MINUTES OF THE 2014 FWCOMPHIL ASSESSMENT CUM PLANNING

WORKSHOP

March 13-15, 2014

Hotel Supreme, Baguio City

The Department of Labor and Employment National Capital Region


(DOLE-NCR) and Family Welfare Committees of the Philippines
(FWCOMPHIL) spearheaded the Strengthening of Partnership and
Capability of the FWCOMPHIL members and DOLE-NCR Family
Welfare Coordinators at Hotel Supreme in Baguio City. It aims to
sustain the camaraderie between and among old and new members
of FWCOMPHIL for effective and efficient implementation of the
Family Welfare Program (FWP), update them with the latest laws and
issuances that are part of the Ten (10) Dimensions of FWP and
assess the 2013 Accomplishments and Targets and finalize the 2014
Action Plan. More than thirty (30) companies were present during
the said activity.

On the First day, March 13, 2014, participants gathered in this event
participated in an activity in which they were separated into two (2)
groups and each group will discuss the following:

o The First Group discussed about the indicators of a happy


worker; the indicators discussed are the following:

Self-fulfillment and achievement within self, Good


Relationship with other Workers, Working Environment,
Company Activities and Recognition and Trust.

The second group discussed the indicators of a productive


worker and its indicators are the following:

Reflection and Prayer Room, Family, Productive Goal or


Level-up Oriented, Significant-Oriented within self,
Motivates co-workers to work together even with bosses
by greeting or acknowledging them, Communication
within the working environment, Assist/help co-workers
harmonious relationship.

Happy Workers start within the Family Sec. Baldoz was quoted by the

In the afternoon of Day I, Dr. Renato Josef, Discussed the Aspects of
Social Responsibilty, Responsible Parenthood and Parenting Parents a
reflection and meditation were also conducted by the lecturer.

Within the discussion, Dr. Josef quoted that Promotion,


Protection in the workplace is an important factor in having
happy and productive working attitude;
Stress comes from within itself as the speaker also said
during his lectures.

Growing the cooperative
Benefits in joining the cooperative including the Educational Benefit
that can be provided to the dependents of members. Also offering
financial assistance to deserving students who wish to take a three-
year course.

DAY 2 MARCH 14, 2014

On the second day, March 14, 2014, Mr. Segundino F. Coretico,


Chief, TSSD-LRLS discussed the Labor-Laws Compliance Systems
rules and enforcement framework, its process within the system and
the salient distinctions from the past framework.

A visit in DOLE-CAR took place and both Coordinators and


Participants visited the beehive plantation near their Office in which
the cooperative of DOLE-CAR is in charge. They also gave a sample
of their good quality honey.

Employment-related provisions of RA 10028 known as the Expanded


Breastfeeding Act and updates on the Lactation Station exemption
were discussed by Mr. Robert Cudal of the Bureau of Workers with
Special Concerns.

The president of FWCOMPHIL, Mr. Allan U. Papares, announced the


2013 Accomplishments in which he pointed out the following:

What should the committee do knowing that the


committee have a limited budget;
Encourages the members to state the advocacies to the
workforce of each member company to fully understand
and adapt the programs and benefits of what the
Committee has to offer.

He also praises the Committee for the CY 2013


accomplishments.

The planning started afterwards in which the group was divided in 4:


Planning, Ways and Means, Education, Membership.

Ways and Means Committee Ramil Anzaldo, HR


Manager of Fraser Place Manila:

1.) Proposing to have a monthly commission of


200 pesos for the funding of monthly meeting
and its target of implementation is on May
2014;

2.) Think of Ideas e.g. to sell FWCOMPHIL souvenir


items such as t-shirts, perfume, etc. and target
of implementation is on June 2014;

3.) Bingo Social, participants are the members of


the Committee and DOLE-NCR. Target of
implementation is on September 2014;

4.) Raffle tickets in which every member


companies will sell tickets amounting to 5,000
pesos at 50 pesos per ticket. Target
implementation December 2014 and the
proceeds will be given for outreach programs of
the Committee.

Next, is membership Ms. Charity Guerra, Focal Person,


FWP, DOLE-NCR:

1.) Big role of LLCOs in the promoting the


FWCOMPHIL in the aspect of membership and
advocating Family Welfare to different
companies to have the said program even in
small companies/offices. And it is required to
companies having 200 and above workforce as
it is mandated by the law;

The third group is the education and training, the


representative from AMSKOR:
1.) What are the solutions that can reverse the
problems in this aspect;

2.) Wellness, educational training;

3.) Values formation; How to solve the problem in


which the workers continues to get resources
from the company as one of the example;

4.) To have the sharing of best practices in each


member companies within the Committee.

The last group is planning

1.) Promote FWCOMPHIL Visually, so that you can


present more the good effects of the
committee that will benefit the company to
encourage more companies to join and
influence them in practicing the dimensions
that are beneficial;

2.) Sharing of best practices should be included in


the Monthly Meeting;

3.) Scheduled meeting, and before the meeting


starts, invite other companies at least a week
before the meeting, to advocate these
companies to be with the committee;

4.) Help each other to promote the ten dimensions


not just within the member companies but to
other invited companies to help them in the
other dimensions that they lack on. And have
the effective tool to provide the needs of each
companies in having a better image not just in
their workforce but in the society;

5.) Special award and recognition for the


companies having the best Family Welfare
Committee and consistently promotes the
FWPs practices in the workplace.
