The two years of the NDA Government mark a journey of
development, bold policy initiatives and hard work to set
milestones of growth and surpass them. Under the dynamic
leadership of the Hon. Prime Minister Shri Narendra Modiji, the
country has witnessed innovative ideas being translated into
action in the field, and dreams of people being fulfilled.
Along with various other areas that have shown promise,
the health sector in the past two years has grown stronger
and more resilient. To name a few of the many notable
achievements, expansion of the coverage of full immunization
to include the left out and missed out children across the
country. The imaginative and ambitious Mission Indradhanush
has set global standards in this regard. We have been validated as
a Maternal and Neonatal Tetanus free country, which is a
monumental success after Polio eradication. The basket of
vaccines has been strengthened through introduction of
newer vaccines for building a stronger India. As another
significant step towards population stabilization, choices
for family planning have been expanded for both men
and women.
The primary and secondary health infrastructure throughout the
country is stronger today, as a result of the National Health
Mission which has supported States with financial, technical and
human resources. The budget outlay for the health sector in the
country has witnessed a significant jump from Rs. 35,812 cr in
2014-15 to Rs. 41,822.2 cr in 2016-17 including the state share.
The new health protection scheme announced in this years
General Budget will provide relief against catastrophic health
expenditure for common man. The tertiary health sector is also
poised for a big take-off with announcement of 11 new AIIMS
and work proceeding fast on the development and upgradation
of medical colleges at the districts.
In addition, we have launched several people-oriented IT
initiatives for expanding the health services, such as Kilkari,
Mobile academy, e-hospitals, National Medical Colleges Network
(NMCN) SUGAM, E-raktkosh, E-CGHS cards, apart from
mobile-based Apps such as India Fights Dengue, ANMOL,
Swasthya Bharat etc.

P R E F A C E
It has been a period of transformation and rejuvenation, as much as
strengthening of existing structures and building upon past successes. The
significant policy decisions and notable initiatives taken up by the Ministry
of Health and Family Welfare during the past two years have not only
reaped commendable benefits but also laid a solid foundation for future
efforts and endeavours.
With the goal of provisioning affordable, assured, reliable and accessible
health care, there has been a renewed and sharpened focus on
strengthening the health care systems catering to the need and wants of
the common man, be it the primary, secondary or tertiary sectors of health
delivery systems. Based on meticulous planning underpinned by evidence
generated through sturdy systems of information gathering and data
analysis, the Ministry has designed and implemented countrywide schemes
and programs for better health outcomes among the masses. The focus
has been on learning from our experiences, identifying gaps and ensuring
renewed vigour in our schemes. Best practices from global experiences
and within the States have been emulated and disseminated. Significant
attention has been given to enhancing the quality of care at all delivery
points within the health systems through standard treatment protocols,
patient satisfaction and public participation. Kayakalp initiative was
launched last year to set protocols for hygiene and sanitation at
government health facilities aimed towards building confidence of the
users in public health facilities and providing quality service.
There has been an increased investment in building health systems through
supporting and strengthening delivery infrastructure in the States. The key
message is that the investments in infrastructure, human resources,
capacity building, support for establishing systems for equipment, drugs
and diagnostics, and harnessing IT through a spectrum of e-initiatives are
yielding dividends. There have been significant and visible returns on this
investment in terms of deceleration in IMR, MMR and the TFR and in
reduction in incidences of various communicable diseases. We are also
according high priority to non-communicable diseases through sharply
designed programmes to cater to the varied categories of people affected
by them. Large scale IEC campaigns have been rolled out during the past
two years to create a health seeking behaviour among the masses and to
generate demand for health services.
The Ministry of Health & Family Welfare is geared up to build and
strengthen health systems that provide quality health care to every single
person in the country..
