Myfellowcitizens,

AsweapproachtheendofourtimeintheHeartoftheValley,mygovernmenthas
beenreadyingforareturntowhatwehopewillbeawelcominghomeland.Wehave
notyetmadecontactwithfellowsurvivorsoftheGreatDarkness,butweareconfident
thatwewillhearfromthemsoon,whoevertheymaybe.Inthemeantime,Iaskyouall
tocarryonasyouhavedonesomagnificentlyinthepastseveralmonths.

Iftheworstcomestopass,andtherearenofellowsurvivorswhowillgreetusinthe
homeland,wewillstillcarrythetorchofhistoryandwaitforthedaythatthis
governmentcanconfidentlytransferpowertoanother.Ourhomehereissecure,with
invaluablepersonnelcapablymanagingtheday-to-dayoperationsofourcivilization.
Wecarrywithusthesumofourcommonhistory,inartifacts,documents,andmost
importantly,memoriesoffadedgloryandwhatistocome.Ourmostvaluableassets
areourproudcitizens-scientists,soldiers,leaders-allofwhomworktogetherforour
cause.Togetherweshallprevail.

Ontomorepressingmatters.Asweapproachtheendofourtimeinexile,wewillbe
tighteningsecurityandpreparingprotocolsforafterourarrival.Assuch,Iamhereby
declaringastateofemergencyintheHeartoftheValley,authorizedunderGovernment
Document#15,NCAHOTVFormation(GD015),whichgrantsmyofficeandmy
subordinatesextraconstitutionalpowersuntilsuchatimeasmyofficeorthatofmy
representativedeclaresthestateofemergencyover.Icanguaranteeyouthatthistime
willnotbeoneofblindreintegrationwithsurvivors-mygovernmentandourarmed
forceswillacceptonlyviablesuccessorstatesthatrepresentandpromotethefinestof
ourhomeland:freedom,liberty,prosperity.Ifnonearetobefound,thenthis
governmentwillcontinuetofunctionasithasthesepastmonths,andwewillprotect
ourheritageagainstallencroachment.
