I am writing in response to your request under the Act for all agendas, minutes anp
Powerpoint and like presentations for the Site C Project Board Meetings since October 26,
2016, to the date of your request (December 14, 2016).

Response: We have attached 42 responsive pages, some of which have been redacted in
accordance with sections 17, 21, and 22 of the Act.

Section 17 of the Act permits a public body to withhold information the disclosure of which
could reasonably be expected to harm the financial or economic interests of a public body, or
is likely to have information which, if disclosed, could reasonably be expected to harm the
negotiating position of a public body. BC Hydro has redacted certain information on the
basis that disclosure could harm the negotiating position of BC Hydro with third parties
currently working on the Site C project.

Section 21 of the Act requires public bodies to withhold information, the disclosure of which
would reveal trade, commercial, financial, labor relations, scientific or technical information of
or about a third party that is supplied in confidence and if disclosed, could reasonably be
expected to harm significantly the competitive position or negotiating position of the third
party, or result in undue financial loss or gain to any person or organization. In view of its
section 21 obligations, BC Hydro has redacted certain information on the basis that
disclosure could cause undue financial loss or gain to third parties currently working on the
Site C project.

Section 22 of the Act prohibits BC Hydro from disclosing the personal information of an
individual to a third party if the disclosure of that information would be an unreasonable
invasion of the individual's personal privacy, and BC Hydro has therefore redacted names of
third parties that are contained in the material. BC Hydro has also redacted the names of the
evaluators on the basis of section 22(3), which presumes that disclosure of personal
information related to the work history of individuals would be an unreasonable invasion of
their privacy.
