1.0 GENERAL
‘This specification outlines the purchaser's requirements under which vendor shall design,
‘manufacture, test and supply the following flare stack components:
i) Flare tip with all accessories.
ji) Molecular seal/Gas seal including maintenance platform.
Flame front generation system
iv) Retractable davit with grade mounted winch, wire rope guide pulleys ete. for
lowering/hoisting tip to grade and vice versa
‘The flare stack and the supporting structure for the same are excluded from the scope of this
specification.
2.0 CODES & STANDARDS
2.1 The following latest edition, codes, standards and recommended practice shall govern:
ASME, Section VIII, Div.l _: Unfired pressure vessel code.
API- RP- 521 : Recommended practice for pressure relief and de-
pressurising system.
Other intemational standards may also be acceptable subject to their being equivalent or
superior with prior approval of purchaser.
22 For provisions not covered by the above codes and standards, applicable engineering practices
and norms shall govern.
3.0 TECHNICAL REQUIREMENTS
3.1 The tip shall be equipped with pilot burners and ignitor assembly for burning the fuel gas.
Design shall be such that the pilots shall remain alight at a wind velocity of 80 kmph, and re-
lighting of pilots shall be possible when wind of 80 kmph speed is blowing on to the stack.
3.2 All tips above 600 mm nominal dia. shall be lined either with castable refractory lining with
SS hexamesh anchor or impregnated ceramic fibre
3.3 Thetip shall have flame stabilizers to prevent flame liftoff at design flare load. The maximum
flare gas load or steam rate shall not cause flame out.
3.4 The tips shall have sensing thermocouple elements for flame failure alarm(s) to be provided
on the flame front generator panel and also in the process control room (if asked for inthe job
specification)
3.5 Noise emissions at design flare lond and at maximum smoke-less rate shall not exceed 90dBA.
3.6 Smokeless flaring to Ringlemann Index-1 shall be achieved by steam injection or air
assistance as specified.
3.7 The flame front generator panel shall be complete with mounting panel and legs suitable for
locating conveniently on the grade level near the stack. It shall be explosion-proof and suitable
for outdoor location. It shall have weather hood on the top to protect against direct rain and
sun.

The molecular seal/gas seal shall be designed to fully prevent ingress of air into the stack riser
and to minimise purge flow rate, Vendor shall guarantee the seal against any ingress of air into
the stack in the event of low flare gas flow.
‘The molecular seal shall be sufficiently strong to accommodate
a) Collapsible davit with full load of flare tip.
b) Maintenance platforms.
Retractable davit shall be designed to hoist and lower the tip from and to grade, and remain
retracted away from the flame when not in use.
The davit shall be of completely fabricated construction, suitable for exposure to radiant heat.
‘The vertical column of the davit shall be uniform tubular section having cantilever section
bolted at the top, adequately stiffened.
‘The vertical column shall be supported by means of one thrust bearing and two sleeve
bearings. The bearings shall be of self-lubricated type, resistant to heat and protected suitably
against dust & corrosion so that they do not seize with the vertical column when kept in idle
position for a long time.
‘A manually operated winch, with adequate rope length shall be provided for raising and
lowering the retractable davit prop.
Grade mounted winch, wire rope, pulley ete. shall be supplied by vendor.
INSPECTION AND TESTING
Equipment shall be subjected to stagewise expediting, inspection and testing at vendor's!
subvendor’s works by purchaser/it’s authorised inspection agency. Vendor shall submit
Quality Assurance (QA) procedures before commencement of fabrication, Approved QA
procedures shall form the basis of equipment inspection.
The steam handling parts shall be inspected and certified by Indian Boiler Regulations
authorised Inspectors as applicable.
Shop tests for the equipment shall be carried out in accordance with ASME Section VIII code,
other relevant codes, and as per the procedures laid out by the Inspector. As a minimum 100%
for‘“T” joints and 10% for all butt welds on flare tip and moleculer seal shall be radiographee.
The retractable davit and complete tip lowering/hoisting system shall be performance tested
for the intended duty.
‘Any or all the tests, at purchaser’s option, shall be witnessed by purchaser/ it’s authorised
inspection agency. However, such inspection shall be regarded as check up and in no way
absolve the vendor of his responsibility.
Performance Testing and Guarantees
Al materials and equipments shall be guaranteed against defects of design, material and
workmanship. Any deficiency in operating performance and any defect in material or
workmanship found during the guarantee period shall be corrected by the vendor, at his own
cost.
Al instruments necessary for performance testing shall be arranged by the vendor. Calibration
of all testing equipments shall be done by vendor.

PROTECTION AND PAINTING
All exposed carbon steel parts to be painted shall be thoroughly cleaned from inside and
outside to remove scale rust, dirt and other foreign materials by wire brushing and shot/grit
blasting as applicable.
Non-ferrous materials, austenitic stainless steels, plastic or plastic coated materials, insulated
surfaces of equipment and pre-painted items need no painting.
Stainless steel surfaces, both inside and outside, shall be pickled and passivated.
Machined and bearing surfaces shall be protected with varnish or thick coat of grease.
Painting Specification shall be as per the Job Specification.
Colour of finish coat shall be i
imated to vendor, after placement of order.
PACKAGING AND IDENTIFICATION
Al packaging shall be done in such a manner as to reduce the volume. The equipment shall be
dismantled into major components, suitable for shipment and shall be properly packed to
provide adequate protection during shipment. All assemblies shall be properly match marked
for site erection.
Attachments, spare parts’ of the equipment and small items shall be packed separately in
wooden-cases. Each item shall be appropriately tagged with identification of main equipment,
item denomination and reference number of the respective assembly drawing,
Detailed packing list in water-proof envelope shall be inserted in the package together with
equipment.
Each equipment shall have an identification plate giving salient equipment data, make, year of
‘manufacture, equipment number, name of manufacturer etc.
SPARE PARTS.
Vendor shall submit recommended list of spare parts with recommended quantii
itemised prices for first two years of operation of the equipment. Proper coding and
referencing of spare parts shall be done so that later identification with appropriate equipment
will be facilitated
Recommended spares and their quantities should take into account related factors of
equipment reliability, effect of equipment downtime upon production or safety, cost of parts
and availability of vendor's service facilities around the proposed location of equipment.
Vendor shall also submit a list of commissioning spares with quantities. The commissioning
spares shall be sufficient for trouble free commissioning of the system at site. Any
commissioning spares required during commissioning, over and above, the commissioning,
spares supplied, shall be made available by the vendor without any cost and time implication
to purchaser. If for any reason during commissioning vendor needs to utilise spares from 2
years” operation spares, the same shall be replenished by vendor within a reasonable time
‘without any cost implication to purchaser. Any unused commissioning spares shall be handed
over to owner.
