gujarat, Uttar Pradesh and West Bengal have also contacted us recently regarding e-Vidhan System. ‘Smart |-Cards have been issued to the Hon'ble MLAs which can be used for the following purposes:- Attendance system Access Control System Library Management System Secure ID-Proof eeee Efforts are being made to digitize all previous Assembly records of the Library such as debates, bills, Questions & Replies, Speeches, etc. Work for the last 10 years has been digitised and rest of the record will also be completed in due course of time. We are also ready to connect House Committees online with all government departments and all correspondence such as notices, questionnaires, replies by departments will also be online like the documents already being done during the sessions. In this regard, training will be given to all government departments shortly, which will also help in saving huge papers and material e-Constituency Management is also being implemented for the use of public and Hon'ble Members. In this regard, training camps are being organised by e-Vidhan Wing of H.P. Vidhan Sabha at all Sub Division level eis, 20154 of Himachal Pradesh for the nodal officers of various departments in the respective constituencies and Hon'ble Members are also being invited in the training camps being held in their respective constituencies. To make this e-Constituency programme successful, the Department of Information Technology, Government of Himachal Pradesh has also been involved for coordinating and organising all logistic arrangements for e-Vidhan Training Camps at Sub Division level. All constituencies are being made online one by one to avoid any confusion. We are also imparting training to one staff engaged by each MLA in e-Vidhan Training Centre, H.P. Vidhan Sabha for understanding the proper Use of e-Assembly and ¢-Constituency components of e-Vidhan System so that he can further help the concerned Member. Internet Dongles have also been given to all Hon'ble Members as per their request and network coverage in their areas. Our objective is to make all MLAs efficient enough to use the latest Information Technology and manage their respective constituencies with the help of IT tools. Himachal Pradesh Government has appreciated the e-Vidhan work and Hon'ble Chief Minister conferred State Level Civil Services Award to the e-Vidhan Team of H.P. Vidhan Sabha for designing and implementing the e-Vidhan system for further use by all Government Departments. ‘A new e-Governance and General Purposes Committee of the Assembly House has been constituted which shall indeed play a vital role in strengthening the e-Governance system in the State e-Vidhan is a step towards e-Parliament to e-Democracy and creating a Model for Effective Management.
