338.SpecialOfficerforScheduledCastes,ScheduledTribesetc
(1)ThereshallbeaSpecialOfficerfortheScheduledCastesandScheduledTribesto
beappointedbythePresident

(2)ItshallbethedutyoftheSpecialOfficertoinvestigateallmattersrelatingtothe
safeguardsprovidedfortheScheduledCastesandScheduledTribesunderthis
ConstitutionandreporttothePresidentupontheworkingofthosesafeguardsat
suchintervalsasthePresidentmaydirect,andthePresidentshallcauseallsuch
reportstobelaidbeforeeachHouseofParliament

(3)InthisarticlereferencestotheScheduledCastesandScheduledTribesshallbe
construedasincludingreferencestosuchotherbackwardclassesasthePresident
may,onreceiptofthereportofaCommissionappointedunderclause(1)ofArticle
340,byorderspecifyandalsototheAngloIndiancommunity
