Since April of 2014 Walton County has partnered with Escambia to house inmates at the Walton County
Jail, During that time, we have worked diligently to provide a high level of service. I believe that
discussion with line staff will validate the high level of professionalism and customer response we have
demonstrated. Certainly, we are aware that Eseambia County must solve its ongoing inmate housing
concerns and that it is incumbent upon Commissioners to seek every opportunity to provide sound fiscal
‘options. Given the budgetary realities of a continually growing inmate population, as well as concems for
inmate wellbeing you are facing very tough decisions. It had been our hope to partner with you to provide
a level of overflow capacity and advanced programs for inmates that could reduce overall costs.
Unfortunately, I believe that exploration of this opportunity is no longer viable, nor is it in the best
interest of Walton County. As you remember, I spoke before Board on May 11th 2017. At that time, I
offered to answer any questions and even suggested a few policy changes that could reduce costs. It was
ny hope that we could discuss these opportunities as part of a bigger picture to reduce both cost and
recidivism by developing a unique model that could serve as the template for other agencies. On May
25th 2017 we were taken aback by the presentation to the Board. That presentation’s veracity is central to
my concern that the Board is not fully aware of operational issues at the jail and represents a deliberate
indifference, I am very capable of providing written documentation (emails, inmate request responses,
transport records) that would appear to direetly counter issues cited in that presentation,
Given my concerns I feel that I have no other option than to exercise our right to terminate our agreement,
As such, this correspondence provides the required 30-day notice. Effective June 1, 2017, we will no
longer aecept inmates from Escambia County on a contractual basis. The remaining inmates should be
transferred back to Escambia County no later than Jun 30th, 2017.
